Yesterday, Community Pharmacy Leicester, Leicestershire & Rutland (CPL&R) was proud to host
Navigating the Numbers – Securing the Future with our Chief Officer Rajshri Owen

This wasn’t just another event — it was a necessary conversation.

The financial and operational pressures facing community pharmacy are no longer emerging… they are fully here:

Pharmacies are worse off than a year ago
A £2bn+ structural funding gap remains
Many businesses are operating at, or below, sustainability
And we are already seeing the impact on patient access through reduced opening hours

Our reflection as an LPC:

What stood out most was the honesty in the room.

Contractors are not only aware of the challenges — they are actively seeking solutions. There was a strong appetite for practical support, particularly around:

Understanding and managing business performance
Maximising claims and income
Making services work both clinically and financially

There was also a clear message:

👉 Community pharmacy must be better positioned within the system
👉 And that requires both local and national alignment

Our thoughts moving forward:

As an LPC, our role is to:

Advocate for the sector at system level
Provide practical, tangible support to contractors
Create opportunities for shared learning and collaboration

We have already begun exploring further support around claims and income optimisation, following the feedback from yesterday.

Because whilst we cannot control the funding environment, we can support how contractors respond to it.

Spring often brings a welcome change in weather — but for many families, it also brings a rise in sore throats.

Between seasonal allergies and lingering winter infections, it can be difficult for parents to know what’s really going on.
Is it:
🤧 Hay fever?
🦠 A viral infection?
⚠️ Or something like strep that may need treatment?

The pattern of symptoms is key.

Itchy eyes, sneezing, and a runny nose often point towards allergies
Fever, swollen glands, and pain on swallowing may suggest infection
Mild symptoms that improve with rest and fluids are often viral

👉 The challenge is knowing when to seek help — and where.

This is where community pharmacy is stepping up.

Through the Pharmacy First service, parents across Leicester, Leicestershire and Rutland can access quick, accessible advice and treatment for sore throats — without the need for a GP appointment.

Highly trained pharmacists can:
✔️ Assess symptoms and rule out more serious conditions
✔️ Provide treatment where appropriate, including antibiotics under clinical pathways
✔️ Offer reassurance and self-care advice
✔️ Support families at the point they need it most

As an LPC, we felt it was important to bring together community pharmacy, Turning Point, and Exchange Supplies to have a more open and practical discussion around the Needle & Syringe Programme (NSP) and the vital role pharmacy teams play in harm reduction.

We recognise that NSP services can present both opportunities and challenges for contractors, and sessions like this are key to ensuring teams feel supported, informed, and confident in delivering these services safely and effectively.

We will continue to work closely with commissioners and partners to ensure that:

The value of community pharmacy in this space is recognised
Services are appropriately supported and resourced
Feedback from contractors is heard and acted upon

Last week, our Chief Officer Rajshri Owen met with the Chief Officer for BLMK & Northamptonshire.

As NHS structures continue to evolve and ICB footprints develop, it is increasingly important that we work collaboratively across system boundaries to ensure community pharmacy is well positioned within this changing landscape.

The discussion focused on how we can work more synergistically, sharing insight, aligning priorities and strengthening our collective voice across the wider system.

Community pharmacy plays a vital role in neighbourhood health, prevention and improving access, and by working together we can ensure the sector is not only responding to change—but helping to shape it.

We look forward to continuing this collaborative approach and strengthening relationships across the region.

The March Community Pharmacy Deadline Tracker is now available.

There is a significant amount of activity planned and underway this month for community pharmacies across Leicester, Leicestershire and Rutland (LLR), and the tracker is designed to help contractors stay on top of key actions and deadlines.

This includes the mandatory Pharmacy Contraception Service campaign taking place across the East Midlands, alongside a number of other important contractual and operational activities.

Supporting contractors to navigate the increasing number of requirements across the sector is an important part of our role, and tools such as the deadline tracker aim to provide clear, practical guidance for busy pharmacy teams.

♻️ Medicines Amnesty Campaign Launching Across LLR – March 2026

From March 2026, the ICB, alongside Leicestershire Partnership NHS Trust (LPT), will be launching a Leicester, Leicestershire and Rutland (LLR) Medicines Amnesty Campaign.

This important initiative aims to proactively remind residents that unused or unwanted medicines can be safely returned to their local community pharmacy for disposal.

Why this matters

Unused medicines stored at home present real risks — for individuals, families, and communities. This campaign supports safer medicines use by:

✅ Reducing medicines waste
✅ Improving patient and household safety
✅ Promoting responsible management of medication

Stockpiling prescribed or over-the-counter medicines can increase the risk of accidental or intentional ingestion and may contribute to serious harm, including increased su***de risk. Encouraging safe returns is therefore a simple action with significant public health impact.

What we are asking pharmacy teams to do

Community pharmacy teams across LLR are asked to:

• Print and display the campaign poster in visible areas (counters, waiting areas, noticeboards)
• Encourage conversations with patients about returning unused medicines
• Continue to follow existing sharps disposal pathways, which remain separate from this campaign

Community pharmacy plays a vital role in medicines safety across LLR. Your continued engagement helps protect residents, reduce harm, and promote responsible medicine use within our communities.

Yesterday, our Chief Officer Rajshri Owen MRPharmS CEO Independent Prescriber attended the Leicester City North-East Neighbourhood Workshop, bringing the voice of community pharmacy into important discussions shaping the future of local healthcare delivery.
Neighbourhood models are now being developed collaboratively across Integrated Care Boards (ICBs), Local Authorities, and health and care providers, forming the foundation of Integrated Neighbourhood Teams (INTs) designed to deliver more joined-up, population-focused care closer to home.
Across Leicester, Leicestershire and Rutland (LLR) ICB, there will be 12 neighbourhoods established:
4 within Leicester City
7 across Leicestershire
1 in Rutland
Community pharmacy has a fundamental role in the development and embedding of these neighbourhood models. With unmatched accessibility, clinical expertise, and strong links within local communities, pharmacies are uniquely positioned to support prevention, early intervention, medicines optimisation, and improved patient access to care.
As neighbourhood working evolves, we remain committed to ensuring community pharmacy is fully integrated as a core clinical partner within these multidisciplinary teams helping deliver more proactive, equitable and sustainable care for our populations.

🔐 Supporting Community Pharmacy with DSPTK 2026

Community Pharmacy Leicestershire & Rutland has launched a dedicated DSPTK 2026 guidance page to support contractors in completing this year’s Data Security and Protection Toolkit.

The Toolkit is a mandatory NHS requirement and must be completed by 30 June 2026.

We know that information governance requirements can feel technical and time-consuming — particularly alongside ongoing service delivery pressures. That’s why we’ve created a clear, practical resource for LLR contractors that:

✔ Summarises this year’s key changes (including the new multi-factor authentication question)
✔ Signposts to Community Pharmacy England’s updated guidance
✔ Highlights practical tips to reduce workload
✔ Reminds contractors about the HQ batch submission feature for 3+ pharmacies

Our aim is simple: reduce uncertainty, improve confidence, and support timely compliance.

Digital governance is no longer a background task — it’s central to safe, integrated patient care.
