TRANSPARENCY OF S.A.P. BENEFICIARIES AND ESTABLISHMENT OF BARANGAY GRIEVANCE COMMITTEE

TO : ALL PUNONG BARANGAY OF 38 BARANGAYS OF BUHI
SUBJECT: TRANSPARENCY OF S.A.P. BENEFICIARIES & ESTABLISHMENT OF BARANGAY GRIEVANCE COMMITTEE
In relation to the objective to ensure transparency in the implementation of the Special Amelioration Program per Directive of Sec. Eduardo M. Alio of the DILG, you are enjoined to undertake the following:
1. Cause the publication in 3 conspicuous places (Barangay Hall, Bulletin boards/Pahayagang Barangay, Barangay Chapel etc.) in your respective area of responsibility for at least 3 days starting April 14, 2020, the list of SAP beneficiaries from
your barangay;
2. Organize SAP Grievance Committee in your Barangay with the following composition and functions:
Grievance Head : Punong Barangay
Members: Kagawad Chairman on Social Welfare & Development or Chairperson on Women, Children & Family
1 Barangay Health Worker
1 CSO Representative
Functions:
a. Receive complaint or protest regarding any individual included in the list of SAP Beneficiaries in your respective barangay;
b. Verify and/or evaluate validity of the complaint;
c. Decide the complaint based on its validity or verification results;
d. If the complaint is meritorious (e.g. the beneficiary is indeed not qualified), replace the delisted SAP beneficiary following the same qualification guidelines prescribed by the DSWD and cause the publication of the name(s) of replacement. Replacement will undergo the same transparency and grievance process;
e. Endorse to the Municipal SAP Grievance Committee through the undersigned any appeal or request for reconsideration whether from the delisted beneficiary or complainant within 24 hours from receipt of the appeal or reconsideration.
You are also informed that in accordance with the proclamation of Cabinet Secretary Karlo Nograles during the virtual press briefing conducted last Sunday, April 12, 2020, any erring LGU which failed to observe the guidelines in the identifying and granting the SAP fund will be liable for its refund and any official or officer involved in the incident may be subjected to any criminal, civil or administrative liability.
