Today marks 1000 days of war in Sudan.

1000 days of fear, loss and families forced to flee.

With nearly 12 million people displaced, this is now the largest displacement crisis in the world and we cannot afford to look away.

After 1000 days, the people of Sudan need more than sympathy.

They need peace.
They need support.
They need action.

UNHCR Montenegro, in partnership with the Red Cross Budva and NGO Civic Alliance, proudly supported the art exhibition “Black Trees” by DT—a refugee from Kazakhstan and a passionate human rights defender who has dedicated years to advocating for women and children affected by violence.
🎨 The exhibition showcased 16 powerful paintings, each inspired by the real-life story of a heroine whose voice became a symbol of struggle and hope. Through nature-inspired imagery, these artworks speak of fear, pain, and resilience—silent yet strong messages against gender-based violence.

📚🤝 Thanks to the ongoing collaboration between UNHCR and the University of Donja Gorica, a new group of Law students is embarking on an 8-week journey to deepen their knowledge of international refugee law and statelessness.
As part of the program, students will also participate in a moot court, applying their learning in practice. This event will be held in celebration of International Human Rights Day, highlighting the importance of legal education in promoting justice and human rights.

Strengthening asylum procedures in Montenegro 🇲🇪
Two judges of the Administrative Court, with UNHCR support, took part in the AEAJ workshop in Brussels. Discussions covered the judiciary’s role in the EU Pact on Migration and Asylum, key CJEU and ECtHR rulings, and the ‘safe third country’ concept.
These insights will help strengthen the Court’s capacity in asylum and immigration law.

🧩 Building Stronger Support for Refugees and Stateless People

UNHCR recently organized a workshop for social workers from municipal centers in central Montenegro—the region with the highest number of asylum seekers and persons at risk of statelessness.

The training focused on international and national standards related to birth registration and refugee protection, with social workers also sharing the day-to-day challenges they face on the ground.

Together, we’re working to ensure no one is left without legal identity or protection.

✅ Milestone Achieved: Closure of the Former Yugoslavia Refugee Caseload in Montenegro

Ministarstvo unutrašnjih poslova Crne Gore and UNHCR marked a historic achievement — the issuance of permanent residence permits to the last remaining refugees from the former Yugoslavia in Montenegro.

This moment closes a 30-year chapter of displacement, during which more than 12,400 people secured their legal status and built new lives in Montenegro.

Together with the Vlada Crne Gore, UNHCR worked over the decades to ensure access to documentation, legal status, voluntary return, housing through the Regional Housing Programme, and social inclusion.

For fewer than ten people whose cases remain, UNHCR and the Ministry will continue monitoring their situation under UNHCR’s statelessness mandate, with the assistance from our legal aid partner, the Gradjanska alijansa.
