CJ Moran Community Legal Assistance Office CJMM Community Legal Assistance Office is the official Legal Aid Clinic of Saint Louis University Founded on April 18, 2015, the Chief Justice Manuel V.

Moran Community Legal Assistance Office (CJ Moran CLAO) is envisioned as the center of active involvement in social transformation in the Cordillera. By rendering free legal services to indigents in Baguio and Benguet and maintaining active involvement in public interest cases, our legal assistance office strives to accomplish a two-fold goal, that is, to initiate systemic changes and improvements to the local communities we serve and advocate the rights of our clientele, all whilst staying true to our commitment of effectively training the students of the Saint Louis University - School of Law to be ethical, competent, and socially involved by giving them a genuine opportunity to hone their fundamental lawyering skills within the context of community legal service.

The Chief Justice Manuel V. Moran Community Legal Assistance Office (CJMM CLAO) had the honor of conducting a Christmas outreach program in partnership with the Office of the Vice President for Administration (OVPA), the Office for Legal Affairs (OLA), and the University Information Office (UIO). The event took place during the Year-End and Christmas Program at Damaso Comiles Elementary School in Tabu, Dalupirip, Itogon, Benguet.

CJMM CLAO made a meaningful contribution to the school library by donating books and textbooks. Additionally, 93 students were provided with school supplies. This initiative was funded by Dativa Cristobal Fundacion and Saint Louis University School of Law and was made possible through the dedicated efforts of volunteers from the CJMM CLAO, under the guidance of Atty. Victoria Dines. We extend our sincerest gratitude to Ms. Junifer Galuba from the OVPA, as well as Atty. Johanne Margarette Macob and Fe Ambasing from the OLA and UIO, for their invaluable collaboration. We also thank the stakeholders of Damaso Comiles Elementary School - the faculty and staff as well as the pupils or learners with their parents - for the warm welcome.

The outreach program is a testament to Saint Louis Universityโ€™s ongoing commitment to providing access to resources and support for educational development.

The Chief Justice Manuel V. Moran Community Legal Assistance Office (CJMM CLAO) of the Saint Louis University School of Law, in partnership with the SLU Basic Education School โ€“ Laboratory High School Department, successfully conducted a three-day seminar on December 3, 4, and 5, 2025, entitled โ€œCombating Online Sexual Harassment: A Discussion of the Safe Spaces Act.โ€

The program featured simultaneous discussions led by law student practitioners, namely Mr. Noel Alfredo Tizon VI, Ms. Neil Aubrey Gamido, Ms. Jobelle Galapate, Ms. Ena Angelica Luga, Ms. Andrea Isahbel Olivar, Ms. Jan Doreen Monsalud, and Ms. Deanne Grace Agduyeng, who served as resource speakers under the supervision of Atty. Jasmine Quiano. The event was further strengthened by the support of Ms. Raycia Satsat and Ms. Maria Alyssa Carmela Samson, whose contributions ensured the smooth conduct of the activity.

The law student practitioners emphasized to Grade 12 students the importance of the Safe Spaces Act in protecting individuals from sexual harassment, particularly on digital platforms where abusive behavior can spread quickly and anonymously. During the discussion, they explained how the law clearly defines online harassment, provides accessible reporting mechanisms, and requires social media platforms to strengthen their content moderation and response systems. The practitioners highlighted that the Act penalizes actions such as unwanted sexual advances, misogynistic remarks, and the non-consensual sharing of intimate contentโ€”empowering young people to recognize, report, and stand against such behavior. They stressed that as students become more active online, understanding the Safe Spaces Act is crucial to fostering safer, more respectful digital spaces.

The seminar also linked the discussion of the Safe Spaces Act to the United Nations Sustainable Development Goals (SDGs), emphasizing how promoting safe and respectful digital spaces supports broader global objectives. The law student practitioners explained that combating online sexual harassment aligns with SDG 5: Gender Equality, which calls for the elimination of all forms of violence against women and girls, including abuse facilitated through technology. They also noted its relevance to SDG 16: Peace, Justice, and Strong Institutions, as the Act strengthens legal protections and encourages responsible digital citizenship. By educating Grade 12 students about their rights and the importance of reporting harmful online behavior, the seminar helped empower young people to contribute to a safer, more inclusive societyโ€”an essential foundation for achieving the SDGs.

The Chief Justice Manuel V. Moran Community Legal Assistance Office (CJMM CLAO) of the Saint Louis University School of Law successfully conducted a Community Talk titled โ€œBatas Lokal, Proteksyong Total: Kabataan Para sa Karapatang Pantaoโ€ on December 7, 2025, at the Gibraltar Barangay Hall. The activity was led by the CLAOโ€™s Law Student Practitioners, under the supervision of Atty. Davy N**o, and held in partnership with the Sangguniang Kabataan of Barangay Gibraltar.

The session aimed to deepen the youthโ€™s awareness of local laws that safeguard human rights and promote inclusive community development. Topics discussed included the Human Rights Defenders Ordinance (Ordinance 78-2024), the Anti-Discrimination Ordinance, Gender and Developmentโ€“related Ordinances (Ordinance 13-2017), and provisions on Education of Children, School Incentives, and Scholarships under Section 99 of Ordinance No. 5-2019. These discussions highlighted the vital role of young citizens in rights protection, equality promotion, and community advocacy.

Through this initiative, participants gained practical insights into the mechanisms available to them under local ordinances and the importance of active youth involvement in advancing human rights and social justice.

The CJMM CLAO extends its gratitude to the SK Gibraltar Barangay and its community members for their cooperation, enthusiasm, and continued support in fostering legal literacy and youth empowerment.

In recognition of the 114th Foundation Anniversary of Saint Louis University, The Chief Justice Manuel V. Moran Community Legal Assistance Office (CJMM CLAO) of the Saint Louis University School of Law hosted a Free Legal Consultation and Notarization event on December 1, 2025. The total number of clients served was 84.

This initiative is a part of CJMM CLAO ongoing commitment to promote equitable access to legal services and to further the community's understanding of their rights and responsibilities.

The event was designed to provide valuable legal assistance to individuals in the community who may face challenges in accessing such services. By offering consultations and notarizations free of charge, we aim to alleviate some of the barriers that individuals might encounter in their pursuit of justice.

This initiative serves not only as a means of service delivery but also as a symbolic gesture of goodwillโ€”a "handog" or gift of service from the university to the residents of Baguio City.

We believe that making legal resources more accessible is essential to fostering a just society. The participation of law students and faculty members in this event underscores SLU's commitment to community engagement and social responsibility.

Republic Act No. 7610, also known as the โ€œSpecial Protection of Children Against Abuse, Exploitation and Discrimination Act,โ€ is a Philippine law enacted on June 17, 1992, which provides stronger legal protection for children from all forms of abuse, neglect, cruelty, exploitation, and discrimination. It recognizes children as zones of peace and guarantees their rights to survival, development, protection, and participation.

The law defines child abuse as any act or omission that inflicts physical, psychological, or sexual harm or degrades a childโ€™s dignity. It specifically penalizes acts of sexual abuse, child prostitution, po*******hy, trafficking, and the employment of children in hazardous or exploitative labor.

RA 7610 also protects children in need of special protection, such as street children and those affected by armed conflict, ensuring they are not discriminated against. Through this law, the government reaffirms its duty to provide a safe and nurturing environment where every Filipino child can grow free from fear, violence, and exploitation.

The Chief Justice Manuel V. Moran Community Legal Assistance Office (CJMM CLAO) of the Saint Louis University School of Law, in partnership with the Lepanto Consolidated Mining Company, successfully conducted a webinar on December 2, 2025, titled โ€œResponsible Mining: Legal, Social, and Environmental Factors.โ€

The program was hosted by Aubrey Merl Salamena, and the topic was comprehensively discussed by the resource speakers, Ms. Ikebana Gwyneth Fetalvero and Mr. Lanz Mathew Armada. Their insights strengthened and broadened the understanding of Mining Engineers in promoting responsible mining practices. The session emphasized the importance of balancing progress and sustainability in mining operations and communities to ensure long-term environmental protection, social fairness, and responsible development.

Under the supervision of Atty. Jasmine Quiaรฑo, the webinar was effectively and smoothly delivered by the Level 1 Certified Law Student Practitioners, led by Drixan Daganos and Renzon Riparip, with the support of Xyza Rio Beatrix Caliva, Judy Ann Walcien, Liezl Tacorda-Fabros, and May Ann Paras.

The Chief Justice Manuel V. Moran Community Legal Assistance Office (CJMM CLAO) conducted a successful jail visit and a focus group discussion titled โ€œUnderstanding Probation as an Alternative to Imprisonment.โ€ The activity was supervised by Atty. Jasmine Quiano, led by Team Leader Law Student Practitioner (LSP) 1 Nicole Bautista, with Assistant Team Leader LSP 1 Winter Biang. The discussion was delivered by LSP 1 Argie Estimada, with research and presentation support from LSP 2 Marlon Mangino and LSP 2 Venus Nisperos. LSP 1 Reign Evangelista and LSP 1 Kevin Estigoy facilitated the session, ensuring a dynamic and inclusive flow. LSP 1s Karla Claveria and Casandra Siganay managed logistics and documentation.

The focus group discussion allowed Person Deprived of Liberty (PDL) to actively engage with the topic, share their experiences, and raise questions about probation as a legal remedy. The discussion helped the PDLs better grasp the idea of probation and reflect on how it could support their rehabilitation.

A standout feature of the visit was a one-on-one conversation that transpired between PDLs and LSPs. These quiet conversations fostered trust, clarified misconceptions, and enabled a more profound understanding of their own stories. Many expressed renewed hope and confidence due to the discussion on probation.

The CJMM CLAO team extends heartfelt thanks to the BJMP Male Dormitory for their warm support. The visit reaffirmed our commitment to accessible legal education and restorative justice.
