World Diabetes Day 2025 was observed with remarkable enthusiasm across Budgam district under the dynamic leadership and guidance of the Chief Medical Officer (CMO) Budgam, Dr. Gulzar Ahmad, who stressed the need for expanded public awareness, early diagnosis, and sustained lifestyle modification in alignment with this year’s global theme, “Diabetes Across Life Stages.” This theme underscores the importance of providing integrated care, promoting supportive environments, and addressing the unique health needs at every stage of life from childhood to old age. It highlights early diagnosis for children, effective management for working-age adults, special considerations during pregnancy, and complication prevention for older adults.

Acting under the CMO’s directions, a comprehensive district-wide campaign was implemented across all health institutions, ensuring that every demographic group received focused education on diabetes prevention, management, and long-term well-being. In a coordinated effort, all Block Medical Officers (BMOs) across Budgam conducted extensive activities including free screening camps, health talks at schools and community centres, household-level counseling by field staff, distribution of IEC materials, and targeted sessions for high-risk groups such as pregnant women, the elderly, and individuals with obesity or hypertension. These initiatives were amplified by the active participation of frontline health workers, who played a critical role in mobilizing communities and delivering consistent health messages.

The NCD Cell Budgam played a central role in planning and facilitating the observance, ensuring the availability of screening services, distributing IEC material, guiding field teams, and overseeing data reporting and coordination across all blocks. As part of the district’s unified observance, World Diabetes Day was also celebrated at ASYM District Hospital Budgam, where a wide range of screening and awareness activities including RBS testing, BP and BMI assessment, and counseling were carried out under the supervision of the worthy Medical Superintendent Dr. Ajaz Kanth, significantly enhancing public engagement.

The Health Department Budgam reaffirmed its commitment to strengthening NCD services, expanding integrated care for all age groups, and promoting year-round education and supportive environments to combat the rising burden of diabetes and ensure holistic health across all life stages.

A comprehensive one-day orientation-cum-training program on “Medleapr”, an advanced digital medico-legal documentation and post-mortem reporting platform, was today conducted at the Auxiliary Medical Training (AMT) School, Budgam. The initiative was organized under the supervision of the Chief Medical Officer (CMO) Budgam with the objective of strengthening the medico-legal reporting framework and promoting the digital transformation of health records across the district.

The program was formally inaugurated by Dr. Gulzar Ahmad, Chief Medical Officer Budgam, in presence of Dr. Lahoot, District Health Officer (DHO) Budgam, and other senior officials from the District Health Department. The session witnessed active participation of medical officers from various health blocks of District Budgam.

The technical training was imparted by Dr. Azia Manzoor Bhat, Head, Department of Forensic Medicine, Government Medical College (GMC) Anantnag, and State Nodal Officer, Medleapr J&K.
Dr. Azia provided an in-depth and interactive session on the objectives, structure, and operational modalities of the Medleapr platform, highlighting its critical role in standardizing medico-legal documentation, autopsy reporting, injury analysis, and digital data archiving.

Medical officers from all blocks of District Budgam attended the session virtually and were given hands-on demonstrations on the user interface of Medleapr, including case registration, documentation workflow, digital signature integration, and report submission protocols. Practical aspects of post-mortem documentation, chain of custody, forensic evidence preservation, and legal implications of digital documentation were also discussed in detail.

World Rabies Week Observed at Boys Higher Secondary School Budgam

Budgam, September 27, 2025: As part of the observance of World Rabies Week (September 22–28), a special awareness programme was today organized at Boys Higher Secondary School Budgam by the Integrated Disease Surveillance Programme (IDSP) Unit Budgam under the leadership of Chief Medical Officer (CMO) Budgam, Dr. Gulzar Ahmad. The event was held in line with the global initiative to raise awareness and promote collective action against rabies.

The programme was graced by District Health Officer (DHO) Budgam, Dr. Lahoot Hassan Khan, who in her address spoke at length about the global burden of rabies and highlighted this year’s theme, “Act Now: You, Me, Community”. She emphasized that rabies prevention is not the responsibility of a single sector but requires joint efforts from individuals, professionals, and communities to achieve the global target of ending rabies deaths by 2030.

A panel of medical experts, including Dr. Awsaaf Jeelani, delivered detailed awareness talks on rabies transmission, prevention strategies, post-exposure prophylaxis, and the importance of community participation in achieving rabies control. The session was designed to build the technical competencies of Block Nodal Officers and newly appointed Medical Officers in addressing climate-sensitive health risks and operationalizing NPCCHH guidelines at the grassroots level.

The workshop was formally inaugurated by Dr. Gulzar Ahmad Dar, CMO Budgam, who emphasized the critical importance of integrating climate resilience into health system planning, service delivery, and public health governance. He underscored the necessity for decentralized, climate-responsive strategies within the district to mitigate health risks arising from extreme weather events, air pollution, and heatwaves.

Budgam, June 15, 2025 – In a significant healthcare outreach initiative, a comprehensive free medical camp was held today at Ladden Nagam under the directives of Chief Medical Officer (CMO) Budgam, Dr. Gulzar, and the supervision of Block Medical Officer (BMO) Nagam. The event aimed at providing essential medical services to the local population and raising awareness about the importance of voluntary blood donation.

The camp featured multiple specialty services including Gynecology, Orthopaedics, General Medicine, Dental Care, and other vital health checkups. Special attention was also given to children through the RBSK (Rashtriya Bal Swasthya Karyakram) teams, focusing on the "4 Ds" – Defects at birth, Diseases, Deficiencies, and Developmental delays including disabilities.

On the occasion of World Blood Donor Day, a ceremony was held to honor individuals who have consistently donated blood over the years. BMO Nagam expressed gratitude to these life-saving volunteers, recognizing their selfless service to society. In her address to the assembled health staff, patients, and local residents, she emphasized the critical need for voluntary blood donation and highlighted the pivotal role of healthcare workers and community members in ensuring accessible and equitable healthcare.

Budgam, May [Date], 2025: In compliance with the directives of the Worthy Commissioner Secretary Health and under the aegis of Directorate Health Services Kashmir, a one-day Basic Life Support (BLS) certificate training program was successfully conducted at the Dy CMO Office Budgam. The training aimed to prepare master trainers for BLS, enabling them to impart training at their respective blocks.

The training program was attended by doctors and paramedics from different blocks of Budgam, who received comprehensive training on BLS techniques. The master trainers, including Dr. Sheikh Farooq and others, imparted hands-on training to the participants, equipping them with the skills and knowledge necessary to respond to life-threatening emergencies.

Chief Medical Officer (CMO) Budgam, Dr. Gulzar, while distributing certificates to the participants, highlighted the importance of BLS training in saving lives.
