CJ Moran Community Legal Assistance Office CJMM Community Legal Assistance Office is the official Legal Aid Clinic of Saint Louis University Founded on April 18, 2015, the Chief Justice Manuel V.

Moran Community Legal Assistance Office (CJ Moran CLAO) is envisioned as the center of active involvement in social transformation in the Cordillera. By rendering free legal services to indigents in Baguio and Benguet and maintaining active involvement in public interest cases, our legal assistance office strives to accomplish a two-fold goal, that is, to initiate systemic changes and improvements to the local communities we serve and advocate the rights of our clientele, all whilst staying true to our commitment of effectively training the students of the Saint Louis University - School of Law to be ethical, competent, and socially involved by giving them a genuine opportunity to hone their fundamental lawyering skills within the context of community legal service.

The webinar โ€œEmpowering Frontliners: Understanding Civil Service Law Benefits for Firefightersโ€ was successfully conducted for the BFP Binmaley personnel through the dedication of several Level 1 Law Student Practitioners from Saint Louis University School of Law through CJMM CLAO. The activity was led by Team Leader Ciara Ley Capule, with Asst. Team Leader Kristine Faye Lumanlan, and featured an insightful and in-depth discussion by Speaker Sixto Bayangan Jr. The program was smoothly hosted by Jeza Kamille Correos, with research support from Angeline Aldea and Elyssa May Sison, facilitation by Judy Ann Walcien, and learning materials prepared by Mhar Ollynne Mariano and Mark Lander Tallungan.

Several Law Student Practitioners from Saint Louis University - School of Law recently had the valuable opportunity to partake in a transformative webinar hosted by the Development Academy of the Philippines (DAP).

The session, titled โ€œPursuing Due Process and Liberty: Governance Perspectives on Pretrial Detention Reforms in the Philippines,โ€ is part of DAP's Dekalogo Governance Lecture Series and featured the esteemed Dr. Raymund Narag.

During this engaging session, participants actively interacted with Dr. Narag as he provided a comprehensive analysis of the systemic realities of the Philippine correctional system. One of the key takeaways was the understanding that administrative efficiency is closely linked to the protection of human rights. Dr. Narag emphasized that successful reform in our jails goes beyond legal advocacy; it necessitates the implementation of effective โ€œPublic Managementโ€ solutions. By streamlining administrative processes, the justice system can better ensure that individual liberty is preserved.

This experience underscored the importance of knowledge as the first step towards meaningful reform. The Law Student Practitioners left the session inspired, equipped with insights and a renewed commitment to become catalysts for a more humane and efficient justice system. The Chief Justice Manuel V. Moran Community Legal Assistance Office (CJMM CLAO), under the supervision of Atty. Arvin Itliong, conducted an online learning session on โ€œBarangay Conciliation: Strengthening Community-Based Dispute Resolutionโ€ to residents of Vinzons, Camarines Norte, last January 24, 2026, as part of its continuing legal education initiatives.

The session highlighted the Katarungang Pambarangay system under the Local Government Code of 1991 (R.A. 7160), emphasizing its role in resolving disputes at the barangay level, decongesting courts, and fostering community harmony. Ms. Reynalyn G. Bautista, certified Law Student Practitioner Level I, discussed the mandatory nature of barangay conciliation and the proper procedures for initiating proceedings.

The webinar reinforced the importance of grassroots dialogue and cooperation in promoting peace and strengthening trust in the justice system. CJMM CLAO thanks all participants for their active support and commitment to community-based justice.

Republic Act No. 12023, enacted in October 2024, imposes a 12% value-added tax (VAT) on digital services consumed in the Philippines by both resident and non-resident digital service providers (DSPs).

It defines digital services as automated offerings over the internet, including online search engines, marketplaces, cloud services, media/advertising, platforms, and digital goods like streaming (e.g., Netflix, Disney+), e-books, and app purchases. DSPs must register with the BIR, assess, collect, and remit VAT, with special rules for non-residents: they withhold/remit directly for non-VAT consumers, while VAT-registered buyers face withholding under Section 114(D) of the NIRC.

The law amends key sections of the National Internal Revenue Code (NIRC) (105, 108, etc.) and adds 108-A/108-B to ensure equitable taxation, leveling the field for local providers; 5% of revenue supports the Philippine creative industry. Effectivity began October 18, 2024, with BIR guidelines issued by early 2025.

Child sexual exploitation and abuse gravely violate the rights, dignity, and safety of children. Republic Act No. 9775, or the Anti-Child Po*******hy Act of 2009, was enacted to protect children from all forms of sexual abuse and exploitation, including the production, distribution, possession, and access to child sexual abuse materials (CSAM), whether offline or online.

The law imposes strict penalties on offenders, including those who facilitate or profit from such acts, while ensuring protection, recovery, and support services for child victims. It also mandates cooperation among government agencies, internet service providers, and communities to prevent abuse and swiftly address violations.

Awareness saves lives. Understanding RA 9775 helps families, schools, and communities recognize abuse, report offenders, and safeguard childrenโ€™s rights. By knowing the law, we strengthen prevention, accountability, and child protection nationwide.

The Chief Justice Manuel V. Moran Community Legal Assistance Office (CJMM CLAO) had the honor of conducting a Christmas outreach program in partnership with the Office of the Vice President for Administration (OVPA), the Office for Legal Affairs (OLA), and the University Information Office (UIO). The event took place during the Year-End and Christmas Program at Damaso Comiles Elementary School in Tabu, Dalupirip, Itogon, Benguet.

CJMM CLAO made a meaningful contribution to the school library by donating books and textbooks. Additionally, 93 students were provided with school supplies. This initiative was funded by Dativa Cristobal Fundacion and Saint Louis University School of Law and was made possible through the dedicated efforts of volunteers from the CJMM CLAO, under the guidance of Atty. Victoria Dines. We extend our sincerest gratitude to Ms. Junifer Galuba from the OVPA, as well as Atty. Johanne Margarette Macob and Fe Ambasing from the OLA and UIO, for their invaluable collaboration. We also thank the stakeholders of Damaso Comiles Elementary School - the faculty and staff as well as the pupils or learners with their parents - for the warm welcome.

The Chief Justice Manuel V. Moran Community Legal Assistance Office (CJMM CLAO) of the Saint Louis University School of Law, in partnership with the SLU Basic Education School โ€“ Laboratory High School Department, successfully conducted a three-day seminar on December 3, 4, and 5, 2025, entitled โ€œCombating Online Sexual Harassment: A Discussion of the Safe Spaces Act.โ€

The program featured simultaneous discussions led by law student practitioners, namely Mr. Noel Alfredo Tizon VI, Ms. Neil Aubrey Gamido, Ms. Jobelle Galapate, Ms. Ena Angelica Luga, Ms. Andrea Isahbel Olivar, Ms. Jan Doreen Monsalud, and Ms. Deanne Grace Agduyeng, who served as resource speakers under the supervision of Atty. Jasmine Quiano. The event was further strengthened by the support of Ms. Raycia Satsat and Ms. Maria Alyssa Carmela Samson, whose contributions ensured the smooth conduct of the activity.

The law student practitioners emphasized to Grade 12 students the importance of the Safe Spaces Act in protecting individuals from sexual harassment, particularly on digital platforms where abusive behavior can spread quickly and anonymously. During the discussion, they explained how the law clearly defines online harassment, provides accessible reporting mechanisms, and requires social media platforms to strengthen their content moderation and response systems. The practitioners highlighted that the Act penalizes actions such as unwanted sexual advances, misogynistic remarks, and the non-consensual sharing of intimate contentโ€”empowering young people to recognize, report, and stand against such behavior. They stressed that as students become more active online, understanding the Safe Spaces Act is crucial to fostering safer, more respectful digital spaces.

The seminar also linked the discussion of the Safe Spaces Act to the United Nations Sustainable Development Goals (SDGs), emphasizing how promoting safe and respectful digital spaces supports broader global objectives. The law student practitioners explained that combating online sexual harassment aligns with SDG 5: Gender Equality, which calls for the elimination of all forms of violence against women and girls, including abuse facilitated through technology. They also noted its relevance to SDG 16: Peace, Justice, and Strong Institutions, as the Act strengthens legal protections and encourages responsible digital citizenship. By educating Grade 12 students about their rights and the importance of reporting harmful online behavior, the seminar helped empower young people to contribute to a safer, more inclusive societyโ€”an essential foundation for achieving the SDGs.
