THE DEBRIEFING FROM THE GFCT MISSION
The Global Fund Country Team visited The Gambia from November 17 to 20, 2025, to engage with national counterparts and implementing partners regarding the status of Global Fund-supported programs. The visit aimed to strengthen collaboration, review program performance, understand implementation challenges, and identify opportunities to enhance the impact of investments targeting HIV, tuberculosis, malaria, and health systems strengthening (RSSH).
Key Engagements
During the mission, the team conducted the following activities:
- Meetings with government authorities, including national disease program managers, financial and procurement units, and health-sector leadership.
- Consultations with civil society and community-based organizations involved in service delivery and community health responses.
- Joint field visits to the warehouse site to observe progress and to EFSTH to assess the storage facility for CT scans.
- Technical discussions with Principal Recipients (PRs), Sub-Recipients (SRs), the Local Fund Agent (LFA), and other relevant partners and stakeholders on topics such as financial management, monitoring and evaluation, supply chain performance, warehouse implementation, and grant absorption.
Major Observations
Program Performance:
There was a clear commitment among partners to achieve both national and Global Fund-supported targets. Progress has been made in several intervention areas, but ongoing attention is required to ensure consistent implementation quality, particularly in decentralized settings.
Health Systems & Service Delivery:
Partners noted both strengths and challenges in human resources, supervision structures, and data reporting processes. Continued improvements in data quality and supply chain reliability are priorities, especially for commodities related to HIV, TB, and malaria.
Community Engagement:
Community-led organizations expressed a strong willingness to collaborate on outreach, prevention, and patient support activities. Additional support for community system strengthening was identified as a key opportunity for enhancing program reach and sustainability.
Based on the findings and consultations, the Global Fund Country Team recommended:
1. Strengthening joint planning and coordination between national programs, PRs, SRs, and community partners.
2. Deepening community engagement by fully integrating community-led monitoring, outreach, and advocacy roles into future work plans.
3. Maintaining proactive financial and grant management to ensure efficient absorption, timely reprogramming when necessary, and alignment with national priorities.
