‎Meru county has commemorated World Diabetes Day in a colourful event that began in Meru town and concluded at Majengo Social Hall with an aim of raising awareness on the importance of preventing and managing diabetes for better health. While officially flagging off the event, Ag. County Director of Health Dr. Titus Mutura emphasized the need for individuals and communities to adopt healthy practices such as daily exercise to prevent and manage the disease, especially for those working in office settings.

‎Non-Communicable Diseases Coordinator Dr. Lilian Karoki appreciated community members for turning out in large numbers for the screening, noting that the government will continue supporting their pursuit of healthy living. She urged residents to embrace regular health screenings for early detection and effective treatment of diseases.

‎The event featured a wide range of free medical services including blood sugar and blood pressure tests, cervical and breast cancer screening, TB screening through a mobile X-ray machine, eye screening, and free SHA registration, among other services.

‎Through such interventions, the Department of Health Services aims to promote the wellbeing of Meru residents and reduce the prevalence of diabetes in Meru county. By educating the public on the risks associated with diabetes and the importance of early detection and treatment, health officials hope to empower individuals to take charge of their health and make informed decisions as envisioned by H.E. ‎A team from Amref Health Africa led by Program Manager Aloise Gikunda, held an inception meeting with Ag. County Director of Health Dr. Titus Mutura to introduce the GSK grant, which will support implementation of the Community Health Unit for Universal Health Coverage (CHU4UHC) project.

‎The project aims to address key issues in Maternal, Newborn, and Child Health (MNCH) while strengthening community health systems through training healthcare workers and Community Health Assistants on RMNCAN, training Community Health Promoters on RMNCAN, Tuberculosis (TB), mental health, and eCHIS, supporting digital, data driven decision making, facilitating Primary Care Network (PCN) outreach through multidisciplinary team support, and providing mentorship on maternal health to prevent neonatal deaths

‎On behalf of the County Government of Meru and the Department of Health Services, Dr. Mutura appreciated the support, noting that it is both timely and valuable. He reaffirmed the department’s full commitment to the initiative, expressing optimism that it will significantly improve health indicators in the county.

‎The Ag. County Director of Health Dr. Titus Mutura, today graced a sensitization workshop organized by the Independent Medico-Legal Unit (IMLU) in collaboration with the County Government of Meru. The forum aimed to strengthen the capacity of justice actors including healthcare workers and investigative officers on effective documentation and management of Sexual and Gender Based Violence (SGBV) cases to enhance service delivery and facilitate access to justice for survivors.

‎The workshop brought together key stakeholders from the health, security, and justice sectors to build a common understanding of survivor-centered approaches in SGBV response. Participants were trained on standardized documentation tools such as P3 forms, PRC forms, and the GBV register, which are critical in ensuring accuracy, consistency, and admissibility of evidence in court.

‎Dr. Mutura commended IMLU for supporting the county’s ongoing efforts to strengthen the medico-legal response to SGBV, noting that quality documentation remains a cornerstone in ensuring survivors receive timely and fair justice.

‎The workshop also emphasized self care for healthcare workers, police officers, and other service providers, recognizing the emotional toll associated with handling SGBV cases. Facilitators introduced brief therapy techniques that are focused on resilience to enhance the psychological wellbeing of both survivors and frontline responders. In addition, the sessions underscored the importance of adopting a survivor centered approach which prioritizes empathy, confidentiality, and respect while providing medical, psychosocial, and legal support.

‎Participants expressed renewed commitment to strengthening intersectoral collaboration and improving the quality of services offered to SGBV survivors across Meru county.

Ag. County Director of Health Dr. Titus Mutura graced a Biannual Review Meeting for a Community Led Monitoring (CLM) activity which is being being implemented by the county government of Meru in collaboration with IDF. It brought together key health stakeholders to evaluate progress, share experiences, and identify solutions to challenges encountered during implementation of the CLM program. The forum aimed to review and triangulate CLM data, deliberate on emerging challenges, and develop concrete advocacy plans to strengthen community driven accountability in healthcare service delivery across the county.

‎Participants included representatives from Amref Health Africa, IDF, 49 peer monitors implementing CLM activities across health facilities, superusers from all subcounties, public health officers, facility in-charges, laboratory technologists, TB coordinators, network representatives, and select members of the County Health Management Team (CHMT). They reviewed CLM data, assessed the implementation progress, addressed system related challenges, and conducted user acceptance testing for the iMonitor system, a digital platform that facilitates real time data reporting and analysis.

‎Dr. Mutura commended the collaborative effort among implementing partners and frontline health workers, noting that the CLM framework has enhanced community participation and transparency in health service delivery. ‎The Kenya Clinical Officers Association (KCOA) led by Regional Representative Katana Robinson and National Organizing Secretary Miriam Nasidza together with host branch officials, paid a courtesy visit to the Ag. Director of Health Administration Moses Baiyenia.

‎The team conveyed their appreciation to the County Government of Meru under the leadership of H.E. Governor Mutuma M’Ethingia for fostering an enabling work environment for clinical officers. They also expressed gratitude for the promotions and leadership opportunities extended to members of the profession.

‎In addition, they expressed optimism that mental health services in the county will continue to be strengthened. They also announced that the 2026 Upper Eastern Clinical Officers Symposium will be hosted in Meru county.

‎On behalf of the county government and the Department of Health Services, Director Baiyenia commended the association for its strong collaboration with the department in advancing the welfare of all officers. He reaffirmed the county government’s commitment to working closely with professional bodies and unions to address staff welfare. He further noted that plans are already underway to recruit and promote healthcare workers, with budgetary allocation for the exercise already in place.

‎Health Services Ag. Chief Officer Dr. Koome Muthuri has officially opened a three-day Evidence Based Program Design Workshop for Eastern and Coast regions, organized by Fred Hollows Foundation (FHF) in partnership with the County Government of Meru.

‎It has brought together health stakeholders from nine counties including Meru, Tharaka Nithi, Embu, Kitui, Makueni, Kilifi, Taita Taveta, Mombasa, and Kwale, with an aim of strengthening collaboration and implementing a regional impact model that emphasizes co-designing a low cost, high impact project that aligns interventions with each county’s health priorities and development goals. The program is set to run for a period of five years from 2026 focusing on achieving sustainability in eye health and eye care, ultimately contributing to the elimination of avoidable blindness.

‎Dr. Koome highlighted Meru county’s strong commitment to advancing eye health under the leadership of H.E. Governor Mutuma M’Ethingia, noting that good vision is fundamental to quality of life, productivity, and overall human development. As such, the county government has institutionalized eye health within the County Integrated Development Plan (CIDP) and sectoral strategies. The county government, has also deployed specialized eye care personnel across 12 functional eye clinics ensuring service provision from primary to referral level, as well as the allocation of budgetary resources to strengthen eye health systems.

‎A team from Col'or an Italian Non Governmental Organization alongside representatives from the Catholic Diocese of Meru led by Angelo Moratti and Fr. Harrison Gichunge paid Ag. County Director of Health Dr. Titus Mutura a courtesy call to discuss the Digicare Project, which is set to run in Meru county for three years.

‎The project aims to enhance governance and management skills across local healthcare facilities, foster digital transformation and interoperability of health information systems, expand the reach and quality of healthcare services ensuring inclusivity for people with disabilities, as well as contribute to combating communicable diseases in line with the Global Fund Strategy 2023–2028.

‎In its initial phase, 150 management staff and 120 clinical staff will undergo intensive training for seamless alignment with the project's objectives.

‎The County Government of Meru in partnership with Fred Hollows Foundation (FHF), continues to champion the adoption of the Social Health Authority (SHA) insurance as a key step towards achieving affordable and sustainable healthcare for all.

‎As such, a multidisciplinary team led by Ag. County Director of Health Dr. Titus Mutura conducted a support supervision visit to Meru Teaching and Referral Hospital (MeTRH) to monitor the progress of Social Health Insurance (SHI) and Facility Improvement Fund (FIF) implementation.

‎The exercise aimed to assess how effectively SHA and SHI are being implemented at the facility level, track the number of patients (particularly those undergoing cataract surgeries and who are utilizing SHA instead of paying cash), identify best practices and challenges in promoting insurance uptake, and provide on-site technical support to enhance efficiency and compliance.

‎More people are encouraged to enroll in and use SHA to reduce the financial burden of medical care on families and communities, while strengthening the sustainability of essential healthcare services, especially in specialized areas such as eye care.

‎The Department of Health Services in collaboration with the Catholic Diocese of Meru Children’s Department, and the Directorate of Children Services (DCS) Meru, held a sensitization forum on childcare reforms today with an aim of strengthening child protection and promoting family based care systems across the county.

‎The Ag. County Director of Health Dr. Titus Mutura graced the session which focused on deepening participants' understanding of the National Care Reform Strategy, which emphasizes transitioning children from institutional care to family and community based alternative care arrangements. Their discussions included an overview of the Legacy 4 Children (L4C) program, background and context of Care Reforms, pillars of Care Reforms, status of Care Reforms in Meru county, the Department of Health's role in Care Reforms, as well as health related gaps in child reintegration.

‎Dr. Mutura reaffirmed the department’s commitment to advancing leadership and healthcare which has a human touch, in alignment with the vision of H.E. Governor Mutuma M’Ethingia. He underscored that the health sector plays a critical role in supporting the wellbeing of children.

‎A team from Focus Project and Research Organization (FoPro) led by their Project Manager Dr. Damaris Sertoi paid the Ag. County Director of Health Dr. Titus Mutura a courtesy call today as part of an evaluation exercise for the Mwanga Access Program. They are in Meru to assess the implementation and outcomes of phase one of Mwanga which ran between January 2023 and January 2025. This evaluation aims to document learned lessons and identify opportunities for improvement in preparation for the rollout of phase two which is set to be rolled out next year.

‎The Mwanga Access Program was designed to address critical challenges associated with Non-Communicable Diseases (NCDs) including delayed diagnosis, low public awareness, and lifestyle related risk factors that worsen disease outcomes. Implemented through a strategic partnership between the County Government of Meru, Roche, the Non-Communicable Diseases Alliance Kenya (NCDAK), and Medtronic Labs, the program focused on community engagement and promotion to enhance prevention, early screening, and linkage to care.

‎It was rolled out in Imenti South, Imenti Central, Buuri East, and Buuri West sub-counties, where Community Health Promoters (CHPs) were trained on NCD prevention and equipped with Information, Education, and Communication (IEC) materials. These CHPs spearheaded community sensitization activities and conducted diabetes and hypertension screening outreaches, referring individuals with positive results to health facilities for further management. They surpassed targets by screening 36,153 people and generating 13,562 referrals. Out of these, 2,849 referrals were completed, resulting in 2,231 enrollments and 1,524 confirmed NCD cases.

‎Dr. Sertoi noted that their aim is to use evidence from this evaluation to enhance the design and implementation of phase two, ensuring that it delivers greater impact and aligns with Meru county’s priorities in NCD prevention and management.

‎While commending the program's significant progress in improving community level screening and awareness of NCDs, Dr. Mutura noted that the project's upcoming scaling up is in alignment with H.E. Governor Mutuma M’Ethingia’s health agenda which prioritizes preventive healthcare and equitable access to quality care. Also present was NCD Coordinator Dr. Lilian Karoki.
