Strengthening Nutrition and Safety in Schools Through Food Safety Education

Ensuring that every meal served to young learners is both safe and nutritious, the Schools Division Office (SDO) of La Carlota City partner with Department of Agriculture–Philippine Carabao Center at La Carlota Stock Farm (DA–PCC at LCSF) spearheaded a comprehensive Food Safety Training on September 30, 2025, for food handlers, parent kitchen assistants, and feeding alternates under the School-Based Feeding Program (SBFP) for School Year 2025–2026. The activity, held at the La Carlota City, aimed to equip participants with vital knowledge and hands-on skills in maintaining food safety and hygiene throughout meal preparation.

The training served as an essential step in ensuring the effective implementation of the SBFP, focusing on proper hygiene, sanitation, and safe food preparation practices. It emphasized the importance of cleanliness and quality in every stage of meal and milk handling, key components in protecting children’s health and supporting the Department of Education’s mission to provide safe, nourishing meals to learners, especially those most in need.

Resource speakers from DA–PCC at LCSF discussed critical topics such as personal hygiene, safe handling and storage of carabao’s milk, prevention of foodborne diseases, and adherence to national food safety and sanitation standards. Participants actively engaged in interactive discussions and practical demonstrations, applying what they learned through real-world simulations of food preparation and sanitation protocols.

Through this capacity-building initiative, DA–PCC at LCSF reaffirmed its strong commitment to upholding food quality and safety in support of the SBFP’s continued success. The activity also showcased the value of collaboration among national agencies, local government units, and educational institutions in promoting better nutrition and food security pillars that support the government’s “Masaganang Bagong Pilipinas” framework.

By empowering front-line food handlers with essential knowledge and best practices, DA–PCC at LCSF continues to champion its mission of delivering safe, nutritious, and locally produced dairy products to schoolchildren to nurturing not only young minds but also a healthier, more resilient community.

Training That Transforms New Octet Wave of AI Technicians Steps Forward for Carabao Development

Today, October 8, 2025, a graduation ceremony takes place at Barangay La Granja, La Carlota City, Negros Occidental, marking the completion of the Basic Training Course on Artificial Insemination (AI) and Pregnancy Diagnosis conducted by the Department of Agriculture–Philippine Carabao Center at La Carlota Stock Farm (DA–PCC at LCSF). Eight aspiring AI Technicians from various Local Government Units (LGUs) in Negros Oriental and Negros Occidental are graduating after completing the month-long intensive course, which runs from September 9 to October 8, 2025.

The training serves as a vital step in strengthening the Negros Island Region livestock sector, particularly in improving the productivity and genetic quality of carabaos, a cornerstone of Philippine agriculture. By combining science-based instruction with practical fieldwork, the program equips participants with the knowledge and confidence to provide reliable reproductive services to carabao farmers in their communities.

Throughout the training, participants delved deep into the science of animal reproduction, learning about reproductive anatomy and physiology, heat detection, semen handling and evaluation, AI techniques, and pregnancy diagnosis. These lessons were complemented by rigorous hands-on exercises that allowed trainees to practice insemination and diagnosis under the guidance of expert trainers. Each session was designed not only to teach techniques but also to foster precision, patience, and care that qualities of essential to becoming an effective AI technician.

For DA–PCC at LCSF, investing in grassroots training is a strategic approach to sustaining carabao-based enterprises. The agency emphasized that local technicians play a crucial role in bridging science and rural practice, ensuring that even smallholder farmers can access modern reproductive technologies. “Our goal is to empower local partners to become catalysts of progress in their respective areas,” the center noted.

As the eight trainees prepare to don their graduation gowns, they carry with them more than just certificates they bring new skills, renewed purpose, and a shared commitment to improving the country’s carabao population and dairy production. Their journey reflects the DA–PCC’s broader vision, a thriving and sustainable livestock industry built on knowledge, innovation, and collaboration.

Indeed, the conclusion of this training marks not an end, but the beginning of a new chapter for these newly certified AI technicians is ready to serve, innovate, and help shape a more productive and resilient agricultural future for the Filipino farmer.

Milk of Change in Negros Oriental Local Carapreneur’s Are Fueling Nutrition and Livelihood

A fresh wave of nourishment and empowerment has reached the province of Negros Oriental as the Department of Agriculture–Philippine Carabao Center at La Carlota Stock Farm (DA–PCC at LCSF) and the San Julio Agrarian Reform Beneficiaries (SJARB) Multi-Purpose Cooperative officially kicked off the implementation of the Department of Social Welfare and Development (DSWD) Milk Feeding Program on September 29, 2025.

This partnership is more than just a feeding initiative, it’s a story of collaboration, care, and community growth. Through the program, undernourished children in the province will receive nutritious carabao’s milk sourced from local dairy farmers, transforming every bottle into a symbol of shared progress and local pride.

By promoting the use of fresh, locally produced carabao’s milk, the program strengthens the local dairy industry while uplifting the livelihoods of farmer-members of SJARB Cooperative. These “carapreneurs” not only serve as key partners in improving child nutrition but also exemplify the power of inclusive, grassroots enterprise.

To ensure a smooth and efficient rollout, the PCC at LCSF team provided technical guidance, quality assurance, and close coordination with partner agencies. SJARB Cooperative, on the other hand, managed milk processing and packaging in accordance with the strict food safety and nutritional standards set by both DSWD and DA–PCC.

This collaboration embodies the government’s vision under the “Masaganang Bagong Pilipinas” framework advancing food security, social protection, and local economic resilience through strong inter-agency partnerships.

More than a program, it is a testament to how collective effort can make a lasting difference, nourishing the next generation while empowering those who make it possible. Through initiatives like this, the DA–PCC at LCSF and SJARB Cooperative reaffirm their shared mission is to build healthier communities, sustain farmer enterprises, and cultivate a thriving, self-reliant dairy sector in Negros Oriental and beyond.

| The DA-PCC technologies take center stags on the second day of the 11th National Carabao Conference thrlugh the learning platform Cara-Aralan Farmers Field Day (FFD) held at the DA-PCC at USM.

Four techno demo sessions were participated by some 230 carapreneurs from 55 cooperatives nationwide.

The first cluster was on black rice ice cream making demonstration by the Sta. Catalina Multipurpose Cooperative led by Rejalyn Alabado-Puyos, Yoyo’s Aqua Farm staff.

The use of biogas for soil health and waste management was discussed in the second cluster by DA-PCC at USM veterinarian Virgilio V. Lopez and Vic Lawrence P. Oliva.

In the third cluster, a cooking demo on carabao papaitan was led by Rosile B. Diaz.

The last cluster which highlighted a discussion on vermicompostIng was led by DA-PCC at USM staff Rheo Ryan P. Balbuena and James Reamon.

He said that the one "secret" of their cooperative in expanding the market for its dairy product is through active engagement with government agencies such as DA-PCC, DepEd, and DSWD.

| Food technologist Eiselle Joyce Hidalgo debunks the misconception that food preservatives are harmful to human health but that it is a useful solution to extending the shelf life of carabao-based products.

During the second plenary session of the 11th National Carabao Conference, Hidalgo said not all preservatives used in goods are harmful, rather she encouraged the dairy co-ops to utilize preservatives as an additive to extend the shelf life of products and prevent spoilage. She said "with the right methods and practices, we can prolong our products with little to no cost."
