CJMM Community Legal Assistance Office is the official Legal Aid Clinic of Saint Louis University Founded on April 18, 2015, the Chief Justice Manuel V.

Moran Community Legal Assistance Office (CJ Moran CLAO) is envisioned as the center of active involvement in social transformation in the Cordillera. By rendering free legal services to indigents in Baguio and Benguet and maintaining active involvement in public interest cases, our legal assistance office strives to accomplish a two-fold goal, that is, to initiate systemic changes and improvements to the local communities we serve and advocate the rights of our clientele, all whilst staying true to our commitment of effectively training the students of the Saint Louis University - School of Law to be ethical, competent, and socially involved by giving them a genuine opportunity to hone their fundamental lawyering skills within the context of community legal service.

𝐂𝐉𝐌𝐌 𝐂𝐋𝐀𝐎 | 𝐄𝐜𝐨𝐉𝐮𝐬𝐭𝐢𝐜𝐞: 𝐖𝐨𝐦𝐞𝐧 𝐚𝐭 𝐭𝐡𝐞 𝐅𝐨𝐫𝐞𝐟𝐫𝐨𝐧𝐭

On March 5, 2026, the Chief Justice Manuel V. Moran Community Legal Assistance Office (CJMM CLAO), through the Green Clinic, conducted the EcoJustice: Women at the Forefront – Free Community Legal Aid at the Mines and Geosciences Bureau – Cordillera Administrative Region (MGB–CAR) in Baguio City. The activity was held in support of the Women’s Month Celebration, bringing legal services closer to the public through accessible, community-based consultations.

Under the supervision of Atty. Shirley Jane Bonilla, the Law Student Practitioners provided free legal consultations to participants who sought guidance on various legal concerns, particularly those involving criminal matters, property-related issues, and contractual disputes. Through one-on-one discussions, clients were able to better understand their legal options and possible remedies under the law.

Throughout the legal aid proper, the law student practitioners engaged with clients by conducting initial interviews, listening to their concerns, and assisting in the clarification of legal issues. The experience not only helped address the immediate legal needs of community members but also strengthened the practitioners’ commitment to public service, access to justice, and community-based legal assistance.

This initiative reflects the continued mission of CJMM CLAO to bridge the gap between the law and the community by providing meaningful legal support while nurturing socially responsible future lawyers.

On March 10, 2026, the Chief Justice Manuel V. Moran Community Legal Assistance Office (CJMM CLAO) appeared before the Municipal Trial Court, Branch 1, of Baguio City in relation to an Estafa case. The court appearance was undertaken by Certified Law Student Practitioners 2 (LSP 2) Coleen Jo Molintas and Daphne Kay Cobcobo under the supervision of Atty. Jezreel Llanes. They were assisted by Certified Law Student Practitioners 1 (LSP 1) Kahlil Michael Maximo and Liezl Tacorda-Fabros.

The Chief Justice Manuel V. Moran Community Legal Assistance Office (CJMM CLAO) of Saint Louis University School of Law successfully conducted the fourth installment of its Tax Literacy Webinar Series on March 6, 2026, in partnership with the Rosario District Hospital, under the supervision of Atty. Jezreel Llanes.

The webinar aimed to help Contract of Service (COS), Job Order (JO), and other government employees better understand their tax obligations and navigate this tax season with confidence.

The session featured discussions on basic tax concepts by Abelardo Jr. Lang-Ay, BIR procedural requirements by Meha Shane Damiyay, and a practical demonstration of tax return filing through eBIR by Leomar Alexies Caliboso, equipping participants with both theoretical knowledge and practical skills in tax compliance.

We extend our heartfelt gratitude to the medical professionals of Rosario District Hospital who joined us despite their demanding schedules. Your dedication to learning and strengthening financial literacy, even while serving the community’s health needs, is truly inspiring.

𝐏𝐄𝐎𝐏𝐋𝐄’𝐒 𝐒𝐔𝐑𝐕𝐈𝐕𝐀𝐋 𝐅𝐔𝐍𝐃 (𝐏𝐒𝐅)

The People’s Survival Fund (PSF) provides sustainable financing for climate change adaptation projects in communities across the Philippines. It covers initiatives such as flood control and climate-resilient infrastructure, early warning and disaster preparedness systems, climate-resilient agriculture and water management, ecosystem protection, and climate risk assessments.

Through these projects, communities are better prepared to face floods, droughts, typhoons, sea-level rise, and other climate hazards, protecting lives, livelihoods, and the environment.

The Chief Justice Manuel V. Moran Community Legal Assistance Office (CJMM CLAO) of Saint Louis University School of Law conducted a seminar entitled “Scam-Free Senior: Alerto sa Text at Internet” on February 28, 2026, at the HPG Office, Military Cutoff, Baguio City, under the supervision of Atty. Maridel Jasmine E. Quiaño.

The seminar aimed to educate senior citizens on recognizing common digital scams such as phishing, smishing, fraudulent SMS messages, and deceptive online “pautang” applications. Participants were also introduced to their legal protections under the Cybercrime Prevention Act and were guided on how to properly document and report digital fraud to the Department of Trade and Industry (DTI) and the Bangko Sentral ng Pilipinas (BSP).

Crislyn Tayaban, a Law Student Practitioner (LSP), discussed common scams encountered by senior citizens, including phishing, smishing, and fake pension calls. This was followed by a discussion from fellow LSP Erianne Salazar on the E-Commerce Act and online consumer rights, informing participants of the remedies available in cases of online fraud.

Supporting the research for the presentations were LSPs Karla Claveria and Jonathan Tomad, while LSPs Kimberly Guidangen and Abelardo Lang-ay Jr. handled the logistics to ensure the smooth flow of the program.

The Chief Justice Manuel V. Moran Community Legal Assistance Office (CJMM CLAO) of Saint Louis University School of Law successfully conducted the third installment of its Tax Literacy Webinar Series on March 2, 2026, in partnership with the Department of Trade and Industry – Cordillera Administrative Region (DTI-CAR), under the supervision of Atty. Jezreel John Llanes.

The webinar aimed to help Contract of Service (COS), Job Order (JO), and other employees of DTI across CAR to better understand their tax obligations and navigate this tax season with confidence.

The session featured discussions on basic tax concepts by Abelardo Jr. Lang-Ay, BIR procedural requirements by Meha Shane Damiyay, and a practical demonstration of tax return filing through eBIR by Czarinnah Camille Erguiza, equipping participants with both theoretical knowledge and practical skills in tax compliance.

Participants were highly enthusiastic, actively asking questions and showing eagerness to learn, making the session engaging and impactful. More installments are coming soon as CJMM CLAO continues its mission to provide accessible and empowering legal education. Stay tuned!

The CJMM CLAO at East Bayan Park Barangay Hall, Baguio City, Benguet successfully conducted its FREE LEGAL AID SERVICES, bringing accessible legal assistance closer to the community. The activity aimed to extend essential legal services to residents who may not have the means or opportunity to seek professional legal help.

Services include free consultations, drafting and notarization of simple documents. Through this initiative, CJMM CLAO continues its commitment to uphold justice, promote legal awareness, and serve the public with integrity and dedication.

Empowering the youth to lead and serve with knowledge, integrity, and responsibility, the Chief Justice Manuel V. Moran Community Legal Assistance Office (CJMM CLAO), through its Law Student Practitioners, successfully organized and conducted “Your Future, Your Responsibility Talk 1 – The 3Rs of Voting: Role, Responsibility, and Representation” in partnership with the College of Criminal Justice across the campuses of Our Lady of Fatima University in Pampanga, Nueva Ecija, Valenzuela City, Antipolo, and Quezon City.

The first webinar of the Talk Series aimed to provide Criminology students with a deeper and more meaningful understanding of voting as a cornerstone of democracy. It emphasized that voting is not merely a right, but a responsibility that carries the power to shape leadership, governance, and the nation’s future.

Law Student Practitioner 2 Jamie Cai, under the supervision of Atty. Jasmine Quiano, shared an engaging and insightful lecture highlighting the constitutional basis of suffrage under the 1987 Philippine Constitution. The session underscored the importance of informed and critical participation in elections, the qualifications and duties of elective officials, and the vital role of the youth as a decisive and influential voting sector.

The webinar was designed to complement the academic and professional training of Criminology students, where the lecture enhanced their understanding of election law and its direct impact on public service, governance, and social responsibility. The activity sought to inspire students to actively safeguard their rights, advocate for good governance, and uphold justice, affirming that the youth remain the true hope of tomorrow.
