*FCT RANKS SECOND HIGHEST IN HEALTH INSURNACE COVERAGE*
The Federal Capital Territory is now the second state in Nigeria with the Highest insurance coverage based on its population.
These were some of the findings in the 2025 fourth quarter Health Insurance enrollment coverage report released by the National Health Insurance Authority (NHIA) in January, 2026.
The report indicates that FCT is second with 32.5% coverage in regards to its population which was based on the National Population Commission data (NPC’s population projection 2021) only behind Delta state which had 52.9% and followed closely by Lagos state with 20.8% (see table 1 below)
This milestone recorded by the FCT saw a tremendous improvement from the previous quarter where the FCT had placed Fifth Position in similar ranking.
The FCT Mandate Secretary Health Services and Environment Secretariat (HSES) Dr. Adedolapo Fasawe reacting to the report said the progress achieved is as a result of aggressive enrollment strategy of the FCT Health Insurance Scheme (FHIS) through the adopt and enroll programme of the scheme and other initiatives.
“We called on our friends and well-wishers to come and Pay Health Insurance on behalf of persons who cannot afford, and indeed they came through for us, by sponsoring over two thousand (2,000) persons especially pregnant women and children” she said.
Dr. Fasawe added that the Basic Health Care Provision Fund (BHCPF) revalidation and enrolments exercise, the up-to-date payment of premiums by the FCT Minister improved confidence in the scheme by healthcare providers and enrollees alike.
“The FCT Minister Barrister Nyesom Wike and the Minister of State FCT Dr. Mariya Mahmoud early into their appointment cleared all the backlogs of capitations and Fee for Service that the FHIS had owed healthcare providers almost to the tune of N4billion hindered the provision of quality-of-service delivery in the health sector” she added.
The Mandate secretary said the “FHIS has now deployed of a robust insurance software solution that enables self-enrolment by the public, selfcare services, review of the benefit package and premiums amongst others, all of which has brought back confidence in the FCT Health Insurance”. She concluded.

In a similar vein, the FCT is also ranked 5TH in the National ranking for health Insurance enrollment numbers in Nigeria. This marks a remarkable leap from the previous rank of 28th in the country as at 3-4 years ago.
The report saw FCT coming 5th only behind Delta, Lagos, Kano and Kaduna States.

The FCT Health Insurance Scheme (FHIS) is the FCT Administration’s Social Health Insurance Scheme with the mandate to provide financial protection for all FCT residents.
It provides health Insurance coverage at basic premium of N22,500 per person per annum, with coverage of all Primary Care Services as contained in the National Basic Minimum Package for Healthcare Service (BMPHS) which includes, and not limited to general consultation, minor surgeries, dental and antenatal care and delivery, accidents and emergency care, basic laboratory investigations, etc.
Secondary care services are also covered for services in the benefit package of the FHIS such as; major surgeries such as obstetrics and gynecological surgeries e.g. caesarean section, myomectomy, as well as appendectomy etc.
Laboratory investigations, radiological investigations, physiotherapy, refraction and ophthalmological lenses amongst others.
The FCT Health Insurance Scheme (FHIS) is headed by Dr. Salamatu Belgore, Salma Belgore Lawal the Acting Director of the Scheme who is spearheading the transformation at the Scheme.
