[공동성명] and UNITED!
뇌성마비인의 고유한 권리 보장을 위한 지구적 연대를 제안합니다!
- 14번째 세계 뇌성마비인의 날을 맞이하며 -
매년 10월 6일은 '세계 뇌성마비인의 날'입니다. 올해로 14번째 맞이하는 이 날을 앞두고 우리는 뇌성마비에 대한 사회적 인식 개선과 더불어, 뇌성마비인의 권익 향상 및 완전한 사회참여를 위한 모두의 관심과 연대를 촉구합니다.
'세계 뇌성마비인의 날'은 2012년 호주와 미국을 시작으로, 전 세계 5천만 이상의 뇌성마비인과 3억 5천만 이상의 그 가족과 지원인들이 다른 비장애인들과 동등한 기회를 누리며 존중받는 삶을 살아갈 수 있도록, 지구적으로 함께 노력하자는 취지로 제정되었습니다.
뇌성마비는 주로 뇌의 발달시기인 태아기나 영아기, 뇌 손상이나 발달 이상으로 인해, 운동 및 자세 조절에 영향을 미치는 비진행성 신경 장애를 통칭합니다. 우리나라는 뇌병변장애의 세부 유형의 하나로 분류되며, 1,000명 중 3명이라는 유병률을 감안할 때, 약 15만 명의 뇌성마비인이 살고 있을 것으로 추정됩니다.
뇌성마비인들은 시각, 청각, 지적, 자폐성 장애 등 중복 장애 발생 비율이 높고, 운동 및 자세 유지 등의 신체적 어려움으로 인해 척수병증 등 다양한 질환으로 인한 통증에 시달리며, 이는 2차 장애로 이어지기도 합니다. 이러한 특성으로 인해 뇌성마비인들은 의사소통, 건강, 이동, 교육, 노동, 소득, 문화 활동 등 일상의 모든 영역에서 개별적이고 복합적인 지원을 필요로 합니다.
특히 외형적으로 보이는 신체적 특징에 의한 사회 전반의 차별과 편견은, 뇌성마비인들이 자신들의 고유한 잠재력을 온전히 발휘하지 못하게 하여, 삶에 대한 주체성과 사회 구성원으로서의 자존감을 저해하고 있습니다. 하지만 모든 개인은 그 어떤 신체적 조건과 관계없이 존엄하며, 차별 없이 자신의 삶을 주도하고 사회에 기여할 권리를 가지고 있고, 이는 우리 뇌성마비인에게도 당연히 적용되어야 합니다.
올해 2025년 세계 뇌성마비인의날 슬로건 and UNITED는, 이러한 우리 뇌성마비인의 고유한 정체성과 잠재력을 확인하고, 차별 없이 자기 삶을 주도하며, 나아가 사회에 기여할 권리를 보장받기 위해, 대한민국을 넘어 강력한 지구적 연대를 구축하자는 선언입니다.
이에 우리는 대한민국을 비롯한 각국 정부와 국제사회에 다음과 같이 요구합니다.
1. 뇌성마비에 대한 올바른 이해와 인식 개선 : 사회 구성원 모두가 뇌성마비에 대한 정확한 정보를 습득하고, 우리 사회를 구성하는 동등한 주체로 인정해야 합니다. 잘못된 편견과 고정관념을 타파하고, 개인의 특성과 다양성을 인정하는 포용 사회로 나아가야 합니다.
2. 권리 보장을 위한 정책 및 제도 마련 : 뇌성마비인의 의사소통, 건강, 이동, 교육, 노동, 소득, 문화활동 등 삶의 모든 영역에서 실질적인 지원과 사회참여를 보장하는 정책적, 제도적 기반이 마련되어야 합니다. 특히 개개인의 필요에 따른 맞춤형 복합 지원 시스템 구축이 시급합니다.
3. 뇌성마비인 당사자의 정치참여 보장 : 뇌성마비인이 온전한 사회구성원으로 인정받을 수 있는 제도와 시스템 마련을 위해, 뇌성마비 당사자 목소리를 반영할 정치참여의 기회가 보장되어야 합니다. 뇌성마비인의 이해와 직간접적으로 관련된 각 나라와 국제사회의 모든 정책 결정과 제도 수립 과정에 뇌성마비 당사자가 참여할 수 있어야 합니다.
2025년 세계 뇌성마비인의 날을 맞아 우리는, 뇌성마비인들이 자신의 권리를 보장받고, 차별 없이 잠재력을 펼칠 수 있는 진정한 포용 사회를 만들기 위해 끊임없이 실천해 나갈 것을 선언합니다. 모든 뇌성마비인과 그 가족, 지원인들이 더 나은 미래를 향해 나아갈 수 있도록, 대한민국을 비롯한 세계시민의 적극적인 참여와 연대를 강력히 촉구합니다.

[Joint Statement] and UNITED!
We propose global solidarity to guarantee the inherent rights of people with cerebral palsy!
- Marking the 14th World Cerebral Palsy Day -
Every year, 6 October is “World Cerebral Palsy Day”. Expecting the 14th anniversary, we urge everyone's attention and solidarity to improve societal awareness of cerebral palsy, enhance the rights and interests of people with cerebral palsy, and ensure their full participation in society.
World Cerebral Palsy Day was established in 2012, beginning in Australia and the United States, with the aim of fostering global cooperation. This initiative seeks to ensure that the over 50 million people with cerebral palsy worldwide, along with their 350 million family members and supporters, can live lives of dignity and respect, enjoying equal opportunities as non-disabled people.
Cerebral palsy is a non-progressive neurological disorder primarily affecting movement and posture control, arising from brain damage or developmental disorders during the foetal or infant stage of brain development. In Republic of Korea, it is classified as one specific type of ”brain lesion disability“. Considering a prevalence rate of 3 in 1,000, it is estimated that approximately 150,000 people with cerebral palsy live in the country.
Individuals with cerebral palsy frequently experience further impairments such as visual, auditory, intellectual, or autism spectrum disorders. Physical challenges in movement and posture maintenance often lead to pain from conditions like myelopathy, which can result in secondary disabilities. Due to these characteristics, people with cerebral palsy require individualised and complex support across all areas of daily life, including communication, health, mobility, education, employment, income, and cultural activities.
Discrimination and prejudice across society, often based on outwardly visible physical impairments, prevent people with cerebral palsy from fully realising their unique potential. This undermines their control over their own lives and their self-esteem as members of society. However, every individual possesses dignity regardless of any physical condition and has the right to lead their own life and contribute to society without discrimination. This right must naturally extend to us, people with cerebral palsy.
The slogan for this year's 2025 World Cerebral Palsy Day, and UNITED, is a declaration to build strong global solidarity beyond South Korea. This solidarity aims to affirm the unique identity and potential of people with cerebral palsy, ensure their right to lead their own lives without discrimination, and further guarantee their right to contribute to society.
Therefore, we demand the following to countries, especially including South Korea, as well as the international community:
1. Take measures to raise awareness of cerebral palsy: All members of society must acquire accurate information about cerebral palsy and recognise us as equal members of society. We must dismantle misguided prejudices and stereotypes, moving towards an inclusive society that recognises individual characteristics and diversity.
2. Implement policies and systems to guarantee rights: A policy and institutional foundation must be established to ensure practical support and social participation for persons with cerebral palsy in all areas of life, including communication, health, mobility, education, employment, income, and cultural activities. In particular, the establishment of a comprehensive support system based on individual needs is urgently required.
3. Ensure Political Participation for Persons with Cerebral Palsy: Opportunities for political participation to reflect the voices of persons with cerebral palsy must be guaranteed to establish systems recognising them as full members of society. Persons with cerebral palsy must be able to participate in all policy-making processes that directly or indirectly affect their interests at national, regional, and international level.
On the 2025 World Cerebral Palsy Day, we declare our commitment to relentlessly pursue the creation of an inclusive society where individuals with cerebral palsy have their rights guaranteed and can realise their potential without discrimination. We strongly urge the active participation and solidarity of citizens worldwide, including those in the Republic of Korea, to enable all individuals with cerebral palsy, their families, and supporters to advance towards a better future.
