In Davao City, there is a famous unofficial rule during campaign season: "๐ซ๐๐๐๐ ๐๐ ๐๐๐๐๐๐, ๐๐๐๐ ๐๐๐๐๐ ๐๐ ๐๐๐๐๐๐๐๐๐." (Accept the gift, but vote with your conscience).
โThe 2022 and 2025 elections provided a masterclass in why "Ayuda Politics" often hits a brick wall in Davao City.

โDuring the recent election cycles, we saw a surge of national and "outsider" politicians pouring resources into Davao City. They held massive rallies, distributed relief goods, and provided "ayuda" (financial aid) to thousands of residents.
โOn paper, their numbers looked great. On the ground, the story was different:
๐ โThe "Silent" Rejection:
Thousands of Davaoeรฑos lined up for the aid and attended the rallies. However, when the ballots were counted, these same politicians received a dismal percentage of the local vote. In many districts, candidates who spent the most on "ayuda" failed to even break the top three.
๐ โTransactional vs. Transformational:
Davaoeรฑos have a high level of political literacy. They view "ayuda" as either their own tax money being returned to them or a "gift" from a stranger. While they will accept the help (especially in tough times), they do not feel a moral obligation to "pay it back" with a vote if they don't trust the candidateโs platform.
๐ โThe "Davao Pride" Shield:
There is a strong sentiment that Davao cannot be "bought." When outside candidates try to use money to sway local opinion, it often backfires, being perceived as an insult to the cityโs established culture of discipline and independence.

โThe "Anti-Epal" mindset didn't happen by accident. Former Mayor Rodrigo Duterteโs style of governance was the architect of this behavior:
โ๏ธ โThe Anonymous Giver: He famously told Davaoeรฑos that if they receive aid from the government, they shouldn't thank him because itโs their money.
โ๏ธ โNo Names, No Faces: By removing names from ambulances and project billboards, he broke the psychological link between "public service" and "personal favor."
โThe Result: He raised a generation of voters who look for results (low crime rates, efficient 911 services, ease of doing business) rather than who has the biggest banner and flashy campaigns.
