아이작 헤르조그 대통령:
“우리 유대인들에게 이것은 그저 한 장의 종이에 불과하며, 우리는 그것을 그렇게 대할 것입니다.”
정확히 50년 전, 이 말과 함께 주UN 이스라엘 대사였던 나의 아버지 하임 헤르초그는 유엔 총회에서 시온주의를 인종차별로 규정한 결의안을 찢으며 세계 만방 앞에 섰습니다.
그 역사적인 연설이 ‘세상을 바꾼 연설 중 하나’로 선정된 지 50년이 지났습니다. 그러나 반유대주의는 사라지지 않았습니다.
또다시 새로운 얼굴과 목소리들이 증오와 무지의 행렬에 합류하고 있습니다. 10월 7일의 학살 이후 그 어느 때보다도 강하게, 우리 민족의 자결권과 고대의 조국에서 스스로를 방어할 권리를 부정하려는 목소리들이 들려옵니다.
“강에서 바다까지” 유대인이 없는 중동을 꿈꾸는 악몽 같은 구호도 다시 등장하고 있습니다. 세대마다 유대인 혐오는 새로운 형태로 나타나며, 세대마다 우리는 그것에 맞서 당당히 설 것을 요구받습니다.
시온주의는 민족 해방 운동입니다. 외세의 정복이 아니라, 2천 년의 기도와 민족적 기억이 이어진 결과로 고대의 민족이 자신의 땅으로 돌아온 것입니다.
이스라엘은 특별 대우를 요구하지 않습니다. 단지 공정함을 요구할 뿐입니다.
오늘 우리는 중대한 기로에 서 있습니다. 결코 서로를 적으로 돌리는 내전의 소용돌이에 빠져서는 안 됩니다. 우리 힘을 서로를 폄하하는 데 낭비하지 말고, 우리 모두를 향한 부정과 왜곡에 맞서야 합니다.
우리는 굳건히 서서 시온주의와 이스라엘 국가의 중심에 있는 유대적이고 민주적인 가치 위에 세워진 우리의 정당한 길을 계속 세상에 보여주어야 합니다.

1975년, 유엔 총회는 시온주의를 인종차별과 동일시한 결의안 제3379호를 채택했습니다.
이는 냉전 시기 아랍권과 비동맹국들의 정치적 압력 속에서 나온 결정으로, 이스라엘과 유대 민족의 정체성을 왜곡한 정치적 선언이었습니다.
당시 이스라엘 대사였던 하임 헤르초그는 UN 총회장에서 결의안을 찢으며 “이것은 단지 종이 한 장에 불과하다”고 외쳤고, 그 장면은 이스라엘 외교사의 상징으로 남았습니다.
이 결의안은1991년 냉전 종식 후 유엔 총회 결의안46/86호에 의해 공식 철회되었습니다. 이는 유엔 역사상 드문 ‘결의안 철회’ 사례로, 국제사회의 재평가를 이끌어낸 중요한 사건이었습니다.

With these words, exactly fifty years ago, Israel’s Ambassador to the United Nations, my father Chaim Herzog, stood before the family of nations and tore apart the resolution declaring that Zionism is racism.
Fifty years have passed since that defining speech, chosen as one of the speeches that changed the world. Fifty years have passed, and antisemitism has not vanished. Once again, new faces and voices join the march of hatred and ignorance. Once again, we hear with trepidation, all the more since the massacre of October 7th, voices seeking to undermine our people’s right to self-determination and self-defense in our ancient homeland. Voices promoting a nightmarish vision of a Middle East cleansed of Jews, “from the river to the sea.” In every generation we see how Jew-hatred takes on new forms, and in every generation we are called upon to stand tall against it.
Zionism is a movement of national liberation. The return of an ancient people to its land, not by foreign conquest, but as the direct continuation of two thousand years of prayer and national memory. Israel does not ask for special treatment; it asks for fairness.
We stand today at a critical juncture, facing immense challenges. We must never allow ourselves to be dragged into an internal war of all against all. We must not waste our strength on delegitimizing one another, instead we must fight the delegitimization directed at us all. We must stand strong and continue presenting the justice of our path, grounded in the Jewish and democratic values at the heart of Zionism and the State of Israel.
