Institut Pasteur du Cambodge The Institut Pasteur du Cambodge (IPC) is a Cambodian non-profit research institution. to support the public health response.

Institut Pasteur du Cambodge is a Cambodian non-for-profit research institution created in 1953 to contribute to diagnosis, research and prevention of infectious diseases. Operating under the high patronage of the Cambodian Ministry of Health its status and operation are governed by an agreement between the Royal Government of Cambodia and the Institut Pasteur (Paris, France). The Institute counts around 260 people, working or learning including local and international researchers. IPC hosts one high-level biosecurity and biosafety laboratory (BSL-3) since 2008, 11 BSL-2, a sequencing platform and a secured biobank. The Institute focuses its research and public health activities in the field of communicable diseases in partnership with hospitals, specialized Cambodian centers of the Ministry of Health, the Ministry of Agriculture, Forestry and Fisheries, the Ministry of Education, Sports and Youth, and the main universities in Cambodia. The research entities (virology, epidemiology, malaria, immunology and entomology) and research groups (clinical research, AMR, GeoHealth, One Health) conduct multidisciplinary research programs in life sciences and health on infectious diseases, in particular to identify and sequence emerging pathogens, including those responsible for zoonosis. The IPC also hosts several referral laboratories for a number of pathogens (seasonal and avian flu, COVID-19, rabies, dengue/other arboviruses, tuberculosis, malaria, etc.) The institute also provides health services through (i) a vaccination service (3 rabies prevention centers and an international vaccinations center), (ii) a medical biology laboratory (accredited with the ISO 15189 norm), (iii) an anonymous free HIV screening center and (iv) a Laboratory of Environment and Food safety laboratory (accredited with the ISO 17089 norm). The Institute also contributes to the training of medical doctors, pharmacists, veterinarians, masters and PhD students in biological sciences. The IPC is also an active partner to the new International Master of Infectiology coordinated by the University of Health Sciences (Cambodia) and Paris-Saclay University (France) started in 2019. As a member of the Pasteur Network, the IPC collaborates closely with several international partners to further increase capacity and capability in Cambodia and beyond.

By combining epidemiological investigations (who was infected and how) with whole-genome sequencing of the virus, researchers showed that all confirmed cases belonged to the same viral group (Clade IIb, lineage C.1). This means the outbreak most likely started from one introduction of the virus, followed by local transmission between people.

The study found that transmission mainly occurred through close and intimate contact within connected social networks. No cases reported recent international travel or contact with animals, suggesting the outbreak was driven by local spread rather than repeated introductions from abroad.

This work shows how genomic epidemiology helps health authorities understand how viruses spread and supports more targeted public health responses. It also shows how regional viral strains can spread into new countries, emphasizing the need for ongoing surveillance and strong laboratory capacity. The study was carried out in collaboration with the Cambodian Ministry of Health and the Institute of Tropical Medicine.

We are pleased to share the publication of a new scientific article led by Banza Kongolo, PhD student at the Epidemiology and Public Health Unit of Institute Pasteur de Cambodge, examining rabies post-exposure prophylaxis (PEP) completion in Cambodia.

Using data from more than 240,000 patients attending IPC Rabies Prevention Centers for vaccination between 2019 and 2022, the study identifies key drivers of PEP non-completion, highlighting the critical role of geographic accessibility, socio-demographic factors, and contextual events such as COVID-19-related restrictions.

These findings provide essential evidence to better estimate the burden of rabies, identify populations at higher risk, and inform more equitable and effective rabies-prevention strategies, in line with the global in line with the global โ€œZero by 30โ€ initiative, which aims to eliminate dog-mediated human rabies deaths by 2030.

This publication reflects a collective effort involving multiple teams across IPC. We would like to especially acknowledge Dr. Peng Yiksing, Director, and the Rabies Prevention Center teams for their long-standing commitment to patient care, data collection, and operational support, which made this analysis possible.

This work contributes to the scientific objectives of the VIRAGE study, funded by the French Ministry for Europe and Foreign Affairs through the French Embassy, and illustrates how long-term surveillance data can be translated into actionable public-health insights.

On Thursday, 29 January 2026, the Institut Pasteur du Cambodge (IPC) celebrated the New Year 2026 and welcomed the newly appointed staff delegates.

During the event, after extending his New Year wishes to all Institute staff and their families, the Director of IPC recalled several key milestones of 2025, including major achievements in research, public health, and service activities. He also highlighted the successes of several young Cambodian scientists who defended their PhD theses or were integrated into the Institut Pasteur Networkโ€™s scientific corps.

The Director and the Deputy Director, Dr Sowath Ly, emphasized the importance of staff representation, open dialogue, and collective engagement. Each staff delegate also said a few words, reaffirming their commitment to collaboration and the Instituteโ€™s values.

Blandine Rammaert was appointed Head of the Clinical Research Group in Epidemiology & Public Health at the Institut Pasteur du Cambodge.

She completed her clinical fellowship at Neckerโ€“Enfants Malades Hospital in Paris, within the Infectious and Tropical Diseases Unit, where she specialized in the management of infectious diseases in immunocompromised patients. In 2015, she joined the CHU de Poitiers in the Department of Internal Medicine and Infectious and Tropical Diseases and was appointed Professor (PU-PH) in September 2019.

She was deeply involved in fundamental, experimental, and clinical research. She obtained a PhD in microbiology at the Institut Pasteur in Paris, within the Molecular Mycology Unit, where her research focused on the pathophysiology of invasive fungal diseases, with a strong emphasis on immunological mechanisms and in vivo models. After joining Poitiers, she continued her research activities at INSERM U1070, a unit specialized in the pharmacology of anti-infective therapies.

In parallel, she developed and led extensive clinical research programs addressing vaccination strategies in immunocompromised patients, infectious complications in asplenic and cancer patients, invasive fungal diseases, and respiratory infections, and served as principal investigator in several phase II and III clinical trials.

She was also actively engaged in international public health and training, teaching for several years during missions for the National Tuberculosis Program in Lao PDR. She spent one year at the Institut Pasteur du Cambodge contributing to the SISEA regional respiratory infection surveillance project and later served as Head of the Infectiology and Public Health Unit at the Institut Pasteur du Laos, where she designed tuberculosis and One Health programs.

On January 19th, HE Prof CHHEANG Ra Minister of Health presided over the inauguration of the Laboratory Building and the Biosafety Level 3 (BSL-3) facility of the National Institute of Public Health.

On this occasion , Mr. LIM Hokkean, Head of Health, Safety, Quality & Maintenance-Metrology (HSeQM) and General BSL-3 Manager, received a Certificate of Appreciation from the Minister of Health.

In December, Institut Pasteur du Cambodgeโ€™s CoLab team brought a simple but powerful idea to the BioPREVAIL Design Challenge Showcase Event in Geneva: laboratory waste can be transformed into a sustainable solution.

Over three months, the team piloted a waste-to-resource system that turns plastic lab waste into new laboratory consumables. This work reflects a One Health mindset, recognizing that strengthening biosecurity and biosafety also goes hand in hand with caring for the environment and the systems that support global health.

Represented by Ms. Sofia Perez and Mr. LIM Hokkean Lim, the CoLab team shared with scientists, global health partners, funders, and collaborators how local resources, technical expertise, and creativity can lead to practical solutions for greener laboratories with lasting impact.

The Institut Pasteur du Cambodge (IPC) is pleased to announce that our Biosafety Level 3 Laboratory (BSL3 Laboratory) has obtained the certification standard ISO 35001:2019 Biorisk Management from the MUTU International, a public company operating in the field of Testing, Inspection, and Certification based in Indonesia.

IPC is proud of this achievement, which concerns a laboratory enabling the safe handling of dangerous pathogens and demonstrates the Instituteโ€™s commitment to biosafety.

Our Story

Institut Pasteur in Cambodia is a Cambodian non-for-profit institute created in 1953 to contribute to diagnosis, research and prevention of infectious diseases. Our Institute is part of the Institut Pasteur International network comprising 33 members in 26 countries. 240 persons work in our Institute including foreign researchers and more than 25 Cambodian and international students. Our Institut carries on three missions. First, research at International level in infectious diseases : clinical research, microbiology, immunology, epidemiology, entomology, in close partnership with the Ministry of Health and international institutes. Related to Cambodian health priorities and to emerging infectious diseases. Second, services and support to the public in compliance with the highest international quality standards, for patients, hospitals, companies and governmental bodies. With a medical Laboratory (ISO 15189 in clinical biology), an international vaccination center for children and adults, a rabies vaccination center and a free confidential HIV counselling and testing center. We also offer a laboratory of environment and food safety (microbiological and chemical food and water analysis, as well audit, advices, trainings). Our third mission, teaching and training Cambodian and International students and professionals with participation to master, engineering, PhD programs, scientific conferences and post-graduate education, expertise and advice provided to Cambodian and International health authorities .
