Background
The COVID-19 pandemic is a global health crisis that has become the greatest challenge to countries in a short period of time. The pandemic has disrupted essential health services and negatively impacted multiple aspects of lives and likelihoods. To counter the negative impacts of the COVID-19 pandemic, the Government of Lesotho (GoL) has implemented several strategies based on the WHO guided pillars, including in surveillance, rapid response teams, and case investigation, national laboratories, and case management, as well as for COVID-19 vaccine introduction and implementation.

The Government of Lesotho through the Ministry of Health (MoH) is implementing the Lesotho COVID-19 Emergency Preparedness and Response Project. The project aims to prevent, detect and respond to the threat posed by COVID-19, including by supporting routine COVID-19 services such as testing and case management as well as large-scale deployment of COVID-19 vaccines.


In an effort to implement this project effectively, the MOH seeks to recruit a Program Officer who will work closely with the various technical and support programs within the MOH including Family Health Division – Expanded Programme on Immunization (EPI), Disease Control Directorate, Clinical Directorate, Quality Assurance and other stakeholders.

The Program Officer will primarily support and facilitate the Lesotho COVID-19 Emergency Preparedness and Response Project – which focuses on one part on strengthening the capacity of the MoH to respond to COVID -19 response through interventions such as case management and diagnostics and IPC advocacy and community mobilization and on the other part strengthening the capacity of the MoH on bringing the immunization program at scale and adapting to the dynamic nature of the COVID 19 vaccination strategy. As a senior member of the project team, S/he will also contribute to supporting the implementation of other health projects coordinated by the Project implementing Unit (PIU) within the MOH, i.e. the Lesotho Nutrition and Health System Project and the Southern Africa Tuberculosis and Health Systems Support Project.

Job Summary
The Program Officer will lead the provision of technical and programmatic support in the implementation of the COVID-19 project. Core support activities will include:

activities to strengthen COVID-19 diagnostics,
Activities to strengthening case management,
Working with EPI provide support for and COVID-19 vaccine interventions.
The Program Officer will work with responsive government units in ensuring that plans for the scale up of COVID-19 vaccination under the project are appropriately developed, implemented and monitored, including providing advice and technical support in vaccine logistics and deployment, such as on distribution and inventory management, ensuring that field sites have access to appropriate logistics, trainings, Standard Operating Procedures (SOPs) as well as other aspects related to the deployment of the vaccine. As part of the PIU, she/he will work with the EPI program to ensure the safe delivery and storage of COVID-19 vaccines through the implementation of a cold supply chain strategy for the vaccination program and support vaccine distribution data management.

The Program Officer will work under the supervision of the project coordinator at the PIU and work in close collaboration with the EPI team, MOH Programs and the other COVID-19 response pillars. The Program Officer will be member of the various Technical Working Groups (TWGs) for the COVID-19 response and immunization program and ensure linkages between the various pillars and the project.

Duties and Responsibilities
The Program Officer will be responsible to:

Work in collaboration with pillar leads of the COVID-19 pillar lead, MOH program and national technical working groups, including the EPI and the National New Vaccine Introduction (NNVI) group to ensure timely planning, monitoring and implementation of COVID-19 activities including vaccination related activities;
Liaise with other technical partners and different MOH departments to ensure efficient and effective planning and subsequent implementation of project activities;
Provide technical support to the implementation of the COVID-19 project including in the areas of COVID-19 diagnostics, case management and vaccination;
Facilitate development and updating of relevant guidelines, terms of references (TORs), and other guidance documents to support the roll out of project activities including to support the development and roll out of a national health information reporting system to track COVID-19 vaccination;
Review routine data including vaccines receipts into the country from the COVID-19 program and produce monthly and quarterly reports in collaboration with the Project M&E Specialist and Data officer;
Produce the quarterly vaccine distribution report which will include among others vaccine distributed up to the last mile, vaccines used, damaged and expired.
Review work plans and project implementation progress against results framework targets and provide quarterly updates to the Project Coordinator on implementation of the COVID-19 project;
Facilitate review meetings at district, national levels and with the World Bank to discuss progress, challenges and proposed solutions as relevant;
Support the monitoring of the COVID-19 vaccine supply chain and deployment to minimize vaccine wastage and help ensure the quality, efficacy, proper tracking, reporting of vaccine utilization and safety of COVID-19 vaccines;
Work with ESS in supporting the assessment, design and implementation of appropriate waste management mechanisms to safely treat and dispose waste while protecting the environment and populations;
Working with the technical working groups, identify training needs of health workers, develop training plans, oversee and coordinate training activities, and participate in training and Micro planning activities;
facilitate support to the EPI to monitor adverse events from the COVID-19 vaccine, ensuring that adverse events are recorded appropriately, and liaise with the EPI program to ensure that the events are addressed accordingly;
Provide TA to improve data archiving, analysis, interpretation and use of disease surveillance and immunization data for evidence-based decision making and action, coordinating with District Health Management Teams to review data.
Liaise with the environmental and safeguard (E&S) specialist with regard to E&S related risk management.
Provide technical support and facilitate implementation of other projects managed by the PIU as required.
Qualifications and Experience

Degree in public health relevant to program implementation including epidemiology.
Degree in business management in health care management or project management.
At least a bachelor’s degree in any medical health field,
A combination of the above will be an advantage;
The candidate must have at least 3 years’ experience in national immunization systems including introduction of new vaccines, or vaccine supply chain management or health systems strengthening or other related public health related field;
At Least 3 years’ experience in managing projects within the health sector supported under development partners or donors
An added advantage in managing World Bank supported Projects
The candidate must have at least 3 years’ experience working with the health care delivery systems in Lesotho or other Southern African settings
Key Skills
Technical skills

Knowledge of public health, surveillance, infectious diseases, immunization system (including vaccines storage, distribution and administration);
Strong data and analytic capacity and ability to analyse complex information. Good mastery of standard computer applications: Microsoft Office Package;

Reporting

The candidate will be supervised by the Project coordination under the Ministry of Health/PIU.

Duration

The duration for this position is about two years starting as soon as possible until June 2024. The contract is subject to 4 months’ probation period and the contract period will also be subjected to performance monitoring.

Duty Station

The duty station for the position is the MoH Headquarters with frequent travel to districts, as needed to effectively carry out required responsibilities

I. Background
The Government of Lesotho (GOL) is planning to implement the Lesotho Nutrition and Health System Strengthening Project (LNHSSP) with the International Development Association’s (IDA) financial and technical support. The proposed IDA-financed project aims to support the GOL in implementing a multi-sectoral approach to improve health and nutrition outcomes over a five-year period.

Hence the PIU seeks to engage the social safeguard officer to monitor implementation of guiding documents, conduct capacity building sessions and implement mitigating measures regarding social safeguards for this project.
II. Job Summary
The social officer will work for PIU to manage all social development aspects under the Project, in particular the integration of social assessments and community engagement (social assessment, worker and stakeholder engagement, labour management and grievance procedures) and monitor their implementation.

III. Duties and Responsibilities
Under the supervision of the Project Coordinator, the Social officer will ensure compliance with all social aspects of the World Bank Environmental and Social Framework (ESF) and Lesotho legal requirements. The specific tasks for the Social Specialist will include managing all social development aspects under the Project and ensure highest standard of quality in community engagement, project outreach and mitigation activities. The specific tasks of the social officer include, but are not limited to:

i) Jointly with the Environmental Safeguards Specialist coordinates the mainstreaming of social issues in project design and implementation in accordance with the agreed environmental and social instruments: Environmental and Social Management Plan (ESMP); Environmental and Social Management Framework (ESMF); Labour Management Procedures (LMP); Stakeholder Engagement Plan (SEP);
ii) Serving as a focal point person on social issues including vulnerable groups who may be affected by the project and work closely with project partners to address any challenges;
iii) Facilitate the preparation of action plans and review implementation of social issues and preparation of any documentation and reports required by the project partners and the world Bank to ensure that Social issues have been adequately addressed and that the project is in compliance with the World Bank and Government of Lesotho social safeguard Policies;
iv) Provide expert advice to the PIU and project partners with regard to strategies and approaches to effectively and efficiently comply with relevant World Bank social standards and requirements;
v) Coordinate and share information with World Bank staff and consultants providing social and environmental safeguards cross-support;
vi) Promoting and contributing substantively to analyses and strengthening social aspects such as gender equality, child protection, Gender Based Violence (GBV), Sexual Exploitation and Abuse (SEA), HIV/AIDS and social inclusion under the project in collaboration with the Gender Consultant;
vii) Continuous monitoring of social, equity and gender issues concerning the project and participate in assessment and evaluation of the social impacts of project interventions;
viii) Conducting awareness creation and sensitization of the communities on social, equity and gender dimensions of the project along with suggested safeguards;
ix) Advising the Project Implementation Unit (PIU) and partners on major or sensitive matters relating to social impacts and risks during implementation;
x) Advising and/or participating on project partners in the design and implementation of operational mechanisms that take into account social opportunities, impacts, constraints and risks of individual/sub projects;
xi) Implement the Project Grievance Redress Mechanism (GRM) as well as Stakeholders Engagement Plan (SEP);
xii) Ensuring that all social safeguards issues including implementation are assessed and reported in the periodical and in the Midterm Review and Project Completion Report;
xiii) Undertake project site visits to assess and enforce compliance and make the necessary remedies; and
xiv) Ensure including the necessary activities related to the social safeguards, such as trainings, studies, etc. in the project procurement plan.
xv) Manage labor and community grievance procedures under the Project

IV. Qualifications and Experience
i) Master’s degree in Gender Studies or Development Studies or Sociology and Social development Sciences;
ii) At least 5 years’ professional experience in social assessment assignments and implementation of social safeguards instruments;
iii) In depth knowledge of social and gender issues affecting rural and urban communities in developing countries;
iv) At least 5 years’ experience in working with social projects in health or related fields
v) Experience in developing Social Safeguards instruments e.g. policy formulation, Social Impact Assessments (May need to show evidence);
vi) Experience in training and capacity building activities on social development and gender mainstreaming and analysis;
vii) At least 2 year’s practical experience with World Bank safeguards policies and their application in similar project is an added advantage.
V. Key Skills
i) Ability to work independently and be creative and innovative; integrity and ability to work in a team;
ii) Good listener with demonstrated ability to present and win support for ideas as well as make effective and timely decisions;

VI. Reporting

VII. Duration

VIII. Duty Station
The duty station shall be the Ministry of Health Head Office, Maseru, with frequent field visits to project sites.

Lesotho is one of the 30 high TB burden countries in the world with an estimated annual incidence of 788 TB cases per every 100,000 population. Seventy four percent of TB cases are co-infected with HIV. TB treatment success rate has not gone beyond 74%, TB case fatality ratio is high and only a small proportion of TB re-treatment cases are offered testing for drug resistant TB bacilli. The mortality rate in TB/HIV co-infected TB patients is 223 per 100,000 population. Additionally, MDR-TB is on the rise with 3.2% and 6.8% of new and retreatment respectively TB cases are estimated to have MDR-TB. Despite Lesotho’s high burden of TB, TB/HIV and MDR-TB cases, the TB case detection rate is 49% which means more than half TB are not diagnosed and treated.
The Kingdom of Lesotho is among four countries participating in the Southern Africa Tuberculosis and Health Systems Support Project funded by the World Bank. This is a five year project with overall objectives to: (i) improve coverage and quality of TB control and occupational lung disease services in targeted geographic areas of the participating countries; and (ii) strengthen regional capacity to manage the burden of TB and occupational diseases. The project will target underserved populations with a high TB and/or TB/HIV burden, including mining communities, transport corridors and cross -border areas. Even though the main focus of the proposed project is on strengthening the health sector response to TB, there will be selective support for joint multi-sectoral activities to enhance overall impact. The proposed operation includes three components: (i) Innovative interventions supporting prevention, detection and treatment of TB and occupational health; (ii) Regional capacity strengthening for enhanced disease surveillance, diagnostics and management of TB and occupational lung diseases; and (iii) Learning, knowledge and innovation at national and regional levels. The project will target (i) mining and peri-mining communities; (ii) high TB burden “hot spots” areas; (iii) border districts with high levels of movement of people and goods; (iv) transport corridors; (v) labor sending areas and (vi) areas of high incidence of poverty in order to significantly impact the burden of TB in Lesotho
B. Objective of Assignment
During preparation of the project, the Government of Lesotho prepared
1) Environmental and Social Management Framework (ESMF) for management of environmental and social impacts of civil works and
2) Infection Control and Waste Management Plan (ICWMP), to identify and address the environmental and social impacts associated with health services.
The Government is obligated to implement the project in full compliance with the requirements under both documents. The SATBHSS project is now hiring an Environment and Social (E&S) Specialist to coordinate and manage the implementation of the ESMF and ICWMP
C. Scope of Work
The responsibilities of the Environment and Social Specialist include, but not limited to, coordinating, monitoring and reporting on all aspects of the ESMF and ICWMP
Under the ESMF, these responsibilities include:

1. A Post graduate in Environmental Sciences or Environmental Engineering, Background in Civil works/Waste management and or Health care waste management is an asset.
2. Atleast 8 year’s hands on experience related to environmental and social project management.
3. Experience working with the World Bank projects on environment and social safe guards or other donor funded organisation will be an added advantage.
