[1] A very warm welcome to each of you. Against the onset of increasing expenditures and tightening of wallets for the man on the street, it is disheartening to admit that a child’s pursuit of tertiary studies will become an insurmountable concern for many families.
[2] On that note, it is my distinct pleasure to announce the launch of our very own Penang Future Foundation (“PFF”). PFF is a scholarship program made possible by generous donations from private sectors and donors, including the Penang Turf Club. The scholarships are awarded by the Penang State Government to outstanding and deserving Malaysian youths to pursue their undergraduate studies in selected fields, at reputable institutions of higher learning in Malaysia.
[3] Despite being the second smallest state in Malaysia, the Penang State Government –
(a) fully embraces the importance of inspiring and allowing our young Malaysian scholars, regardless of race, religion and gender, provided that they are below 25 years of age, to equip themselves with higher education;
(b) aims to provide our youths, with priority be given to Penangites and those from single, low to middle-income families, with ladders of opportunity and escalators to mobility as a foundation for a better future;
(c) is thoroughly committed in exploring initiatives and creating opportunities to stem the tide of brain drain currently plaguing our nation; and
(d) seeks to nurture Penang as a talent hub, by requiring the PFF sponsored scholars to work in Penang after successful completion of studies. This objective is critical in our vision to transform Penang into an international and intelligent city.
[4] Penang faces scarce or hardly any natural resources. Our economic prosperity and material success depend solely on our ability to build, retain, attract and utilise human talent. In short, Penang prospers or withers by our wits and wits alone.
[5] To continue sustainable economic prosperity requires higher productivity growth. Innovation is the key driver for future development. We must establish creative or innovation clusters. Penang has the ‘3Ts’ of talent, technology and tolerance of new ideas to nurture creative clusters.
[6] Talent requires our human resources to be skilled and knowledgeable, regardless whether they are from wealthy or poor backgrounds. The PFF aims to provide the capacity to train bright and promising talents for all Malaysians, particularly Penangites, regardless of race, religion, rich or poor.
[7] The State’s vision for a more prosperous Penang however, relies on the support and commitment from the individuals and parties forming the backbone of PFF –
(a) the Accounts Committee which is headed by the State Finance Officer in managing the fund;
(b) the Selection Committee in which I’m assisted by the following personalities –
(i) Y. Bhg. Dato' Seri Nazir Ariff;
(ii) Y. Bhg. Dato' Daisy Ooi;
(iii) Mr. Koon Yew Yin;
(iv) Mr. P. Ramakrishnan; and
(v) Ms. Loo Lee Lian;
(c) select industry leaders and members of the academia who will further support the Selection Committee in granting the scholarship awards; and
(d) Penang CAT Centre which operates as PFF’s Secretariat.
[8] I highly encourage our young Malaysians seeking to further their studies to visit PFF’s website, www.penangfuturefoundation.my. Interested applicants will get to know more information on the scholarship, including the eligibility requirements, fields of study offered and timelines involved. Scholarship holders will be required to serve in Penang for a stated period depending on the tuition fees awarded. The online application will be made available from 9th to 30 April 2015.
[9] In the meantime, I sincerely hope many more corporate players will step forward and contribute towards PFF as all monetary contributions will be tax-exempted. It is worth emphasising that the cornerstone of Malaysia’s future is made of how well we synergise our present resources. With more financial support, I trust PFF will consider extending our scholarship program in the near future for overseas admissions.
Ladies and gentlemen,
[10] Penang is already known as a location of choice for investors and tourists as well as a habitat of choice for a livable and sustainable environment. Let Penang also be known for our commitment towards maximizing human potential and optimizing opportunity amongst Malaysians for a better future.
[11] To win the future, society must invest in education. Today, we shape our future by investing in excellence and opportunity.

槟城未来基金会推介礼

由槟州首席部长林冠英主持推介
[1] 当人们面对日愈增加的开支与紧缩的钱包,我们很遗憾地必须承认如今儿女在高等学府升学,成了许多家庭难以负荷的重担。
[2] 基于此,我非常高兴地仅此宣布推出我们的槟城未来基金会(PFF)。槟城未来基金会是一项由各私人领域及善心人士捐献的奖学金计划,当中包括了槟城赛马公会。由槟城州政府颁发的是项奖学金将颁发予在大马知名高等学府学习特定领域的杰出马来西亚大学生。
[3] 槟城虽然是全国第二小的州属,但州政府致力于:
(a) 毫无保留的明白启蒙教育的重要性,因此要让马来西亚年轻的奖学金获得者,无论种族、宗教及性别,只要是25岁以下,有机会接受高等教育。
(b) 把目标投注在年轻人身上,并以槟城人及来自单亲、低至中等收入家庭的年轻人为优先,让他们能够拥有在社会流动及升迁的基本机会与权利,创造美好的未来。
(c) 开创新政策及制造机会阻止目前全国人才外流的浪潮。
(d) 为了让槟城孕育成为人才枢纽,因此要求“槟城未来基金会”的奖学金得主在完成学业后留在槟城工作。这项目标对于槟城转型为国际与智慧城市的宏愿,非常重要。
[4] 槟城面对天然资源短缺。槟城的经济繁荣及物质成就全都只依靠我们如何培养人才、留住人才、吸引人才及善用人才。简而言之,槟城是否繁荣或衰萎,不只要依赖我们的智慧,也只能依赖我们的智慧。
[5] 为了维持永续的经济繁荣,必须有高生产力的增长,而创新是未来发展的关键驱动力。因此,我们必须设立各种创意圈与创新圈。为了孕育更多的创意圈子,槟城采纳了“人才、科技及包容新点子”的3T方针。
[6] 无论贫富,我们的人才必备条件是拥有技能与知识。无论种族、宗教、贫富,“槟城未来基金会”瞄准的是全马来西亚前途光明、年轻有为的人才,尤其是槟城人才。
[7] 要让槟城更为繁荣的宏愿,将取决于各造与个体的支持及承诺,他们将成为成立“槟城未来基金会”的骨干:
(a) 槟城未来基金会的账目委员会由州财政司领导,并由他管理该基金。
(b) 协助我的奖学金遴选委员会成员包括:
(i) 拿督斯里纳西尔阿里夫
(ii) 拿督黄丽丝
(iii) Mr. Koon Yew Yin;
(iv) Mr. P. Ramakrishnan; and
(v) 吕丽莲
(c) 选择各工业领袖及高等学府成员以进一步支援遴选委员会发放奖学金。
(d) “槟城事业咨询与人才中心”(Penang CAT Centre) 作为“槟城未来基金会”的秘书处。
[8] 我非常鼓励有志于升学的年轻大马人登入“槟城未来基金会”网站www.penangfuturefoundation.my浏览。有兴趣的申请者将在网站内获得奖学金及其更进一步的资讯,如申请资格、可申请的学位领域及申请时限等。获得奖学金者,将被要求在指定的期限内留在槟城工作,此工作期限将取决于其获得的奖学金金额多寡。网上申请将于2015年4月9日开始,并于4月30日截止。
[9] 于此同时,我诚心希望更多的企业及企业家能捐献予“槟城未来基金会”,因为所有捐献给此基金的金额可免税。必须强调的是,只要我们能群策群力一起善用我们现有的资源,马来西亚的未来就在转角处。我相信,一旦有更多财援,不久的将来,“槟城未来基金会”将会考虑扩展我们的奖学金计划,接受海外申请。
[10] 槟城已经是投资者首选地、游客的名胜地,更是永续环境的宜居之地。如今我们也要让槟城成为激发人才潜能,为大马人的美好未来创造更多机会的地方。
[11] 一个社会要赢得未来就得投资未来。今天,我们就投资在前往更卓越的道路上及创造更多机会的路途上,以创造我们的未来。
