CLMMRH Receives Donations from 2025 Giving Machines

Corazon Locsin Montelibano Memorial Regional Hospital (CLMMRH) received donations raised through the 2025 Giving Machines during a formal turnover ceremony held on February 18, 2026, at the Galo Meetinghouse of The Church of Jesus Christ of Latter-day Saints, in Bacolod City.

The meaningful event marked not only the culmination of the Christmas campaign but also a milestone for Bacolod, which was selected for the first time as a Giving Machines location.

The brief yet meaningful ceremony was presided over by Mr. Carlos G. Revillo Jr., Philippines Area President of The Church of Jesus Christ of Latter-day Saints, with CLMMRH among the key beneficiaries present. As the Apex Hospital of the Negros Island Region, CLMMRH continues to serve as a leading public healthcare institution for Negros Occidental and neighboring provinces.

Throughout the 2025 Christmas season, approximately 3,000 donors participated in the Giving Machines initiative in Bacolod. More than 150 volunteers dedicated their time and effort to ensure the smooth operation of the machines, assist donors, and share the message behind the campaign: to follow the example of Jesus Christ by serving those in need.

Unlike traditional vending machines, the Giving Machines allow individuals to purchase donations such as food, medical assistance, educational supplies, and other essential needs, which are then given directly to selected beneficiary organizations. For Bacolod’s inaugural year, the response was overwhelming.

In a remarkable show of trust and solidarity, all cash donations raised through the Church’s Giving Machines campaign were turned over to CLMMRH. The hospital, known for delivering critical healthcare services to thousands of patients each year, many of whom rely on subsidized or charitable assistance, stands as a cornerstone of public health in the region.

The full allocation of cash donations to CLMMRH underscores the campaign’s commitment to addressing urgent medical and social needs within the community. These funds are expected to support patient care services, medical assistance for indigent patients, and other hospital-based programs aligned with its mission of accessible and compassionate healthcare.

For CLMMRH, the donation represents more than financial support, it reflects a collective affirmation from the community that healthcare access matters, especially for the most vulnerable.

CLMMRH Conducts Orientation on Withholding Income Taxes for Personnel

Bacolod City, February 25, 2026 – The Corazon Locsin Montelibano Memorial Regional Hospital (CLMMRH) conducted an Orientation on Withholding Income Taxes at Reodica Hall, bringing together regular plantilla employees, Job Order personnel, and medical professionals to strengthen awareness and compliance with current tax regulations.

The activity aimed to provide clear and practical guidance on income taxation, withholding tax on compensation, and tax obligations applicable to different employment classifications within the hospital.

The session formally opened with welcome remarks from Ms. Shareen J. Caelian, Chief Administrative Officer for Finance of CLMMRH. In her address, Caelian emphasized that tax compliance is not merely a legal requirement but a shared responsibility of public servants.

She provided participants with a simplified overview of the Philippine income tax system, explaining the rationale behind taxation, its constitutional and legal basis, and the role of withholding as an advance payment system. She reassured personnel that withholding tax is mandated by law and follows Bureau of Internal Revenue (BIR) regulations, ensuring transparency and fairness in payroll deductions.

Caelian highlighted that understanding taxation empowers employees to properly interpret their payslips, avoid misinformation, and better manage their finances. She also underscored that taxes fund essential public services, including government hospitals, making compliance a vital component of public service integrity.

The detailed discussion on withholding taxes was led by Ms. Michelle Antonette Acupan-Aljentera, CPA, who walked participants through the computation and application of withholding tax on compensation, as well as the tax treatment of Job Order personnel and medical professionals. Using practical examples from the Withholding Tax on Compensation 2026 presentation, she explained:
• The graduated income tax rates under the TRAIN Law
• Non-taxable benefits such as 13th month pay (within the ₱90,000 threshold)
• De minimis benefits applicable to CLMMRH employees
• Annualized tax computation and year-end adjustments
• Substituted filing and issuance of BIR Form 2316

For Job Order personnel and medical professionals, the session clarified the applicable creditable withholding tax rates, VAT versus percentage tax rules, and the importance of submitting sworn declarations (Annex “B2”) to determine the correct withholding rate. Compliance requirements such as BIR registration, filing of quarterly and annual income tax returns, and issuance of BIR Form 2307 were also discussed.

The orientation provided participants with an opportunity to raise questions and clarify common misconceptions about tax deductions and take-home pay. Through open discussion and practical examples, the Finance Services Division reinforced its commitment to transparency, compliance, and employee education.

This initiative reflects CLMMRH’s continued efforts to uphold financial integrity while ensuring that all personnel, regardless of employment status, are well-informed about their rights and responsibilities as taxpayers.

CLMMRH HRMS Holds ORAOHRA Training

The Human Resource Management Section (HRMS) of Corazon Locsin Montelibano Memorial Regional Hospital (CLMMRH) successfully facilitated the conduct of a comprehensive training on the Omnibus Rules on Appointment and Other Human Resource Actions (ORAOHRA) on February 23 to 24, 2026 at Seda Hotel, Bacolod City.

The subject matter experts were Atty. Philip Bernard Capadosa, Director II of the Civil Service Commission (CSC) Negros Occidental Field Office, and Mr. Jose Roger S. Mallorca, Senior Human Resource Specialist. Present on the said training were the Medical Center Chief II, Dr. Joan E. Cerrada; Supervising Administrative Officer of HRMS Maria Gelia N. Ong, DPA; Recruitment Selection and Placement, and Learning and Development personnel of the HRMS; members of the Human Resource Merit Promotion and Selection Board (HRMPSB), and the respective screening committees of the Divisions.

The training reinforced CLMMRH’s commitment to full compliance with civil service laws and standards governing appointments and other human resource actions. A key highlight was the discussion on the recruitment process, particularly the Merit Selection Plan (MSP) and the Equal Employment Opportunity Principle (EEOP). These frameworks ensure that all applicants are assessed based on qualification standards, competence, and merit, while upholding fairness, non-discrimination, and equal access to employment opportunities. Through this initiative, the organization further strengthened transparency, accountability, and integrity in its HR processes, enhanced workforce quality through merit-based selection, and reinforced public trust by adhering to established CSC policies and guidelines.

CLMMRH Conducts Su***de Awareness and Mental Health Support for Young Adults

The CLMMRH Public Health Unit (PHU), in coordination with the Mental Health Unit (MHU), led the Su***de Awareness and Mental Health Support for Young Adults on February 23, 2026, at Park Inn by Radisson Bacolod.

The event brought together nursing students from Colegio de San Agustin–Bacolod, University of Negros Occidental–Recoletos, Riverside College, Inc., and State University of Northern Negros, uniting future healthcare professionals in a shared commitment to mental health awareness and su***de prevention.

This initiative forms part of a year-long program conducted every other month, engaging students from various schools across the Negros Island Region. The campaign seeks to break the silence and stigma surrounding mental health by fostering safe and supportive spaces where participants can learn, reflect, and connect.

The activity featured a lecture on Su***de Awareness and Prevention by Dr. Harlea P. Bancoleta, Psychiatrist from the CLMMRH Mental Health Unit, who discussed risk factors, warning signs, protective factors, and the importance of timely referral and professional support. This was complemented by a session on Mental Health Facts and Myths delivered by Ms. Catherine C. Infante, RN, HEPO III of the Public Health Unit, which addressed common misconceptions and strengthened evidence-based understanding of mental health conditions.

Beyond the lectures, interactive workshops, and reflective activities, students had opportunities to share insights, process emotions, and engage in grounding and breathing exercises, which encouraged emotional regulation and self-awareness.

At the heart of the activity was a powerful affirmation: life is valuable not because of achievement, productivity, or perfection, but simply because it exists.

Through sustained youth engagement, CLMMRH continues to advance mental health promotion and su***de prevention efforts, building a community where conversations are open, support is accessible, and every life is recognized as meaningful and worth protecting.
