आजकल बैंकों में खाता खुलवाना और बन्द कर ना आसान हो गया है,
लेकिन खाता बंद करते समय बैंक को कस्टमर से ये ऐफिडेविट आवश्यक रूप से प्राप्त करने का प्रावधान होना चाहिए कि
उसने किसी व्यक्ति सन्स्था या बैंक को अपने इस अकाउंट का चेक, सिक्योरिटी,ग्या र्ंटी या देनदारी हेतु ( PDC) दे नहीं रखा है।

सरकार व्यापारियों, बिजनेसमैन, उध्योगपतियों, डॉक्टरों....
को चोर समझती है,
लेकिन सरकार के अपने हाल देखिये:
किसी बैंक से आप मान लीजिए 1 करोड़ का लोन लेते हैं, आप के लोन अमाउंट पर 0.5 या एक प्रतिशत स्टाम्प ड्यूटी लग जाती है।
अब किसी कारण से आप ये लोन किसी और बैंक में ट्रांसफर करते हैं
और आपका लोन अमाउंट घटकर 80 लाख ही रह गया है , चूंकि आप 20 लाख लोन चुका चुके हैं,
तो नये बैंक में कोई स्टाम्प ड्यूटी नहीं लगना चाहिए,हाँ यदि लोन अमाउंट आप बढ़ा कर 1करोड़ 20 लाख करवा लेते हैं, तो 20 लाख पर स्टाम्प ड्यूटी लेने का हक बनता है सरकार का
उसी लोन को नये बैंक में अंतरित करने पर हर बार स्टाम्प ड्यूटी लेने का लॉजिक समझ से परे है !
