　大阪赤十字病院は、病院全体として積極的に国内国際救援を行うべく、院内に専門部署である国際医療救援部を持ち、国内外の救援活動にあたっています。　部内には、国内救援課と国際救援課があり、それぞれに専任職員がおります。国内救援課では、国内災害発生時に365日24時間すぐに救護チームを出せるよう、資機材や車両、人員の体制を維持し、救護員の研修、訓練、また災害発生時には後方支援基地として派遣職員のバックアップを行います。　国際救援課では、海外で発生した災害や紛争、人道危機に対する緊急支援をはじめ、復興期の支援事業や平時における途上国の開発支援も行います。　
　
Japanese Red Cross Osaka Hospital is strongly dedicated to the international humanitarian activities. We have a lot of activities both internally and abroad every year. The international medical relief department is the specialty division for them. The international medical relief department is composed of two divisions, international relief division and domestic relief division that have professional staff respectively. The domestic relief division prepares medical relief teams and their equipment in order to dispatch anytime. It also organizes trainings or workshops for disaster management. The international relief division is responsible for disasters and conflicts abroad. There are projects from emergency phase to recovery phase. We also have development support in developing countries.

1億2,320万人。これは2024年末時点で紛争や迫害、暴力、人権侵害、公共の秩序を著しく乱す事象により避難を余儀なくされた人の数です。また、国籍を持たず、教育、医療、雇用、移動の自由といった基本的な権利へのアクセスを奪われた無国籍者が440万人います。難民、国内避難民の状況はどのように変化してきているのか、また、受け入れ国の国民の受け止め方の変化や影響、日本における現状などについてお話いただきます。

123.2 million. This is the number of people forced to flee their homes by the end of 2024 due to conflict, persecution, violence, human rights violations, and events severely disrupting public order. Additionally, there are 4.4 million stateless persons who lack nationality and are denied access to fundamental rights such as education, healthcare, employment, and freedom of movement. We will discuss how the situation of refugees and internally displaced persons has been changing, shifts in the perceptions and impacts among citizens of host countries, and the current situation in Japan.

【インドネシアで防災事業に派遣されている新井助産師からの報告第一弾！ First Report from Midwife ARAI, Dispatched for Disaster Prevention Project in Indonesia!】
皆さん、こんにちは！現在インドネシアの首都ジャカルタにある日赤現地代表部で事務管理トレーニー要員として勤務しております。到着してすぐですが、事業地の2つに赴く機会をいただきました。早速おなかを壊しましたが、少しずつこちらの生活になれてきております。
こちらでは、現地代表部スタッフであるアワルさん、ヤナさんと共に活動しています。主な業務は、事業地やPMI（インドネシア赤十字社）に対する支援で、レポートの確認といった事務的な作業から、現場活動における助言まで多岐にわたります。お二人の豊富な経験と現場への深い理解に触れるたびに、多くのことを学ばせていただいています。今後も協働を通して自身も成長しながら、事業地の皆さんの取り組みをしっかり支えられるよう努めたいと思っています。
ここから、この2週間で経験したことを報告いたします。
まず1週目は事業地の一つであるスカブミのチカフリパン村を支部職員の方と共に訪問しました。村は先月の洪水で大きな被害を受けており、村役場や学校にも深刻な影響が残っていました。現場を見て、あらためてこの地域が抱える災害リスクの大きさを実感しました。
そのような厳しい状況の中でも、PMIスタッフや事業地のボランティア、学校関係者の皆さんはとても前向きで、被災しながらも「村のために頑張りたい。」と話してくれる姿に強く心を動かされました。
2週目には、もう一つの事業地であるJemberを訪問し、SIBATに対して「Door to Door Campaign」のオリエンテーションを実施する活動に参加しました。このキャンペーンでは、SIBATのメンバーが2人1組となり、防災知識を記載した3種類のポスターと3種類のステッカーを配布しながら、地域住民へ防災意識を広める活動を行います。この活動がSIBATメンバーにとって初めての活動ですが、皆さんとても意欲的でした。あるボランティアのDeviliaさんは、
「防災について多くを学べる機会だから参加している。もっと学んで村のレジリエンス強化に役立てたい」
と意気込みを語っていました。

Hello, everyone!
I am currently working as an project management trainee at the JRCS’s local representative office in Jakarta, the capital of Indonesia. Although I just arrived, I had the opportunity to visit two project sites. I got an infectious gastroenteritis, but I am gradually getting used to life here.
I feel very fortunate to work alongside our experienced colleagues, Mr. Awaluddin and Mr. Yana. Our main responsibilities involve supporting the project sites and PMI, including administrative tasks such as reviewing reports, as well as providing guidance during field activities. Their extensive experience and deep understanding of the field offer me invaluable learning every day. Moving forward, I will continue learning through close collaboration with them and to provide meaningful support to everyone involved in the project.
Here is a brief report on my experiences over the past two weeks.
　First week, I visited Cikahuripan Village in Sukabumi, one of our project sites. The village suffered significant damage during last month’s floods, and both the village office and the school still show severe impacts. Seeing the situation firsthand made me realize once again the high level of disaster risk faced by this area.
Despite these difficult circumstances, the PMI staff, SIBAT (project volunteers), and school personnel remained remarkably positive. Hearing them—despite being affected by the disaster themselves—express their determination to “work continue for the village” left a strong impression on me.
In the second week, I visited Jember, another project site, and joined the orientation for the “Door-to-Door Campaign” conducted by SIBAT. In this activity, SIBAT members work in pairs to distribute three posters and three stickers containing disaster-preparedness information while raising awareness among residents. This was the first time the SIBAT members carried out this activity, and everyone was highly motivated. One volunteer, Devilia, shared:
“I joined because it’s a great chance to learn more about disaster preparedness. I want to continue participating so I can grow and help strengthen the village’s resilience.”

【シエラレオネ研修員の当院研修が「with NEO vol.38」に掲載されました　Training Program for Sierra Leone Trainees at Our Hospital Featured in “with NEO vol. 38”】
今年の7月にシエラレオネから10名の研修員の方々が、当院で研修を行いました。その時にメディカ出版がNICUやGCUでの研修の様子を取材に来られました。
その時の様子が、『with NEO　vol.38』に掲載されました。メディカ出版から、献本をいただきましたので、1冊をシエラレオネの研修員の方々へ、1冊を研修先であるNICU/GCUへ寄贈、一冊を救援部に保管しようと思います。昨年も、研修の様子を毎日新聞社に取り上げていただきました。その時にも喜んでおられました。今回の研修も雑誌に掲載され、シエラレオネの研修員の方も非常に喜んでおられました。

In July of this year, ten trainees from Sierra Leone participated in a training program at our hospital. During that period, Medica Publishing visited us to cover the training activities in the NICU and GCU. Their report has now been published in with NEO vol. 38.
We received complimentary copies from Medica Publishing, and we plan to deliver one copy to the trainees from Sierra Leone, donate one to the NICU/GCU where the training took place, and keep one in the International Medical Relief Department.
Last year as well, the training activities were covered by The Mainichi Newspapers, and the trainees were very pleased at that time. This year, their training has again been featured in a magazine, and the trainees from Sierra Leone were extremely delighted.

【レイドクロス2025を開催しました: Raid Cross 2025 Held in Osaka】

大阪赤十字病院 国際医療救援部の主催で、�「レイドクロス2025」 を日本赤十字社大阪府支部にて開催しました。
レイドクロスは、模擬体験やゲーム形式のグループワークを通じて�国際人道法（IHL）を理解するために作られた教育プログラム です。
国際人道法は戦時に適用され、普段の生活で意識することはほとんどありません。�しかし近年、世界各地で起きている軍事衝突では、�国際人道法違反とみられる行為による民間人被害が数多く報じられています。
レイドクロスを体験したからといって、�すぐに紛争地での被害が減るわけではありません。�それでも、国際人道法の精神が少しずつ広がり、�いつの日か世界がより良い方向へ変わることを願って、�今後もこの取り組みを続けていきます。

The International Relief Department of the Osaka Red Cross Hospital�hosted “Raid Cross 2025” at the Japanese Red Cross Society Osaka Branch.
Raid Cross is an educational program designed to help participants understand�International Humanitarian Law (IHL) through simulations and group activities in a game-like format.
Although IHL applies during armed conflict and rarely affects our daily lives,�recent military conflicts around the world have highlighted many cases of�civilian harm resulting from what appear to be violations of IHL.
Participating in Raid Cross will not immediately reduce civilian suffering in conflict zones.�However, we believe that by spreading awareness of the principles of IHL,�we can help foster a world where its spirit is more widely respected—�and where one day, even small changes may lead to greater peace.

【院内で赤十字救急法講習を開催しています　Japanese Red Cross First Aid Training Held at Our Hospital】
当院では、院内職員を対象に赤十字救急法講習を実施しています。
この講習では、三角巾を使って骨折やけがの応急手当を行う方法を学びます。三角巾を使った練習を行いますが、実際の現場では タオルやレギンスなど身近なもので代用できる ため、応用力を身につけることにもつながります。
また、救急法講習は、看護師にとってキャリアアップにも大切なステップです。さまざまな場面で役立つ知識と技術であるため、受講された皆さんには、引き続き練習を重ね、自然に実践できるレベルまで身につけていただければと思っています。

Our hospital is currently conducting Japanese Red Cross First Aid Training for staff members.
In this training, participants learn how to provide first aid for fractures and wounds using triangular bandages. Although we practice with triangular bandages, in real situations common items like towels or leggings can be used as substitutes, helping participants develop practical adaptability.
For nurses, completing first aid training is also an important step in career development. Because these skills are useful in many situations, we encourage participants to continue practicing so they can apply the techniques naturally and confidently in their daily work.

【FM大阪「らじこー」で“災育”を紹介しました：Introducing “Saiiku” on FM Osaka Radio Program】
FM大阪で放送中の「よしもとラジオ高校 らじこー」内のコーナー
「愛です！Circle」（毎週月曜 21:37〜） に出演し、当院が12月に開催する「災育」について紹介してきました。
このコーナーは、大阪赤十字血液センターが提供する“愛ですFM大阪”キャンペーンの一環として、献血や医療情報などを分かりやすく伝えるものです。
今回は、当院スタッフが出演し、
• 災育の目的
• どんな内容を行っているか
などについてお話ししました。
DJを務める 献血応援隊のNMB48　平山真衣（まいてぃー）さん が温かく盛り上げてくださり、楽しい収録となりました。
今年の災育はすでに申し込みを締め切っていますが、今後も毎年開催する予定です。
この放送を通じて、多くの方に献血や災害への備えに興味を持っていただければ幸いです。

We were invited to appear on the FM Osaka program
“Yoshimoto Radio High School – Rajikō”, during the segment
“Ai desu! Circle” (Mondays at 21:37), which is supported by the Osaka Red Cross Blood Center as part of the Ai desu FM Osaka health awareness campaign.
In this segment, we introduced our hospital’s December disaster-education program “Saiiku”, discussing its goals and the activities involved.
The segment’s DJ, Mai Hirayama (Mighty) from NMB48, created a warm and welcoming atmosphere, making the recording an enjoyable experience.
Although registration for this year’s Saiiku event has already closed, we plan to hold it annually. We hope this broadcast will inspire more people to take interest in disaster preparedness.

【バングラデシュからの便り / Message from Bangladesh】
当院からバングラデシュに派遣されている小濵看護師からお便りが届きました！
皆さんこんにちは。
現在、バングラデシュ首都ダッカにある日赤現地代表部で事業管理トレーニー要員として勤務しています。
先日、日赤が支援している南部避難民支援事業地を訪問しました。
ダッカから飛行機で約1時間、さらに車で約2時間走った先にある避難民キャンプには、114万人を超える人々が暮らしています(UNHCR、2025年6月時点)。竹で作られた家々が密集して建ち並び、その光景と人の多さに驚きました。
現地では、日赤が支援する地域保健活動の一環として、地域保健ボランティアが世帯を訪問し、感染症予防などの健康に関するメッセージを住民に伝えています。
あるボランティアさんは、8年前の大規模流入の際に避難してこられた方で、「自分の家族、そして周囲の人を助けたい」という思いから活動を始め、5年間にわたり活躍されています。彼の言葉や姿勢からは、「自分たちの力で地域みんなを健康にしたい」という思いを感じました。　
私の任期は限られていますが、これからも彼らの力が途切れないように、私も共に支援を続けていきたいと思います。

We’ve got the message from Nurse KOHAMA, who are dispatched to Bangladesh from Japanese Red Cross Osaka Hospital !

I am working as a Management Trainee Delegate at Country Representative, Japanese Red Cross Society in Bangladesh in Dhaka, the capital of Bangladesh.
Recently, I visited the site of the Health Care Project in Cox’s Bazar, Bangladesh
, which is supported by the Japanese Red Cross Society. It takes about one hour by plane from Dhaka and another two hours by car to reach the area where more than 1.14 million displaced people live (UNHCR, as of June 2025).
Many houses that were made of bamboo stand close together, and I was surprised by the large number of people there.
As a part of the project, community health volunteers visit households and share health messages, such as how to prevent infectious diseases.
One volunteer I met came to this area eight years ago during a large movement of people. He started volunteering because he wanted to help his family and neighbors, and he has been active for five years.
From his words and attitude, I felt his strong will to make his community healthy with their own power.
I hope to keep supporting them so their efforts will continue.

【ヘルステクニカルトレーニング開催！　Health Technical Training Held!!】
日本赤十字社が保有する「病院ERU（Emergency Response Unit）」を運営するためには、臨床検査技師や診療放射線技師など、専門職の協力が欠かせません。
今回のヘルステクニカルトレーニングは、病院ERUに特化した国際要員登録のための専門研修として実施されました。
臨床検査部門では、主に輸血検査を中心に研修を実施。自動化が進む日本の医療現場では珍しい、手作業による検査を体験し、実際に病院ERUで使用する資機材にも触れました。
診療放射線部門では、電子カルテシステム（TOMBI）の操作からレントゲン撮影、画像確認までを一連の流れで実践的に学びました。
また、医師・看護師部門では、人工呼吸器や酸素濃縮器、分娩台、滅菌機、麻酔器など、日常業務では扱う機会の少ない資機材の操作を学びました。
今回の研修は、参加者にとって現場対応力を高め、今後の国際救援活動で活躍するための貴重な一歩となりました。

The Health Technical Training was conducted to strengthen the operation of the Hospital Emergency Response Unit (ERU), which requires the collaboration of specialized professionals such as clinical laboratory technicians and radiological technologists.
This training served as a specialized course for international registration specifically for Hospital ERU personnel.
In the clinical laboratory session, participants focused on blood transfusion testing. Unlike the automated systems used in most Japanese hospitals, they experienced manual testing and practiced using actual ERU laboratory equipment.
In the radiology session, participants learned the full workflow—from operating the electronic medical record system (TOMBI), to taking X-ray images, and verifying the data.
Doctors and nurses also trained on equipment rarely used in daily practice, such as ventilators, oxygen concentrators, delivery tables, autoclaves, and anesthesia machines.
This training provided participants with valuable hands-on experience to strengthen their field response capabilities and prepare for future international relief missions.

【ノルウェー・オスロでのTechnical Working Group Meetingに参加しました: Participation in the Technical Working Group Meeting in Oslo, Norway】

10月4日から7日まで、ノルウェーのオスロで開催された Health Surge Technical Working Group Meeting（TWG会議） に日赤から当部署光森と医療センター、本社から計3名が参加しました。
この会議は、国際緊急救援に関わるさまざまな課題について、赤十字・赤新月社連盟（IFRC） および各国赤十字社の実務担当者が意見交換を行う場です。
会議では、連盟および今年ERU（Emergency Response Unit）を派遣した各国赤十字社から活動報告があり、その後、ERUのEMT認証、出動の迅速化、Public Health ERU、MHPSS（精神保健・心理社会的支援）ERU などのテーマごとに分かれて討議しました。�各課題について今後どの国の赤十字社が中心的に関わるかが話し合われました。
会期中はオスロ郊外のホテルでの合宿形式となり、食事の時間などを通して各国の赤十字社のメンバーと交流を深めることもできました。
国境を越えて連携し、より効果的な国際緊急救援活動を目指す、有意義な4日間となりました。

From October 4 to 7, we participated in the Technical Working Group (TWG) Meeting held in Oslo, Norway.
This meeting brought together operational representatives from the International Federation of Red Cross and Red Crescent Societies (IFRC)and various National Societies to discuss key challenges and improvements in international emergency response.
After updates from the IFRC and National Societies that deployed Emergency Response Units (ERUs) this year, participants discussed topics such as EMT certification for ERUs, faster deployment processes, Public Health ERUs, and MHPSS (Mental Health and Psychosocial Support) ERUs.�Each working group explored solutions and identified which National Societies would take the lead in advancing specific areas.
Although the meeting was held in a secluded hotel outside Oslo, there were many opportunities to connect and exchange experiences with colleagues from other National Societies during breaks and meals.
It was a highly meaningful four days of collaboration, strengthening our shared commitment to effective and coordinated international emergency response.

【IEHK2024 とTESK2019 の受領と検品　Receipt and Inspection of IEHK 2024 and TESK 2019】

本日、研修等で使用するためのIEHK（Interagency Emergency Health Kit）2024、TESK（Trauma and Emergency Surgery Kit）2019の常温保管品が納品されました。検品を行うため、国際医療救援部から職員3名が倉庫に向かい、書類と照らし合わせながら個数や状態、温度推移を確認しました。大きな問題も無く一安心です。

Today, we’ve received a delivery of the IEHK (Interagency Emergency Health Kit) 2024 and the TESK (Trauma and Emergency Surgery Kit) 2019 which are stored at room temperature. They will be used for training and other purposes.

Three staff members from the International Medical Relief Department went to the warehouse to conduct an inspection. They checked the quantity, condition, and temperature history against the documents. We are relieved to find that there were no major problems.

【日赤災害医療コーディネート研修会に参加しました: Japanese Red Cross Disaster Medical Coordination Training】

11月1日と2日の2日間、日赤本社にて「日赤災害医療コーディネート研修会」が開催されました。
大阪赤十字病院からはスタッフ4名、支部から1名が参加しました。

日赤災害医療コーディネーターは、災害発生時に被災地の本部（医療福祉調整本部）や被災県支部に派遣され、救護班の活動場所や内容を行政・他団体と調整し、救護活動の方針づくりを支援します。
そのため、日赤救護班の活動や災害対応リソースに加え、行政や他の救援機関の仕組みにも通じていることが求められます。

1日目は講義とグループワーク、そして懇親会を行い、2日目は県庁・二次医療圏・被災県支部に設置された仮想調整本部で、実際の災害シナリオを用いたコーディネート業務を体験しました。
最初は戸惑っていた参加者も、3回のシミュレーションを経て、徐々にスムーズに調整業務をこなせるようになっていきました。

災害が起きないことが一番ですが、万が一に備え、より良い救護活動を行えるように——。
スタッフも参加者も熱意をもって取り組んだ2日間でした。

On November 1st and 2nd, the Japanese Red Cross Disaster Medical Coordination Training Course was held at the JRCS Headquarters in Tokyo.
Four staff members from Osaka Red Cross Hospital and one from the Branch Office participated as staff members.

Red Cross Disaster Medical Coordinators are deployed to disaster headquarters or affected prefectural branches to help coordinate the activities and deployment of Red Cross medical relief teams with local authorities and other organizations.
To fulfill this role, they must understand not only Red Cross operations and available resources but also the disaster response systems of government and partner agencies.

The first day included lectures and group work, followed by an informal networking session.
On the second day, participants took on coordinator roles in simulated disaster headquarters—at the prefectural government, secondary medical area, and branch level—working through coordination and reporting tasks in realistic scenarios.
As the sessions progressed, participants became increasingly confident and effective in managing their coordination duties.

Although we always hope disasters never occur, this training helps ensure that, if they do, our relief activities can be as effective as possible.

【関空でコールドチェーンの医薬品の受領をしました/ Received Cold-Chain Medical Supplies at KIX】
緊急救援の現場では、すぐに診療を開始できるよう、WHOによる薬品や医療資機材の世界基準に基づき、薬品と医療資機材が組み合わさったIEHK（Interagency Emergency Health Kit）を用いて診療活動を行ないます。また、重度の外傷や病気に対処するために必要な医療用品を集めたTESK（Trauma Emergency Surgery Kit）も扱います。
今回はERU(Emergency Response Unit)に関する研修用のIEHKとTESKに含まれる冷所管理品（コールドチェーン）の受け取りのため、当院国際要員の安富薬剤師ご協力のもと、関西国際空港へ向かいました。冷所管理品は厳しい温度管理のもと運送されるため、データロガーという温度を随時記録する端末が一緒に梱包されています。普段アクセスすることのない旅客ターミナルから遠く離れた国際貨物エリア内にて運送業者さまから受領し、無事に当院の保管場所へ納品、温度データの取得も行うことができました！

At emergency relief sites, medical activities are conducted using IEHK (Interagency Emergency Health Kit), which combines medicines and medical supplies in accordance with WHO global standards, to ensure that treatment can begin immediately. We also handle TESK (Trauma Emergency Surgery Kit), which contains essential items for treating severe injuries and illnesses.
This time, our hospital’s international response staff, Pharmacist Mr. Yasutomi, went to Kansai International Airport (KIX) to receive the cold-chain items included in IEHK and TESK for ERU (Emergency Response Unit) training.
As cold-chain items must be transported under strict temperature control, they are shipped together with a data logger that records the temperature in real time.
The items were safely received from the transport company in the international cargo area—far from the passenger terminals—and successfully delivered to our hospital’s storage site. We also retrieved the temperature-record data without any issues.

　大阪赤十字病院は、病院全体として積極的に国内国際救援を行うべく、院内に専門部署である国際医療救援部を持ち、国内外の救援活動にあたっています。　部内には、国内救援課と国際救援課があり、それぞれに専任職員がおります。国内救援課では、国内災害発生時に365日24時間すぐに救護チームを出せるよう、資機材や車両、人員の体制を維持し、救護員の研修、訓練、また災害発生時には後方支援基地として派遣職員のバックアップを行います。　国際救援課では、海外で発生した災害や紛争、人道危機に対する緊急支援をはじめ、復興期の支援事業や平時における途上国の開発支援も行います。

Japanese Red Cross Osaka Hospital is strongly dedicated to the international humanitarian activities. We have a lot of activities both internally and abroad every year. The international medical relief department is the specialty division for them. The international medical relief department is composed of two divisions, international relief division and domestic relief division that have professional staff respectively. The domestic relief division prepares medical relief teams and their equipment in order to dispatch anytime. It also organizes trainings or workshops for disaster management. The international relief division is responsible for disasters and conflicts abroad. There are projects from emergency phase to recovery phase. We also have development support in developing countries.
