Social Contracting Toolkit

The PANCAP Social Contracting Toolkit, finalized and available since 2021, remains an important resource to support your work.

The toolkit provides practical guidance for CARICOM Member States and partners to design and implement social contracting mechanisms, enabling governments to partner with civil society organizations (CSOs) to deliver essential HIV and health services.

🔍 What does it support?
- Strengthening sustainable financing for HIV responses
- Enhancing government–CSO partnerships
- Expanding reach to key and vulnerable populations
- Guiding countries through a structured, step-by-step implementation process

As countries continue to transition from donor funding, this toolkit remains highly relevant to sustain, scale, and strengthen national HIV programmes.

At the Opening Ceremony, Dr Wendy Telgt‑Emanuelson, Director of the PANCAP Coordinating Unit, highlighted why this annual gathering is so vital to the Caribbean’s HIV response.
