ලංකාවේ දැනට තියෙන්නේ දියවැඩියාව රෝගීන් වගා කරලා නඩත්තු කරන ක්‍රමයක්. රෝගීන් ඇති ඇති වෙන එක වළක්වන්න හරි, රෝගීන් ඇතිවෙන එක ප්‍රමාද කරන්න හරි ලංකාවේ සෞඛ්‍ය සේවාව තුළ ඇත්ත ක්‍රමයක් නැහැ.

සෞඛ්‍ය අමාත්‍යාංශයේ මනස හැම වෙලාවෙම රෝගීන් ඇතිවෙන එක වලක්වගන්න වගබලා ගන්නවට වඩා, රෝගීන් ඇති කරලා ඔවුන්ව රැකබලා හ ගන්න විශාල කැමැත්තක් දක්වනවා.

ලෝක සෞඛ්‍ය සංවිධානය වගේ ආධාර ගන්න සංවිධාන වලට සෞඛ්‍ය අමාත්‍යාංශය කොච්චර බොරු කිව්වත්. , ඇත්තටම අපේ රටේ මොන පුරවැසියටද පුළුවන්කමක් තියෙන්නේ රෝහලකට ගිහිල්ලා තමන්ට දියවැඩියාව හෝ වෙනත් රෝගයක් හැදීමේ අවධානමක් තියෙනවද කියල දැනගන්න පරීක්ෂණයක් කරන්න. තමන්ට අහවල් රෝග අවධානම තියෙන නිසා ඒකෙන් ගැලවෙන්න ඕනේ කියලා කාට හරි පුළුවන්කමක් තියෙනවාද අපේ රටේ රෝහලකට ගිහිල්ලා පෝෂණ උපදේශයක් වගේ එකක් ගන්න.

සෞඛ්‍ය අමාත්‍යාංශයේ නිකං ඉඳලා පෝෂණය වෙන රසායනාගාර සේවාවේ ජනරාල් ඇතුළු ජනරාල්ලා මේවට අසූ කෙළක් දේවල් කියයි. ඒත් මේ රටේ පුරවැසියෝ දන්නවා ඇත්තටම තමන්ට එහෙම පහසුකමක් නැති බව.

එහෙම පහසුකමක් නැතුව පුරවැසියෝ කොහොමද තමන්ට දියවැඩියාව හෝ එවැනි බෝ නොවන රෝගයක් වළක්වා ගන්නේ. ආණ්ඩුවෙන් වියදම් කරන මුදල පැත්තක තිබ්බත් අපේ රටේ සෞඛ්‍ය සේවාව ක්‍රමානුකූල කරන්න ලෝක සෞඛ්‍ය සංවිධානය, ලෝක බැංකුව ගෝලීය අරමුදල වැනි ජාත්‍යන්තර ආධාර කන්දරාවක් කාබාසිනියා කරමින් හිටියට අපේ රටේ දියවැඩියාව වැනි වැනි රෝග වල ප්‍රවණතාවයවත් හරියට කියන්න පුළුවන් දත්ත නිර්මාණය කරන, ඒවා එකතු කරගන්න ක්‍රමයක් තවම සෞඛ්‍ය අමාත්‍යාංශයට නැහැ.

ලංකාවේ මරණානුපාතයෙන් සිහියට අසූ දෙකකටවඩා මිය යන්නේ දියවැඩියාව රෝගය වැනි බෝන වනරෝග නිසයි. ඒත් මෙවැනි රෝග පාලනය කරන්න ලෝකයේ පාවිච්චි වන ප්‍රධාන ක්‍රමය තමයි රසායනාගාර පරීක්ෂණවලින් නි රෝග ඇතිවීමේ අවධානම ඇති පුරවැසියන්ව හඳුනා ගැනීම. අපේ රටේ එහෙම පරීක්ෂණ රජයේ රෝහල්වල කරන්නේ නැති තරම්.

ඒ නිසා බොහෝ පුරවැසියන් ලෙඩේ හදාගෙන, තමන් විසින්ම රෝගය හඳුනාගත හැකි පරිදි ලෙඩේ වැඩි කරගෙන තමයි රෝහලට එන්නේ. එහෙම ආවොත් විතරයි අපි පරීක්ෂණය කරන්නේ. ඊට පස්සේ අපි ප්‍රශස්ත විදිහට ඔවුන්ට බෙහෙත් පෙති කිලෝ ගනන් ගිල්ලනවා. විශාල මුදලක් වැය කරලා ඔවුන්ගේ කකුල් අතපය ප්‍රශස්ත විදිහට කපල දානවා. ඒක තමයි ඉතා දියුණු හැකියාවක් සහ සෞඛ්‍ය සාක්ෂරතාවයක් තියෙන විශේෂඥ වෛද්‍යවරුන් ඇතුළු සෞඛ්‍ය වෘත්තිකයන් විදිහට දැනට අපි සතුටු වෙමින් තිබෙන විදිය.

Mr. Tharshan Selvan, a distinguished graduate of the 14th batch of BSc (Hons) in Medical Laboratory Sciences at the University of Sri Jayewardenepura, achieved a remarkable highest GPA of 3.62 in the batch.
His Convocation ceremony took place on October 17, 2025, at the BMICH.
Prior to this, Tharshan successfully completed his Higher Diploma in Medical Laboratory Technology (HDip in MLT) at the School of Medical Laboratory Technology (MLT), National Institute of Health Sciences (NIHS), Kalutara, as part of the 2015-2017 batch.

*SLMC Registration for recognized academic programmes by CMCC*

We appreciate the efforts taken in revising the certification process for graduates of academic programmes previously accredited by the CMCC. Although the process was time-consuming, we believe the outcome is largely commendable, with the exception of one concern.

The College of Medical Laboratory Science Sri Lanka (CMLSSL), along with the Academy of Health Professionals (AHP), strongly advocates that professional registration be limited to graduates only, in line with the Ministry of Health policy, which discontinued and banned diploma qualifications for recruitment since 2018.

According to the CMCC notice dated June 16, 2025 (http://cmcc.lk/universities/), only applicants enrolled in the programmes listed in Annexure I before June 27, 2024, are eligible for certification. Programmes in Annexure II are exempt from these conditions.

However, we observe with concern that an irrelevant programme has been mistakenly listed in Annexure II. Diploma qualifications which have already discontinued, have been inappropriately grouped with graduate programmes by misrepresenting the discontinued School of MLTT and DMLT.

As the former Registrar of CMCC, your leadership ensured professionalism and accountability. We now seek your attention to this serious matter and respectfully request an opportunity for an official meeting to address these concerns and uphold the standards of our profession.

Initially focused on ensuring the proper practice of medical professionals and safeguarding public health, the SLMC has expanded its services to include dental practitioners, healthcare professionals, and other allied health professionals.

*Historical Journey*

In the evolving healthcare landscape, the SLMC plays a pivotal role in upholding the standards of education and specialization among healthcare professionals. Over the past century, the Council has earned national and international recognition for its dedication to ensuring the safety and trustworthiness of the healthcare system. Its mandate extends beyond medical practitioners to encompass dental professionals, allied health professionals, and other healthcare workers, emphasizing the importance of education and professional standards.

To ensure quality healthcare delivery in the future, it is essential to develop more diversified and technologically advanced healthcare teams. The SLMC must assume a more robust role, including:

- Further strengthening professional ethics
- Implementing new regulatory measures to safeguard patient safety
- Fostering equality and camaraderie among healthcare professionals

Particularly in the private sector, the registration and verification processes for professionals with foreign qualifications must be systematic and reliable.

*Current Chairman's Initiative*

Under the leadership of current Chairman Professor Wajira Dissanayake, a new perspective has emerged, recognizing the importance of respecting and promoting equality among all healthcare professionals. He emphasizes the need for the SLMC to focus on educational standards, professional ethics, and regulatory responsibilities for allied health professionals, not just medical practitioners. This vision underscores the unity of healthcare professionals in achieving excellence.

*A Century of Achievement*

The SLMC has successfully completed its centennial journey, built on the unity of healthcare professionals. Today, it continues to play a vital role in safeguarding public health and professional ethics, fostering trust in the education and integrity of healthcare professionals. As the Council embarks on its next century, its goal should be to build a more modern, balanced, and evidence-based healthcare system.
