Today, we quietly celebrate the birthday of a leader who, even in just a few months, has already carried Cebu through some of its most difficult times.

From the earthquake that shook our province to a typhoon that tested our strength, Governor Pam S. Baricuatro has led with compassion and courage, guiding us not only with action, but with heart.

Her leadership reminds us that even after every storm, there is always hope. And in her, we see that hope — firm in faith, motherly in care, and unwavering in service.
