EIGHT YEARS IN HIDING, SUSPECT FINALLY FACES JUSTICE

The Philippine National Police (PNP) has once again shown that time does not weaken the resolve to deliver justice, following the arrest of a r**e suspect who had managed to evade the law for nearly eight years.

On February 2, 2026, police operatives in Aloguinsan, Cebu successfully arrested a 68-year-old man, known by the alias “Mardo,” pursuant to an alias warrant of arrest for r**e and sexual assault. The arrest was carried out in Barangay Angilan, Aloguinsan, ending years of hiding and bringing long-awaited accountability one step closer.

PNP Chief, Police General Jose Melencio C. Nartatez Jr., credited the accomplishment to the consistent and focused implementation of the Enhanced Managing Police Operations (EMPO) under the PNP Focused Agenda, which prioritizes sustained case monitoring and the relentless pursuit of wanted persons.

“Hindi natutulog ang hustisya, at lalong hindi sumusuko ang kapulisan,” PGen Nartatez Jr. said. “This arrest proves that even after many years, our police will continue to track down offenders. Walang ligtas ang nagkasala, at walang deadline ang paghahanap ng katarungan.”

The arrest was based on a warrant issued by the Regional Trial Court in Toledo City for charges related to r**e and sexual assault. Authorities said the suspect had deliberately kept a low profile for years to avoid capture, but continuous validation and patient police work eventually led to his arrest.

According to PGen Nartatez Jr., the case highlights the importance of disciplined police operations and coordination at the local level, guided by clear national direction.

“Under EMPO, we make sure that cases are not forgotten and warrants are not ignored. This is about protecting victims, restoring trust, and showing the public that the law will catch up—kahit gaano pa katagal,” he added.

The Chief PNP, PGEN Nartatez Jr. emphasized that the organization remains firm in its commitment to pursue justice for victims of crimes, especially those involving abuse and violence, regardless of how much time has passed.

“Sa bawat matagumpay na pag-aresto, pinaparamdam natin sa publiko na ang PNP ay naririto—maaasahan, matatag, at tuloy-tuloy ang serbisyo,” PGen Nartatez Jr. said.
The PNP reaffirmed that operations against wanted persons nationwide will continue to be intensified as part of its broader effort to ensure safer communities and stronger public confidence in law enforcement.

This accomplishment reflects the PNP’s continuing push for Bagong PNP para sa Bagong Pilipinas: Serbisyong Mabilis, Tapat at Nararamdaman—a police service that does not forget, does not give up, and always stands for justice.

PNP ARRESTS PARENTS FOR SELLING 12-DAY-OLD INFANT

A newborn’s life was saved just days after birth when the Philippine National Police, under the command of PNP Chief PGEN Jose Melencio C. Nartatez Jr., intervened in a shocking case of attempted child sale in San Jose del Monte, Bulacan. The PNP-Women and Children Protection Center (PNP-WCPC) successfully conducted an entrapment operation on February 2, 2026, arresting the infant’s parents after they accepted P15,000.00 as payment.

Authorities learned that the couple, both adult Filipinos, planned to use the money to start a street food cart business selling kwek-kwek and fishballs. The 12-day-old baby girl was immediately turned over to the National Authority for Child Care (NACC) for medical evaluation and protective care.

“This case shows the PNP’s firm stance against exploitation of the vulnerable,” PGEN Jose Melencio C. Nartatez Jr. stated. “Every child deserves protection, and we will ensure violators are held accountable. Hindi puwede na sinumang bata ay mapahamak dahil sa kapabayaan ng mga magulang.”

The arrested parents are facing charges under RA 9208, as amended by RA 10164 and RA 11862, for qualified trafficking, and RA 7610 for child abuse. The operation highlights the PNP’s ongoing efforts to combat child exploitation and trafficking nationwide.

This success reflects the PNP’s Focused Agenda—a comprehensive strategy designed to make police service visible, effective, and community-centered—particularly emphasizing Enhanced Managing Police Operations, ensuring that citizens, especially children, can rely on the police for immediate protection and intervention.

“The PNP will act without hesitation when children are at risk,” PGEN Nartatez Jr. added. “We are committed to being present wherever help is needed. Laging naroroon ang PNP para sa mga batang nangangailangan ng tulong.”

As the PNP continues to protect children and prevent abuse under the directive of President Ferdinand R. Marcos Jr., it assures the public of “Bagong PNP para sa Bagong Pilipinas: Serbisyong mabilis, tapat, at nararamdaman.”

TOP CTG SUSPECT CAPTURED IN BICOL REGION

A major figure linked to the Communist Terrorist Group (CTG) is now in police custody, marking a significant win for peace and security efforts in the Bicol Region. The suspect, listed as Rank No. 2 Regional Most Wanted Person, was arrested in a coordinated law enforcement operation in Esperanza, Masbate on February 3, 2026.

The arrested individual, known by the alias “Rodel,” was cornered through a joint operation led by Police Regional Office 5 (PRO 5) under the Enhanced Managing Police Operations framework. Authorities identified him as an active CTG member operating in Masbate and allegedly involved in violent activities in the area.

According to police records, the suspect is facing a Murder case with no recommended bail. He was immediately brought to the Esperanza Municipal Police Station for proper booking, documentation, and legal proceedings.

Chief Philippine National Police, PGEN Jose Melencio C. Nartatez Jr., commended the operating units for the successful arrest, emphasizing that the PNP will remain relentless in running after individuals who hide behind violence and terror.

“Hindi kami titigil. Those who choose to harm innocent lives and threaten peace in our communities will be hunted down and brought before the law,” PGEN Nartatez Jr. said.

He stressed that the PNP’s anti-terrorism and anti-criminality campaign is not just about arrests—but about protecting communities from fear and violence.

“Walang puwang ang terorismo sa ating bansa. Kung akala nila makakatakas sila habang buhay, nagkakamali sila. Walang ligtas sa batas, at walang makakalusot sa ating pagbabantay,” he added.

The arrest is seen as a major step in weakening the operational capability of CTG elements in Masbate and nearby areas, while preventing further criminal activities linked to armed groups.

The PNP reiterated that operations against wanted persons, armed group members, and other high-threat individuals will remain aggressive, intelligence-driven, and coordinated with partner agencies to ensure public safety and stability nationwide.

The Philippine National Police remains committed to delivering results through intensified law enforcement efforts anchored on the call of Bagong PNP para sa Bagong Pilipinas: Serbisyong Mabilis, Tapat at Nararamdaman.

ZERO-TOLERANCE IN ACTION: PNP ENFORCES ACCOUNTABILITY ACROSS ALL RANKS

The Philippine National Police (PNP) sends a firm message: misconduct within our ranks will not be tolerated. Recent incidents involving some uniformed personnel only reinforce our resolve to uphold the law and protect public trust.

Those who violate the law will face uncompromising accountability, including dismissal from service. The PNP acts with speed, decisiveness, and full transparency, ensuring that cases are resolved promptly, justice is delivered without delay, and the integrity of the organization remains unshaken.

Under the leadership of Chief PNP PGen. Jose Melencio C. Nartatez Jr., the PNP has adopted a strict zero-tolerance policy. “Hindi po namin pinapalampas ang anumang paglabag sa batas at patakaran. Sisiguraduhin namin na mananagot ang dapat managot,” PGen. Nartatez Jr. said.

Since PGen. Nartatez assumed office, the PNP has resolved 770 administrative cases, ensuring that disciplinary action matches the gravity of the violation. Of these cases, 278 personnel were dismissed, including a mix of PCOs, PNCOs, and non-uniformed personnel, while 44 were demoted and 163 received suspensions. Additional penalties included 504 restrictions and 266 cases of withholding privileges, all reflecting a system where wrongdoing is met with consequences.

In January 2026 alone, disciplinary action was applied to 180 personnel, with 53 dismissals, 88 suspensions, and 27 reprimands, signaling that the PNP is not taking recent incidents lightly and that accountability remains active and ongoing.

“Every act of wrongdoing within the PNP is taken seriously. We are not merely enforcing rules—we are building a culture of integrity, discipline, and service,” PGen. Nartatez Jr. emphasized.

The PNP also recognizes the strong guidance of Secretary of the Department of the Interior and Local Government Juanito Victor ‘Jonvic’ C. Remulla, whose leadership ensures that internal discipline and reform remain top priorities. PGen. Nartatez Jr. likewise expressed gratitude for the unwavering support of President Ferdinand R. Marcos Jr., whose commitment strengthens the resolve of the PNP to serve the Filipino people with professionalism and integrity.

“With the steady guidance of Secretary Remulla and the full support of President Marcos Jr., the PNP stands ready to serve every Filipino with professionalism, honesty, and relentless dedication,” PGen. Nartatez Jr. expressed.

PGen Nartatez Jr. further emphasized, “Accountability is not optional. It is the foundation of trust between the PNP and the public we serve. Ang sinumang lalabag sa batas ay mananagot, walang kinikilingan.”

Through these decisive actions, the PNP continues to instill a culture of integrity, discipline, and professionalism, guided by a singular vision: Together, we build Bagong PNP para sa Bagong Pilipinas: Serbisyong Mabilis, Tapat at Nararamdaman.”

CHINESE NATIONAL NABBED IN LEGAZPI OVER IMMIGRATION, DOCUMENT FRAUD VIOLATIONS

In a strong show of government unity against identity fraud and illegal residency schemes, joint law enforcement operatives arrested a Chinese national in Legazpi City for alleged immigration violations and falsification of public documents—offenses that authorities say pose a serious threat to national security and public trust.

The suspect, known by the alias “Jong,” was arrested on February 2, 2026 in Legazpi City, through a coordinated operation involving the Bureau of Immigration (BI), National Intelligence Coordinating Agency (NICA) Region 5, Armed Forces of the Philippines (AFP), the Regional Intelligence Division, and the Legazpi City Police Station under Police Regional Office 5 (PRO5).

According to reports, the arrest was carried out through a valid Mission Order following information linking the suspect to the use of questionable documents and illegal claims of Philippine identity.

Investigators disclosed that the suspect entered the Philippines in August 2002 under a Special Investor’s Resident Visa (SIRV) and later secured a Special Resident Retiree’s Visa (SRRV) in 2009. However, authorities later discovered irregularities tied to his personal records and transactions.

Among the violations being pursued is the alleged act of falsely presenting himself as a Filipino to obtain a driver’s license. He was also found to have allegedly used an invalid Tax Identification Number (TIN) in the registration of a company with the Securities and Exchange Commission (SEC)—acts that may fall under immigration law violations and falsification of public documents under the Revised Penal Code.

The suspect was also tagged as an undesirable alien under existing operational policies due to actions considered contrary to public interest and security.

PNP Chief Police General Jose Melencio C. Nartatez Jr. lauded the professionalism of the operating units and emphasized that cases like this must be met with firm and decisive action.

“Let this serve as a clear reminder—our laws are not optional. We will not tolerate fraud, especially schemes that undermine our systems and weaken public trust,” PGEN Nartatez said.

He stressed that identity and document fraud are not simple offenses, as these can be exploited for more serious criminal activities. “Kapag ang isang tao ay gumagamit ng pekeng dokumento o nagsisinungaling tungkol sa pagkakakilanlan niya, hindi lang ito paglabag sa batas—ito ay banta sa seguridad ng ating bansa,” the Chief PNP, PGEN Nartatez added.

The top cop also recognized the strong coordination among government agencies, noting that unity is key in addressing transnational and organized schemes.

“This successful operation reflects what we can achieve when agencies work as one. Our commitment is simple: protect the public, uphold the integrity of our systems, and make sure accountability is served,” he said.

The suspect is now under proper custody while legal processes are being pursued in coordination with the Bureau of Immigration and other concerned agencies.

Authorities reiterated that immigration enforcement remains a priority, particularly against individuals who abuse legal processes, falsify documents, or attempt to gain unlawful privileges through deception.

The PNP encouraged the public to remain vigilant and report suspicious activities involving fake identities, questionable documents, and illegal residency arrangements.

As the PNP continues to strengthen coordination with partner agencies nationwide, it reaffirmed its commitment to protect the Filipino people and uphold the rule of law—Bagong PNP para sa Bagong Pilipinas: Serbisyong Mabilis, Tapat at Nararamdaman.
