📢 ANNOUNCEMENT

The LGU of Guiuan — MENRO is pleased to inform the public that the exchange ratio for the “Basura Mo, Bugas Mo” Program has been officially updated to 1:1 — meaning one (1) kilo of soft plastic wastes is now equivalent to one (1) kilo of rice.

This updated exchange ratio is mandated under the approved Municipal Ordinance institutionalizing the program, reaffirming our commitment to sustainable waste management and community welfare.

Despite existing budgetary challenges, this milestone was made possible through the collective support and collaboration of the Office of the Mayor, MSWDO, MGSO, MDRRMC, Liga nga mga Barangay, and the Sangguniang Bayan ng Guiuan.

This municipal initiative contributes to the achievement of seven (7) Sustainable Development Goals (SDGs), namely:
No Poverty, Zero Hunger, Clean Water and Sanitation, Sustainable Cities and Communities, Climate Action, Life Below Water, and Life on Land.

Let us continue to segregate at source and bring only clean, soft plastic wastes as we work together towards a cleaner environment and a food-secure community.

♻️ BARANGAY BARBO JOINS AGAIN THE “BASURA MO, BUGAS MO” PROGRAM** 🌊🌱

Demonstrating once again its strong commitment to environmental stewardship and community welfare, Barangay Barbo actively participated in the LGU Guiuan Solid Waste Management Exchange Program, “Basura Mo, Bugas Mo.”

Through a barangay-led initiative, residents were mobilized to segregate and collect soft plastic wastes generated within their community, reinforcing the shared responsibility of proper waste management at source. This simple but powerful action helps ensure that plastic wastes are diverted away from waterways and drainage systems, thereby minimizing the amount of plastics that could otherwise end up in our marine and coastal waters.

As a result of this collective effort, Barangay Barbo successfully turned over 130 kilograms of soft plastic wastes, which translated into 65 kilograms of well-milled rice under the exchange program. Beyond the rice received, the activity reflects the true value of community action—transforming waste into food while protecting the environment.

More importantly, the “Basura Mo, Bugas Mo” Program of LGU of Guiuan continues to demonstrate how local environmental initiatives can directly contribute to the achievement of the United Nations Sustainable Development Goals (SDGs). The program advances at least seven key SDGs:

💧 **Clean Water and Sanitation**
🏙️ **Sustainable Cities and Communities**
🌍 **Climate Action**
🐠 **Life Below Water**
🌳 **Life on Land**

Barangay Barbo’s continued participation is proof that when communities work together, waste becomes a resource, hunger is reduced, and our seas and lands are better protected for future generations.

The soft plastic wastes are turned over to the Guiuan Eco Waste Management Center and Park where the LGU's Plastic Recycling Facility is located. They will be processed into usable school arm chairs. ♻️

🌿 JOINT HABITAT ASSESSMENT AND MONITORING ACTIVITY CONDUCTED IN MAINLAND GUIUAN, EASTERN SAMAR 🌊🐢

March 23 -26, 2026. The DENR – Protected Area Management Office (PAMO), Guiuan Marine Resource Protected Landscape and Seascape (GMRPLS), in coordination with the LGU Guiuan – Municipal Environment and Natural Resources Office (MENRO), conducted an on-going Joint Habitat Assessment and Monitoring Activity utilizing the Biodiversity Monitoring System (BMS) in mainland Guiuan, Eastern Samar.

This collaborative field activity forms part of the continuing efforts to monitor and document the condition of Guiuan’s critical habitats, strengthen science-based conservation planning, and support the long-term protection of the Municipality’s protected landscape and seascape.

While the official BMS results are still undergoing validation and have not yet been released, the activity itself reflects the continuing importance of safeguarding the Municipality’s natural resources. Guiuan’s ecosystems have long been known for their richness and resilience, and the sustained presence of diverse habitats across these areas continue to underscore the Municipality’s reputation as an ecologically thriving coastal landscape.

During the activity, the team also noted the presence of several felled trees believed to have resulted from anthropogenic or human-induced activities. Such observations highlight the need for continued vigilance, stronger habitat protection measures, and deeper community participation in conservation efforts to ensure that the Municipality’s ecology remains healthy and protected.

The LGU Guiuan MENRO, together with DENR-PAMO and GMRPLS, remains steadfast in its commitment to environmental stewardship, the responsible utilization of our natural resources, habitat conservation, and the protection of Guiuan’s biodiversity for present and future generations.

Construction is now ongoing for a new facility that will house a massive, state-of-the-art solid waste management equipment of the Municipality of Guiuan — a major step toward modern, efficient, and compliant waste management operations.

Through the LGU Guiuan Solid Waste Management Exchange Program — Basura Mo, Bugas Mo, residents can exchange 2 kilos of soft plastics for 1 kilo of rice.

Single-use plastics like plastic bags, sachets, pouches, and wrappers now have value — when properly managed.

👏 Featured: Mr. Miguel R. Berco of Brgy. Banahao exchanged soft plastics for 25 kilos of rice. Proof that waste segregation yields reward!

⚠️ Important: Plastics must be clean, dry, and properly segregated.

Guiuan Eco Waste Management Center and Park got a little… heavier as Barangay Canawayon turned over loads of eco-bricks to the Municipality of Guiuan in proud participation in the LGU’s Basura Mo, Bugas Mo program.

How many eco-bricks are we talking about?
Let’s just say our staff are still weighing them—the scale asked for a coffee break ☕️

This inspiring effort from Homonhon Island shows what happens when a barangay takes single-use plastics seriously: they don’t end up in the sea—they turn into solutions. From sachets to solid eco-bricks, Brgy. Canawayon proved that discipline + teamwork = real impact.

We extend our heartfelt gratitude to Punong Barangay Hon. Reynaldo L. Porton, Jr., his entire BLGU Council, and Canawayon residents, for their leadership and hands-on efforts in capturing single-use plastics and steering the community toward a cleaner, more sustainable future 🌱

🚨 Solid Waste Management Alert 🚨

When disasters strike, the first impact is felt in the barangay—and so is the solution.

During the formulation of 2026–2028 Barangay Disaster Risk Reduction and Management Plan (BDRRMP) held last January 26-30, 2026 and attended by officials from Guiuan's 60 Barangays, the Municipal Environment and Natural Resources Office (MENRO) and the Municipal General Services Office (MGSO) delivered a discussion titled “Managing Waste, Reducing Risk: Solid Waste Management as Disaster Risk Reduction at the Barangay Level.” The message was direct: disasters are not caused by storms alone, but are made worse by how and where we dispose of our waste.

Barangay Local Government Units are the true front-liners of solid waste management. From household segregation to waste collection, enforcement, and community discipline, disaster risk reduction begins—and succeeds—at the barangay level. Clogged canals, flooded roads, and health hazards are not just environmental problems; they are governance issues that barangays have the power to prevent.

The discussion also highlighted Executive Order No. 01-08, Series of 2026, mandating the strict and uniform implementation of Republic Act No. 9003 and Municipal Ordinance No. 2, Series of 2016. The Executive Order signed by Municipal Mayor, Hon. ANNALIZA P. GONZALES - KWAN, directs the following:

✔️ Enforcing segregation at source at the household level
✔️ Implementing the No Segregation, No Collection policy
✔️ Activating Barangay Ecological Solid Waste Management Committees (BESWMCs)
✔️ Implementing separate collection schedules for segregated wastes
✔️ Operating and sustaining Materials Recovery Facilities (MRFs)

The key takeaway was clear: a prepared barangay is a safer barangay. Disaster preparedness is not only about evacuation plans and relief goods—it is about everyday leadership, discipline, and action in waste management.

Because when barangays act, risks are reduced—and lives are protected.

🌱 Strengthening agri-innovation. 🌳Banking on our natural resources.

A productive dialogue and program introduction between the Department of Agrarian Reform (DAR) led by DAR Regional Office VIII Assistant Regional Director Ronelo Jose Zamora, LGU of Guiuan officials represented by then OIC-Mayor and SBM Hon. Kinna Mae G. Kwan-Mabansag on behalf of our Municipal Mayor HON. ANNALIZA P. GONZALES - KWAN, OMAS, MENRO, and partner People’s Organizations.

The discussion explored the strong potential of Rimas (Breadfruit) production and processing—positioning Guiuan as the breadfruit processing center of the province, posed to creating sustainable livelihoods for farmers while strengthening food security and local value-adding. 🌿

DAR and LGU of Guiuan will be conducting inventory of Rimas/Breadfruit throughout the municipality as initial steps towards its realization.
