PAFPI Positive Action Foundation Philippines Incorporated PAFPI is a leading social agent in innovative HIV advocacy and service delivery towards enabled community.

Positive Action Foundation Philippines Incorporated (PAFPI) was formed in 1998 by Joshua Formentera who is the founding president with the help of other persons living with HIV Philippines and AIDS (PLWHAs) and their uninfected families. This non-profit organization has a mission to empower people with HIV / AIDS and their families to live a normal, happy and productive life in the mainstream of a supportive society. The said organization also is continuing the fight for HIV Philippines and AIDS prevention and control by facilitating support responses to the needs of PLWHAs and their families. This is done through the provision of appropriate care and support services. PAFPI believes in the greater involvement of positive people in the national response to HIV Philippines and AIDS, a belief that actively pursues both the organization and advocacy programs. PAFPI’s success lies in the fact that most of its PLWHA volunteers are now employed as project staff in its various projects. A majority of the staff and board members of the organization is HIV positive. PAFPI has gained the recognition, trust and confidence of PLWHAs and funding agencies as an organization directly involved in care and support services. The organization successfully conducted the First, Second and the Third National Consultation Process with PLWHAs and convened the First National Consensus Meeting of PLWHAs, resulting in the adoption of the Manila Manifesto of Filipinos Living with HIV/AIDS, which forms the basis of PAFPI’s future planning, and advocacy and lobbying efforts.

Assalamu Alaykum Warahmatullahi Wabarakatuh!

Madayaw ug maayong adlaw kaninyong tanan.
Magandang araw sa inyong lahat.

The Philippines has the fastest-growing HIV epidemic in the Asia-Pacific region. Every day, fifty-seven Filipinos learn that they are HIV-positive. Nearly half are young people between 15 and 24 years of age. This is our reality—but it does not have to define our future.

Today, on World AIDS Day, I stand with every Filipino living with HIV—a lifelong journey that demands we walk alongside them, not away from them.

We are all, in the deepest sense, vulnerable.
In this shared fragility lies our most profound connection as human beings, and from this truth flows a simple moral imperative: no one should exist outside the circle of compassion and care.

Let us honor those we have lost to AIDS. They died so we might act with clearer eyes and braver hearts—so we might build the future they deserved but never saw.

I thank our healthcare workers and medical frontliners for transforming our clinical spaces into sanctuaries of hope. In their hands, testing becomes an act of courage, treatment becomes a path to dignity, and every patient encounters reminds us that healing requires both science and humanity.

We must now move on from awareness to action. Every Filipino—regardless of location, identity, or circumstance—deserves access to testing, treatment, and the unwavering support needed to live fully and without shame.

Let us be the generation that breaks this cycle. We choose knowledge over ignorance. We choose presence over abandonment. We choose life over indifference.
Every Filipino living with HIV is valued. You carry within you an inherent worth that no virus can diminish and no judgment can erase.

PAFPI Official Statement for World AIDS Day 2025

“Confronting Disruptions. Protecting Our Gains. Transforming the HIV & AIDS Response.”

On this World AIDS Day, Positive Action Foundation Philippines, Inc. (PAFPI) stands in solidarity with all People Living with HIV (PLHIV), frontliners, communities, and partners across the country. We raise our voice with urgency and conviction: the fight against HIV in the Philippines is becoming more difficult—and we refuse to be silent.

Across the nation, we are witnessing growing challenges that threaten the progress we have fought so hard to achieve. Funding for HIV programs is shrinking. Essential services—testing, treatment access, adherence support, community outreach—are slowing down, narrowing, or at risk of disappearing. Community-Based Organizations (CBOs), long recognized as the lifeline of the HIV response, are being stretched to their limits as they struggle to reach the most vulnerable:
• Individuals lost to follow-up
• Hard-to-reach communities
• Key populations facing stigma, discrimination, and legal barriers
• PLHIV who continue to face socioeconomic and mental health challenges

At the same time, harmful policies and increasing stigma—especially toward LGBTQ+ people and people who use drugs—continue to discourage individuals from seeking lifesaving HIV services.

These disruptions are not minor setbacks. These disruptions cost lives.
Yet amid these challenges, one truth remains: communities are the backbone of the HIV response in the Philippines. It is the commitment of peer navigators, volunteers, treatment partners, outreach workers, families, and PLHIV leaders that keeps this movement alive.

PAFPI calls on the Philippine government, donors, policymakers, private sector partners, and international institutions to demonstrate courageous leadership and renewed commitment to:
• Sustain and expand funding for HIV programs
• Strengthen the public health system to make treatment and testing accessible, affordable, and stigma-free
• Protect the rights, dignity, and safety of all PLHIV and key populations
• Support community-led, community-based interventions proven to save lives
• Ensure no Filipino is left behind in the HIV response

Despite the mounting pressure, we remain steadfast. We will defend our hard-won gains, uphold the dignity of every person living with HIV, and continue providing compassionate, community-led care. The HIV and AIDS crisis is far from over. The work continues—urgently, collectively, relentlessly.

This is the moment to demand real change.
This is the moment to act.
We cannot, and will not, allow the world to look away.
PAFPI commits to stand firm, speak out, and serve—until no one is left behind, and until the HIV epidemic in the Philippines comes to an end.

The message this year is unmistakable: the fight against HIV is getting harder and we refuse to be silenced.

Funding cuts are slowing, shrinking, and even shutting down HIV services. Community groups are stretched thin, struggling to reach those who rely on them most. In some countries, new laws targeting LGBTQ+ people and people who use drugs are closing doors to lifesaving care.

These disruptions are not minor setbacks—they endanger lives.

Yet they also reveal a powerful truth: communities remain the heart of this response. Now, more than ever, governments, donors, institutions, and allies must stand with courage and commitment.

Despite mounting pressures, countries and communities continue to push forward, protecting hard-won gains and refusing to let essential services disappear.

The HIV crisis is far from over.
This is the moment to demand real change.
This is the moment to act.

Lockdowns slashed testing rates, outdated laws kept condoms out of reach, and stigma pushed thousands away from clinics. Youth infections now account for a third of all new cases, and the dominant strain, CRF_01AE, is accelerating immune decline.
