אלישבע הקדישה את חייה לקהילה בחיפה בהיותה יד ימינו של דניאל רופאייזן (האח דניאל). כעובדת סוציאלית מקצועית היא המשיכה, למן הגעתה לארץ בשנת 1962, בפעילות בתחום. כך הקימה שני בתי אבות: האחד בנהריה והשני בחיפה. על מפעלה חיים זה זכתה לשבחים ולפרסים.
