The Health and Social Care Act 2008 recognises exemptions from registering for Treatment of Disease, Disorder or Injury (TDDI), including treatment delivered solely within a temporary sporting or cultural event.
So yes, an on-site festival exemption can apply.
However, context matters.
If a provider includes a paramedic-led ambulance that:
Undertakes structured assessment (ECGs, blood glucose testing, etc.)
Administers prescription-only medicines or controlled drugs
Provides treatment during offsite conveyance
That begins to look less like incidental event first aid and more like organised healthcare delivery.
Transport Services is a separate regulated activity.
If patients are conveyed offsite in the providerโs own ambulance, Transport registration may be required.
And where advanced clinical treatment is routinely delivered, providers should carefully consider whether TDDI is also being carried on.
