CAGAYAN DE ORO CITY - The Department of Health โ€“ Center for Health Development Northern Mindanao (DOH CHD-NM), in support and partnership with the City Health Office (CHO) of Cagayan de Oro City, launched the kickoff of World Immunization Week 2026 on April 22, 2026, held at the covered court of Consolacion Elementary School. With the theme โ€œFor every generation, Vaccines work,โ€ the activity reinforced the importance of immunization in protecting individuals across all age groups and in preventing vaccine-preventable diseases.

The kickoff activity featured a vaccination drive aimed at increasing immunization coverage among children and the community, while also promoting awareness on the life-saving benefits of vaccines. This initiative also highlights the continued collaboration between local government units and DOH CHD-NM in strengthening routine immunization programs and ensuring accessible, safe, and effective vaccination services in the region.

The event was led by City Health Officer Rachel Dilla, with the presence of the DOH CHD-NM in the person of Assistant Regional Director Raymond G. Dela Cruz. Also notably present during the launching were Vice Mayor Jocelyn Rodriguez, Councilor Maximo Rodriguez, and Barangay Nazareth Captain Regine Rodriguez, demonstrating strong local collaboration for immunization efforts and community health initiatives. Through these partnerships, DOH CHD-NM continues to strengthen efforts towards achieving 95% of fully immunized children and ensuring that Bawat Pilipino, ramdam ang kalusugan.

CAGAYAN DE ORO CITY โ€“ The Department of Health Center for Health Development โ€“ Northern Mindanao (DOH CHD-NM), in its continued pursuit of improving Human Resource Management systems and practices, has successfully attained the Bronze Award or Level II Accreditation under the Program to Institutionalize Meritocracy and Excellence in Human Resource Management (PRIME-HRM) last April 20, 2026 at the 3rd Floor Assembly Hall, DOH CHD-NM Compound.

PRIME-HRM, a flagship initiative of the Civil Service Commission, aims to professionalize human resource management in government agencies. Following the onsite assessment conducted on August 20 and 22 of the previous year, DOH CHD-NM notably met the Level II Maturity Indicators in competencies and practices of the four HR systems, namely; the Resource, Selection, and Placement (RSP), Learning and Development (L&D), Performance Management (PM), and Rewards & Recognition (R&R).

The turnover ceremony was graced by the Director IV of the Civil Service Commission Regional Office X, Regional Director Noemi Rabe-Torres, together with Ms. Maria Cristina Saligumba, Chief HR Specialist, and Ms. Julieta Reyes Supervising HR Specialist. The Department of Health Center for Health Development โ€“ Northern Mindanao (DOH CHD-NM) strengthened the capacity of Barangay Health Workers (BHWs) through the Interpersonal Communication and Community Engagement (IPCC) training, reinforcing their vital role in delivering people-centered immunization services.

The training featured three core modules: (1) Introduction to the National Immunization Program, which enhanced participantsโ€™ understanding of vaccine-preventable diseases and routine immunization services; (2) Interpersonal Communication, which developed skills in effectively engaging and counselling individuals and families to address concerns and improve health-seeking behaviors; and (3) Partnership Building and Engagement, which emphasized collaboration with community stakeholders to support local health initiatives. Participants were also introduced to the use of Kobo Collect as a social listening tool to systematically capture community feedback and inform more responsive service delivery.

To ensure practical application, BHWs actively engaged in simulation exercises through role-playing, allowing them to navigate real-life communication and counselling scenarios. The sharing of field experiences fostered meaningful discussions and peer learning, equipping participants with effective strategies to address vaccine hesitancy and confidently respond to community concerns.

The Department of Health โ€“ Center for Health Development Northern Mindanao (DOH CHD-NM), through the Local Health Systems Development Cluster (LHSDC), conducted the Integrated Orientation on Local Health Systems (LHS) Tools and Initiatives on April 6โ€“7, 2026 at De Luxe Hotel. The activity aimed to strengthen the capacity of local health officers and program managers in guiding Local Government Units (LGUs) toward more efficient, responsive, and resilient health systems in line with the Universal Health Care Act.

The orientation provided updates and guidance on key LHS tools and processes, including the Local Government Unit Health Scorecard (LGU-HSC), Local Investment Plan for Health (LIPH), Annual Operational Plan (AOP), Barangay Health Workers (BHW) Connect, Underserved and Unserved Areas (UUA), Good Practices in Health (GPH), and Performance-Based Incentives (PBI). Participants engaged in data collation, consolidation, and validation activities, as well as aligning timelines for the submission of major reports.

Through a combination of lectures, interactive workshops, group discussions, and planning exercises, the activity enhanced participantsโ€™ competencies in applying these tools to improve local health service delivery. This initiative underscores DOH CHD-NMโ€™s continued commitment to empowering LGUs and advancing integrated, people-centered health systems across Northern Mindanao towards achieving Universal Health Care.

The Department of Health Center for Health Development - Northern Mindanao (DOH CHD-NM) successfully conducted the 2nd Quarter People-Centered Health Event for April, anchored on the theme โ€œGet Vaccinated: World Immunization Week,โ€ with its kick-off held in Kitaotao, Bukidnon on April 8 and 10, 2026. The initiative aimed to strengthen immunization advocacy through a community-driven and evidence-based approach.
On April 8, DOH CHD-NM facilitated a Focus Group Discussion (FGD) with selected parents and guardians to assess their health literacy, perceptions, and concerns on vaccination. Key insights generated from the discussion informed the enhancement of communication and advocacy strategies to better address community needs.

The culminating activity on April 10 featured health lectures, presentation of FGD findings, and interactive booths promoting immunization awareness. Advocacy was further amplified through engaging contests such as the Bakuna Hero Vaccination Advocacy Costume Contest, Canvass Poster-Making Contest, and Bakuna Champion Vaccination Reels Challenge, fostering active community participation and creative expression.

The activity was conducted in coordination with the Provincial Health Office (PHO) Bukidnon, Local Government Unit of Kitaotao, Municipal Health Office, and PDOHO Bukidnon, highlighting a unified effort to advance immunization and safeguard community health.

The Department of Health Center for Health Development โ€“ Northern Mindanao (DOH CHD-NM), through the Health Education and Promotion Unit (HEPU), conducted a five-day Risk Communication and Community Engagement โ€“ Infodemic Management (RCCE-IM) training for Development Management Officers (DMOs) across the region on April 13โ€“17, 2026 at Villa Paraiso Resort, Mambajao, Camiguin. The initiative aimed to enhance the regionโ€™s capacity to deliver timely, accurate, and people-centered health communication, particularly during public health emergencies.

The RCCE-IM training is a structured capacity-building program designed to equip health personnel with essential competencies in risk communication, community engagement, and infodemic management. It emphasized the development of clear and evidence-based messaging, proactive community engagement strategies, and effective approaches to address misinformation and disinformation that may hinder public health efforts.

Through this initiative, DOH CHD-NM reinforces its commitment to building a resilient health communication systemโ€”one that fosters public trust, supports informed decision-making, and ensures communities remain well-informed and protected during times of crisis.

Boosting Universal Health Care via FOURmula One Plus (F1 Plus)

Good health and well-being is regarded as an important factor towards human development and improving onesโ€™ way of life. Thus, access to primary and tertiary quality healthcare, both the preventive and curative sides, are among the topmost concern of the agency in order to realize the new vision of DOH for the country: โ€˜Filipinos as the healthiest people in Southeast Asia by 2022, and Asia by 2040โ€™.

This is what the new leadership of Secretary Francisco T. Duque III wanted to uphold as his priorities in accelerating the implementation of the Universal Health Care with a theme โ€˜Boosting Universal Health Care via FOURmula One Plus (F1 Plus)โ€™, which he espoused few years ago as the former Health Chief. With its new strategic focus, the DOH shall embark on institutionalizing a people-centered Service Delivery Network by engaging the sick, engaging the healthy, engaging the affected population and engaging the special groups; and leading a whole-of-society collaboration at all levels to help people live healthy by combating top risk factors through diet, physical activity, smoking cessation campaigns and prevention of road traffic injuries while sealing productive and collaborative engagements with a multiple range of stakeholders.

Through these efforts, continuation of priority health programs begun by former Health Secretary Paulyn Jean Ubial under the Philippine Health Agenda (PHA) was reaffirmed by the new chief which will be merged in one strategic approach through FOURmula One Plus.
