What if we told you that over 100 million lives could be saved by 2060 - not through miracle drugs or futuristic tech, but by embracing existing innovations in tobacco harm reduction?

In this powerful new report, global health leaders Dr. Derek Yach and Dr. Delon Human make the case for a bold shift in tobacco control policy. Backed by global modeling, clinical evidence, and real-world case studies from countries like Sweden, Japan, and the UK, the report shows how a combination of safer nicotine alternatives, better cessation tools, and early disease detection can cut smoking-related deaths in half over the next three decades.

At the 8th No‑Smoke Summit, policy expert Clive Bates reminded the audience of the urgency: worldwide, 6.3 million die annually from smoking, and an additional 1.3 million from secondhand smoke.

He underscored how quitting by age 40 can avoid nearly all excess mortality, and that after a decade of abstinence, former smokers approach a risk profile similar to never‑smokers.

By now, it’s clear: traditional tobacco control alone isn’t working fast enough. Despite decades of public health campaigns, billions of smokers worldwide still light up daily, and many of them simply can’t or won’t quit. That’s the reality hundreds of global experts confronted at the 8th Scientific Summit on Tobacco Harm Reduction (THR) held in Athens, Greece.

Gathering over 200 scientists, clinicians, and public health leaders from 51 countries, the Summit sent a strong, unified message: harm reduction is no longer optional—it must become a central strategy in public health.

“Almost 700,000 lives could be saved.”

That’s the finding from a report by global health experts examining the impact of safer options for people who smoke in Ireland, Taiwan and Chile.

Dr. Delon Human, one of the report’s authors, says the evidence from other countries is clear — when people have access to regulated, lower-risk alternatives, the rates of serious illness linked to smoking decline.
The report calls for open communication between doctors, policymakers and the public to ensure that accurate information guides future health decisions.

The submission highlights serious concerns with the draft law, particularly its sweeping restrictions on harm reduction tools like vaping, nicotine pouches, and heated tobacco products.

The experts warn that banning these less harmful alternatives, especially single-use vapes and all forms of advertising, could drive many ex-smokers back to cigarettes and worsen public health outcomes.

Despite having one of the most advanced healthcare systems in the world, tobacco use remains a significant public health challenge.

The rapid decline in cigarette sales—halved between 2011 and 2023—thanks to the adoption of heated tobacco products, underscores Japan’s potential to lead global change.
