CSWDO-Gensan gipaklarong dili tanang PWD, single parent ug senior citizen makadawat ug SAP

General Santos City--Gipaklaro sa labaw sa CSWDO-Gensan nga si Rebecca Magante nga dili tanang mga Person With Disability, Single Parent ug Senior Citizen ang mahatagan ug financial assistance pinaagi sa Social Amelioration Program (SAP) sa goberno.

Ang pagpaklaro gihimo ni Magante human daghang mga reklamo ang mitumaw dungan sa pagpang-apod apod ug pinansyal nga ayuda ngadto sa mga binipisyaryo sa SAP.

Segun niini nga sila sa CSWDO ang gisunod lamang ang nakalatid sa Memorandum Circular 09 sa DSWD kung si kinsa ang angay nga mahatagan ug ayuda gikan sa goberno.

Matag pamilya ang ilang paghatag sa maong ayuda ug dili matag indibidwal. Kung adunay kauban ang usa ka edaran o PWD nga adunay trabaho ug dili apektado sa Enhance Community Quarantine posible nga dili sila malakip sa mga kwalipikado.(CDS)

PAALALA PARA SA MGA HINDI KARAPAT-DAPAT NA TUMANGGAP NG SPECIAL AMELIORATION PROGRAM

Lumabas na ang direktiba ng DSWD National para irevalidate lahat ng mga nabigyan ng SAP after 72 hours.

In an online press conference, DSWD Assistant Secretary for Specialized Programs Rhea Peñaflor reiterated that the SAP only covers those families belonging to either the poor or informal sector which are at risk of not earning a living during the Enhanced Community Quarantine.

Local government unit including barangay officials who will give cash assistance to ineligible beneficiaries will be subjected to investigation by competent authorities for proper determination of administrative, civil and/or criminal liability including the refund of the subsidy improperly provided as the case may be.

DILG Secretary Eduardo Año warned that similar incidents will not be tolerated and sanctions will be given to corrupt local officials. He assured those accused of due process but emphasized that the law will be imposed especially during this COVID crisis.

DILG WARNS THAT OFFICIALS WHO WRONGLY IMPLEMENT SAP DISTRIBUTION WILL BE CHARGED.

“WARNING: Those are public funds, and there is accountability,” Diño said in Filipino in an interview on DZBB.

“Not only will you be removed from your position, [but also] you will be imprisoned. The punishment will be severe,” the local government undersecretary stressed.

DILG Undersecretary Martin Diño revealed that the complaints they received involved officials prioritizing family, relatives, and political allies in the SAP distribution, reported PhilStar.com.

The DILG warns that barangay officials who wrongly implement SAP distribution will be charged.

If you think you are not eligible to receive the cash aid fund but your name is on the list, then READ & think twice!

ATTENTION: Non-qualified RECIPIENTS of Social Amelioration Program (SAP)

The Department of Social Welfare and Development on Tuesday warned people against claiming emergency cash aid benefits if they are not qualified to receive it, saying charges may be lodged against them.

"Pagka na-validate po na talagang hindi sila eligible, unang-una ay kailangan nila ibalik yung pera pero hindi ibig sabihin nun na nakaligtas na sila sa criminal liabilities. Naandon pa rin yung pwede silang ihabla para mapasagot sila sa ginawa nilang hindi tama,"
- DSWD Secretary Rolando Bautista said at a Laging Handa government briefing.

[Translation: If it's validated that they are not eligible, they have to return the money, but this doesn't mean they are absolved of any criminal liabilities. They may be charged for what they've done.]

Bautista added it isn't just the unqualified recipient who would be answerable for the offense, barangay officials would be investigated too for allowing it to happen.

The secretary said he would heed the suggestion of Senate President Vicente "Tito" Sotto III that names of individuals who received SAP benefits be posted on the website of the DSWD.
