The Sold Story - Cross the border on a study visa - everything else will work out

In international student recruitment, we need to talk honestly about something that is harming students, universities, and the credibility of our entire ecosystem.

What we increasingly see is that many agents prioritise higher commissions over true course–student fit.

Students are enrolled into programmes and institutions not because they are the right academic or career match, but because they generate the highest payout.

Even more concerning:
One registered agent often operates with dozens of sub-agents, with little to no visibility into what is being promised. In many cases, the narrative becomes dangerously simple:
“Just cross the border on a study visa - everything else will work out later.”

Personally, I believe this practice should be treated as illegal and unethical.

At the end of this chain are:

Students with unrealistic expectations
Universities facing poor retention and dissatisfaction
And a system that slowly loses trust

Prime Minister Narendra Modi invited leading German universities to open campuses in India and welcomed Germany’s visa free transit for Indian citizens, signaling a shift toward long-term institutional collaboration.

The roadmap comes at a key moment. India is globalising its universities under NEP 2020, while Germany is seeking skilled talent in priority sectors. Building on existing student exchanges, joint research, and dual degrees, the move to welcome foreign campuses elevates cooperation. India’s regulatory framework is already in place, with international campuses approved or planned across major education hubs.

For German universities, India offers a large student base, a growing research ecosystem, and strong industry links, enabling co-designed, workforce-focused programmes. NAAC Chair Dr Anil Sahasrabudhe described this as a shift from short-term exchanges to deep partnerships, with 16 global universities already approved. A key highlight is the Indo-German Centre of Excellence for Renewable Energy Skilling, linking Germany’s applied education with India’s employability and research goals. Originally designed to attract talent and foster global learning, the recruitment ecosystem is now dominated by:

🔹 Unregulated agent networks and aggregators that push volume over suitability, encouraging students into courses mainly to extend visas or maximise commissions.
🔹 Universities heavily reliant on international fee income, often promoting post-study work rights as a central selling point rather than the quality of education itself.
🔹 Visa extension behaviours like course hopping - intensified during the pandemic - that prioritise staying longer over meaningful academic progression.

The result? Many students arrive believing they will easily transition to work, secure long-term visas or build fulfilling careers abroad - only to find those assumptions don’t match reality, and that support for outcomes like jobs or career guidance is minimal at best.

Instead of prioritising education quality and genuine student success, some elements of the ecosystem now appear driven by financial incentives and immigration market signalling.
