Australia Awards Cambodia Welcome to the official page of the Australia Awards Scholarships in Cambodia.

Australia Awards is part of the Australian Government’s development assistance program and is intended to support Cambodia’s increasing economic growth, while encouraging people-to-people links between the two countries. Australia Awards offers development opportunities to talented Cambodians who wish to lead change in their country and build careers that contribute to Cambodia’s future development needs. Since 1994, the Australia Awards has supported over 1,000 Cambodians to undertake postgraduate academic studies in Australia.

World AIDS Day, celebrated annually on December 1, commemorates the victims of HIV/AIDS, raises awareness about the disease and promotes efforts to prevent and treat HIV.

Championing the HIV Response: Honouring Dr Ouk Vichea’s Leadership
We honour Dr Ouk Vichea on World AIDS Day — 1 December 2025.

Dr Vichea is Director of the National Centre for HIV/AIDS Dermatology and STDs (NCHADS) and an Assistant Professor of Public Health at the University of Health Sciences. He was trained as a doctor in Cambodia and earned a Master of Public Health from the University of New South Wales in 2002 through an Australia Awards Scholarship.

Under his leadership, with the clear vision and strategic direction of the Minister of Health, Cambodia has made huge progress: by the end of 2024, 92% of people with HIV knew their status, all diagnosed were on treatment, and 98% of those on treatment achieved viral suppression. But challenges remain—about 1,200 new infections occurred in 2024, and young people and key populations are still most affected.

Dr Vichea calls for everyone to act: access to HIV testing (including self-testing) while at risk of infection, to prevent yourself and your family by consistently using condoms and pre-exposure prophylaxis (PrEP), access to treatment early if HIV positive, and adhere fully to treatment.

“Together we can work to remove the stigma attaching to people living with HIV/AIDS and those at greatest risk.”

We congratulate Dr Vichea on his commitment to protecting the health and dignity of people living with, and at risk of, HIV.

Meet our Australia Awards alumnus, Mr Ban Thero, former President of Cambodian Mekong University and a passionate advocate for quality education in Cambodia.

In 1998, Mr. Thero received an Australia Awards Scholarship to the University of New South Wales, where he earned a Master of Business Administration in 2000.

He developed his vision to co-found a university from the ground up, building on the knowledge, skills and networks gained in Australia.

Today, his legacy lives on through the thousands of students contributing to Cambodia’s growth and development.

Meet His Excellency Dr. Kieng Rotana, an Australia Awards alumnus and a leading voice in Cambodia’s higher education sector.

As President of Western University, His Excellency Dr. Rotana has dedicated over 25 years to improving the quality of education in Cambodia—strengthening academic standards, building partnerships, and guiding thousands of students and educators.

He has served as an assessor for the Accreditation Committee of Cambodia, was a founding President of the Cambodian Higher Education Association and led the Australian Alumni Association of Cambodia for two terms—working to build strong education systems and international collaboration.

A graduate of the University of New South Wales, where he earned a Master’s Degree in Health Professions Education, His Excellency Dr. Rotana credits his Australian education for building the leadership and teaching skills that have guided his journey.

“Studying in Australia gave me the confidence and knowledge to improve the quality of education in Cambodia. It built my leadership skills and understanding of multiculturalism, and this helps me work effectively across cultures.”

We thank His Excellency Dr. Rotana for his tireless dedication to education and for inspiring the next generation of Cambodian leaders.

Leading for Decent Work: His Excellency Som Chamnan’s Journey from Australia Awards Scholar to Secretary of State

His Excellency Som Chamnan, an Australia Awards Scholarships alumnus and Secretary of State at the Ministry of Labour and Vocational Training, plays a key role in strengthening Cambodia’s labour systems and leadership in public service.

Obtaining a Master of Commercial Law from the University of Melbourne in 2014 under an Australia Awards Scholarship, His Excellency Chamnan acquired the legal, policy, and leadership skills that paved the way for his rise from advisor to Secretary of State.

His journey is a fine example of how education and training abroad can shape capable, future-ready leaders for national development.

Our scholars, Ros Dane, Huon Pengsan, Chheng Pheaktra, Keth Piseth, and Lor Samnang, joined one of Australia’s biggest clean-energy gatherings, where industry leaders, researchers, and innovators came together to shape a sustainable future.

From cutting-edge solar and battery tech to smart grids, AI tools, and green hydrogen, the exhibition showcased just how fast the renewable sector is evolving. As Dane put it, “The exhibition showed just how diverse and dynamic the renewable energy sector has become.”

They also explored sessions on community engagement, grid integration, start-up innovation, and Indigenous leadership in the energy transition.
Pengsan shared: “Technology alone isn’t enough — partnerships and community engagement are essential for real progress.”

Samnang reflected: “Energy development must be inclusive so new technologies truly benefit everyone.”

Our scholars returned energised by Australia’s strong collaboration across government, academia, and industry — and ready to apply these insights to support Cambodia’s clean-energy future.

Promoting Fairness: Sreng Sophornreaksmey’s Work for Social Justice in Cambodia

We recognise Mr Sreng Sophornreaksmey, Australia Awards Scholarships alumnus and Director of Policy Department at the General Secretariat for the National Social Protection Council, for his leadership in advancing inclusive policies that support Cambodia’s most vulnerable.

Equipped with skills from his Master of International and Development Economics obtained in 2020 from the Australian National University under an Australia Awards Scholarship, he now leads efforts to design and analyse social protection programs that improve lives and promote fairness for millions across the country.

Reimagining Behaviour Change at CHANGE 2025

Seven of our scholars — Sey Chandara, Soth Chhayheng, Nix Dipaul, Sarin Lina, Pich Phearak, Sok Sovanrotha, and Hor Otdam — joined changemakers from across Australia at the CHANGE 2025 Conference at Griffith University, Brisbane.

With a strong focus on behavioural change, social impact, AI readiness, co-design, and place-based approaches, the two-day conference brought together experts who are redefining how social change happens across communities.

Our scholars took part in sessions like Mastering Behaviour Change and Merging Human Skills with Technology, along with workshops on measuring social impact, social media psychology, and behavioural influence.

Their reflections say it all:
“Co-design matters — programs must reflect real needs, not assumptions.”
“AI should augment humans, not replace them. Technology must be human-centred.”
“If you don’t measure it, it’s not happening.”

Scholars especially loved the interactive workshops, the TED Talk–style sessions, and the chance to network with Australian experts in social marketing, behavioural science, AI, community development, and social innovation.

From Insecurity to Impact: H.E. Dr Keo Piseth’s Journey in Public Service

From job insecurity to international engagement, H.E. Dr Keo Piseth’s Australia Awards Scholarships journey shaped who he is today, equipping him with essential skills in public policy, project management, communication, and leadership.

H.E. Dr. Keo Piseth obtained a Master of Environmental Management and Development in 2010 from the Australian National University under an Australia Awards Scholarship.

Today, he plays a vital role in coordinating government efforts and high-level diplomacy, shaped by the technical skills, cultural insights and independent thinking gained during his studies in Australia.
