CJMM Community Legal Assistance Office is the official Legal Aid Clinic of Saint Louis University Founded on April 18, 2015, the Chief Justice Manuel V.

Moran Community Legal Assistance Office (CJ Moran CLAO) is envisioned as the center of active involvement in social transformation in the Cordillera. By rendering free legal services to indigents in Baguio and Benguet and maintaining active involvement in public interest cases, our legal assistance office strives to accomplish a two-fold goal, that is, to initiate systemic changes and improvements to the local communities we serve and advocate the rights of our clientele, all whilst staying true to our commitment of effectively training the students of the Saint Louis University - School of Law to be ethical, competent, and socially involved by giving them a genuine opportunity to hone their fundamental lawyering skills within the context of community legal service.

In celebration of Saint Louis University’s 114th Foundation Anniversary, Louisians are formally invited by the Chief Justice Manuel V. Moran Community Legal Assistance Office (CJMM CLAO) of the Saint Louis University School of Law, in partnership with the Dativa Cristobal Foundation, Inc., to visit the Free Legal Aid Services and Information Booth.

This event will run from November 24 to 29, 9:00 AM to 3:00 PM at the Diego Silang Lobby beside the University Registrar's Office, where free legal consultations will be provided and the programs and activities of CJMM CLAO will be presented.

We look forward to serving the Louisian community and ensuring that accessible legal support is available to all.

𝐑𝐄𝐏𝐔𝐁𝐋𝐈𝐂 𝐀𝐂𝐓 𝐍𝐎. 𝟏𝟏𝟎𝟑𝟔: 𝐌𝐄𝐍𝐓𝐀𝐋 𝐇𝐄𝐀𝐋𝐓𝐇 𝐀𝐂𝐓

Republic Act 11036, commonly referred to as the Mental Health Act, represents a significant legislative advancement that affirms the right of every Filipino to access mental health care. This act aims to enhance the accessibility, affordability, and integration of mental health services within the national public health framework.

The provisions of this law guarantee individuals protection from discrimination, stigma, and abuse while facilitating support through community-based programs, mental health education, and professional care options. Republic Act 11036 underscores the necessity of early intervention, crisis support, and the active participation of families and communities in the promotion of mental well-being.

We must remember that mental health deserves the same attention and care as physical health. By becoming aware of our rights and reaching out for help when we need it, we each contribute to building a healthier, more compassionate society. Let us continue to challenge the stigma surrounding mental health, for everyone deserves the care, empathy, and understanding.

The Chief Justice Manuel V. Moran Community Legal Assistance Office (CJMM CLAO) of the Saint Louis University School of Law successfully conducted another community legal education seminar at the Department of Public Services (DPS) Compound Barangay Hall on November 24, 2025. Led by the CLAO’s Level 1 Certified Law Student Practitioners under the supervision of Atty. Arvin John Itliong, the session titled “Dissecting Safe Spaces Act: An In-Depth Understanding of the Rights of Women” highlighted the importance of safety, respect, and dignity for all individuals.

In coordination with barangay officials, the seminar provided a comprehensive overview of the Safe Spaces Act of 2019 (RA 11313), emphasizing that gender-based sexual harassment can affect any person, regardless of gender. The discussion covered key provisions of the law, its scope, definitions, penalties, and enforcement mechanisms across public spaces, workplaces, educational institutions, and online environments.

The activity aimed to strengthen community awareness, equip participants with practical knowledge to recognize and prevent harassment, and reaffirm the vital role of citizens and local government in upholding safe and inclusive spaces.

The CJMM CLAO extends its gratitude to all barangay officials and community members for their active participation and continued support for legal literacy and community protection.

On November 24, 2025, the Chief Justice Manuel V. Moran Community Legal Assistance Office (CJMM CLAO) successfully wrapped up a webinar titled "Gusto ko alisto: Mastering the 3-7-20 Rule of the Ease of Doing Business Act (RA 11032)" for the employees of the Department of Labor and Employment Cordillera Administrative Region.

We would like to thank our insightful LSP 1 student speakers, Mr. Mark Raceles and Mr. Zadrach Javier, for breaking down how we can streamline our processes to meet the 3-7-20 standard and enhance public service delivery. Knowledge is power—and speed!

The Chief Justice Manuel V. Moran Community Legal Assistance Office (CJMM CLAO) of the Saint Louis University School of Law, in partnership with the Mining Engineering Department, successfully conducted a webinar on November 24, 2025 titled “Responsible Mining: Legal, Social, and Environmental Factors.”

Under the guidance and supervision of Atty. Jasmine Quiaño, the Level 1 Certified Law Student Practitioners led the session with professionalism and clarity. The program was hosted by Ms. Xyza Rio Beatrix Caliva, with Ms. Ikebana Gwyneth Fetalvero and Mr. Lanz Matthew Armada serving as the resource speakers. The event was further strengthened by the support of Drixan Daganos, Renzon Riparip, Judy Ann Walcien, Liezl Tacorda-Fabros, May Ann Paras and Aubrey Salamena, whose contributions ensured the smooth conduct of the activity.

Together, the team delivered a comprehensive and engaging discussion aimed at equipping 4th-year Mining Engineering students of Saint Louis University with essential insights into the legal, social, and environmental dimensions of responsible mining.

This initiative reflects CJMM CLAO’s steadfast commitment to providing technical and legal education that is both accessible and impactful to all, including Mining Engineering students, effectively bridging the gap between engineering practice and the legal frameworks that guide responsible resource extraction. By gaining a deeper understanding not only of the science of mining but also of their rights, responsibilities, and the protections found in labor, environmental, and occupational safety laws, future engineers become better prepared to uphold integrity, prioritize safety, and promote accountability in their profession.

Armed with this knowledge, students can enter the industry with confidence, helping shape a mining sector that is responsible, sustainable, and respectful of both workers and the communities it serves.

On November 23, 2025, a team of Law Student Practitioners (LSPs) from the Chief Justice Manuel V. Moran Community Legal Assistance Office (CJMM CLAO), under the supervision of Atty. Victoria Dines, conducted an online lecture on Republic Act No. 10173, or the Data Privacy Act of 2012. The initiative, titled “Privacy Matters: A Lecture on the Data Privacy Act of 2012,” aimed to empower working youth and children by deepening their understanding of the law’s salient provisions, guiding principles, and practical applications.

LSP 2 Ethel Mae Aucena and LSP 1 Maria Celine Caymo led the discussion, highlighting the rights of working youth as data subjects, their responsibilities as data controllers and processors, and their essential role in promoting and upholding data protection in everyday situations.

The Department of Education – Schools Division of Baguio, in celebration of Children’s Month and National Students’ Day, invited the CJMM CLAO to conduct an in-depth discussion on RA 11930, or the Anti-Online Sexual Abuse or Exploitation of Children (OSAEC) and Child Sexual Abuse or Exploitation Materials (CSAEM) Act, aligned with the theme ‘OSAEC-CSAEM Wakasan: Kaligtasan at Karapatan ng Bawat Batang Mag-aaral, Ipaglaban!’

Acknowledging that the future of our nation deserves protection, the Law Student Practitioners, under the supervision of Atty. Davy N**o, led a crucial discussion on the dangers and the devastating reality of OSAEC-CSAEM with the aim to educate the youth of their rights and afforded protection. The salient features of the law were highlighted and explained to around 500 student-audiences, followed by a question-and-answer portion right after.

The advent of globalization and the increasing community of digital citizens are shaping the current environment of the world in various facets, including aspects of safety, economics, political, and well-being. Its impact is greatly felt in the influence of the internet and the online world to the youth who are exposed to it even in their tender years. They are vulnerable to the risks related therefrom, including Online Sexual Abuse and Exploitation of Children (OSAEC) and Child Sexual Abuse and Exploitation Material (CSAEM).
