Caraga Health Research and Development Consortium (CHRDC) BRIEF HISTORY:
The establishment of the CHRDC started last October 16, 2007. Dr. Jaime C. Santos Hospital, Butuan City in May 13, 2008.

The CHRDC is the regional arm of PCHRD in Caraga, fostering collaboration among institutions to advance health research, build research capacity, support ethical review, link funding, and inform responsive health policies. Montoya, Executive Director of the PCHRD presented to the participants from academe, health institutions and line agencies involved in the implementation of health services the situation of the health status of the Filipino people and conducted a briefing on the Philippine National health Research System and the National Unified Health Research Agenda (NUHRA) and the need to establish the Regional Health Research System in the region .. As an offshoot of the said activity and after several consultations, the CHRDC Memorandum of Agreement (MOA) between the member institutions and PCHRD was signed at M.J. Head of CHRDC member-institutions together with PCHRD Executive Director, Dr. Jaime Montoya confirmed their commitment of support to the newly created health research and development council. In line with the national goal of bridging the gaps the health situation, identifying the solution to health problems and emerging concerns and prioritizing health research and development areas, members of the consortium convene last July 9, 2008 to formulate the CHRDC Vision, Mission and Objectives. VISION:

A dynamic health research community for the attainment of health Caraga Region. MISSION:
CHRDC is committed to:
1. For collaboration, resource sharing and partnerships among stakeholders through research and development
2. Ensure that its research outputs contribute to policy decisionnmaking and health-related actions. OBJECTIVES:
The primary objective of the CHRDC is to establish and strengthen the system of collaboration in Caraga among the stakeholders engaged in health research and development to improve the health conditions of its people. Specifically, the consortium aims to:

1. Identify and implement priority health research and development programs and projects;
2. Develop the capacity of the member-institutions on health research and development;
3. Establish a system of collaboration and resource sharing in undertaking health research and development programs and projects
4. Generate resources for health-related researches consistent with the regional and national health research and development agenda;
5. Promote utilization of health research and development findings; and;
6. Develop mechanisms and implement strategies to ensure long-term viability of the CHRDC.

The Scientific Career System (SCS), governed by the Scientific Career Council (SCC), co-chaired by the Civil Service Commission (CSC), and the Department of Science and Technology, is a structured program in government service that recruits, develops, and recognizes research professionals by granting scientific ranks to qualified personnel โ€” strengthening the countryโ€™s pool of highly competent and productive scientists.

With the theme โ€œBe a Career Scientist!โ€, todayโ€™s orientation and mentoring session provides a comprehensive overview of the SCS โ€” its qualifications, evaluation process, privileges, and opportunities for advancement. It serves as a platform for participants to better understand how their research contributions can be acknowledged and elevated through an established system of merit and excellence.

๐‹๐Ž๐Ž๐Š: The Caraga Health Research and Development Consortium, led by the Department of Health - Center for Health Development Caraga (DOH-CHD Caraga) successfully conducted the Data-to-Policy (D2P) Training and Workshop Unit 2: Economic Evaluation of Policy on February 16โ€“20, 2026, in Butuan City.

For five meaningful days, health professionals and academic partners from CHD, HEIs, and SUCs enhanced their competencies in economic evaluationโ€”framing policy questions, constructing decision tree models, performing cost and cost-effectiveness analyses, and conducting sensitivity analyses. Participants also developed policy briefs integrating economic evidence to guide informed health decisions.

This initiative strengthens the connection between data, economic analysis, and policy actionโ€”supporting more efficient resource allocation and improved health outcomes in line with Universal Health Care.

Together, we move closer to evidence-informed decision-making for a healthier Caraga!

The 2026 PNHRS Research Utilization Committee (RUC) Biannual Assembly and First Business Meeting, held on February 11โ€“13, 2026 at Seda Atria, Iloilo City, gathered national and regional members to assess the initial implementation of key research utilization and research-to-policy translation tools across regions.

The activity also aimed to consolidate feedback to refine the SOME (Structure, Organization, Monitoring and Evaluation) Assessment Tool, harmonize the roles and functions of RUCs nationwide, and align priority directions and targets for 2026.

Through collaborative discussions, alignment of KPIs, and strategic planning sessions, the committee reinforced its commitment to translating health research into policies and programs that create meaningful impact.

Together, we continue to bridge research and policy for a stronger and more responsive health system.
