JKNHMEA Urges Omar Abdullah–Led Government, Health Minister to Consider NHM Employees for regularisation against vacant posts in HME Department.

As the government has initiated the process of filling vacant posts across various Departments, including the Health Sector, the Jammu and Kashmir National Health Mission Employees Association (JKNHMEA) has urged the Omar Abdullah–led Government and the Health and Medical Education Department to consider National Health Mission (NHM) employees for adjustment against available vacant posts.

In a statement issued here, the Association highlighted the long-pending demand of around Ten Thousands of NHM Employees who have been rendering Dedicated Services to the Public Healthcare System for over a decade, often under challenging conditions and without job security. The NHM Employees have played a pivotal role in strengthening Healthcare Delivery System particularly in remote and rural areas of Jammu and Kashmir and are considered as back bone of Healthcare in UT J&K.

The Association has appealed to Chief Minister Jenab Omar Abdullah Sahab and Health and Medical Education Minister Madam Sakina Itoo to recognize the experience, and committed NHM employees while filling vacant posts in the Health sector. Adjusting 10 thousands NHM Employees against 16 thousand vacancies in the H&ME Department would also help retain experienced manpower, thereby strengthening and enhance the efficiency of the healthcare system.

The Association President, Muneer Andrabi stated that already a proposal concerning the adjustment of NHM employees is submitted with the administrative departments vide Mission Director NHM letter No. MDJK/SHS/NHM/J&K/3770–73 dated 30 May 2025, along with supplementation praspol submitted by Director, Health Services Kashmir vide letter No. DHSK/NHM/1574–80 dated 10 July 2025 and are presently awaiting final confirmations. It is pertinent to mention that the praposal was submitted after Ministry of H&FW has directed the UT Government to absorb existing HR under NHM against the Vacant Positions vide D.O Letter No NHSRC/21-22/HRH/Misc/753 dated 28 April 2025.

Reiterating its willingness to engage in constructive dialogue with the government, the Association urged the authorities to take an early and positive decision in the larger public interest and for the benefit of the Healthcare System as well as the general public.

The National Health Mission (NHM) J&K has significantly contributed to improving public health outcomes through its relentless efforts in expanding human resources, addressing critical health issues, and fostering an integrated response to health emergencies. Further, NHM has driven substantial progress in multiple areas, including maternal and child health, disease elimination, and healthcare infrastructure.

*A key achievement of NHM J&K in 2025*:
*. *25 Lakhs people screened for TB under PM TB Mukt Abhiyan*.
*. Under *PM ABHIM* (Pradhan Mantri – Ayushman Bharat Health Infrastructure Mission) and ECRP II : Six 50 Bedded CCB(Critical Care Blocks) civil structure completed.

*. Under RBSK *(Age group-0 to 18 yrs)* : *27.27 lakh beneficiaries screened* in Schools and Anganwadi centres across J&K UT.
*. Under *Tele-MANAS* National Mental Health Programme of India, *1.37 Lakh* Tele-consultation (calls and consultation) conducted across J&K UT till date for better mental health of all particularly Youths.
*. Under *Tele-consultation Services (e-Sanjeevani)* conducted *4.06 lakh* consultation in different health facilities across J&K UT for better health services in remote sand border areas.
*. ⁠*Under National Programme for prevention and control of Non Communicable Disease (NP-NCD): 1.61 crores people screened for Hypertension, Diabetes, Oral Cancer, Breast Cancer, Cervical Cancer. Out of which 7.5 Lakhs are put on treatment*.
*. ⁠Under NQAS *244 Health facilities* qualified for better patient delivery services across J&K UT. Another 1000 are in process of qualification upto March 2026.
