PAFPI Official Statement for World AIDS Day 2025
“Confronting Disruptions. Protecting Our Gains. Transforming the HIV & AIDS Response.”
On this World AIDS Day, Positive Action Foundation Philippines, Inc. (PAFPI) stands in solidarity with all People Living with HIV (PLHIV), frontliners, communities, and partners across the country. We raise our voice with urgency and conviction: the fight against HIV in the Philippines is becoming more difficult—and we refuse to be silent.
Across the nation, we are witnessing growing challenges that threaten the progress we have fought so hard to achieve. Funding for HIV programs is shrinking. Essential services—testing, treatment access, adherence support, community outreach—are slowing down, narrowing, or at risk of disappearing. Community-Based Organizations (CBOs), long recognized as the lifeline of the HIV response, are being stretched to their limits as they struggle to reach the most vulnerable:
• Individuals lost to follow-up
• Hard-to-reach communities
• Key populations facing stigma, discrimination, and legal barriers
• PLHIV who continue to face socioeconomic and mental health challenges
At the same time, harmful policies and increasing stigma—especially toward LGBTQ+ people and people who use drugs—continue to discourage individuals from seeking lifesaving HIV services.
These disruptions are not minor setbacks. These disruptions cost lives.
Yet amid these challenges, one truth remains: communities are the backbone of the HIV response in the Philippines. It is the commitment of peer navigators, volunteers, treatment partners, outreach workers, families, and PLHIV leaders that keeps this movement alive.
PAFPI calls on the Philippine government, donors, policymakers, private sector partners, and international institutions to demonstrate courageous leadership and renewed commitment to:
• Sustain and expand funding for HIV programs
• Strengthen the public health system to make treatment and testing accessible, affordable, and stigma-free
• Protect the rights, dignity, and safety of all PLHIV and key populations
• Support community-led, community-based interventions proven to save lives
• Ensure no Filipino is left behind in the HIV response
Despite the mounting pressure, we remain steadfast. We will defend our hard-won gains, uphold the dignity of every person living with HIV, and continue providing compassionate, community-led care. The HIV and AIDS crisis is far from over. The work continues—urgently, collectively, relentlessly.
This is the moment to demand real change.
This is the moment to act.
We cannot, and will not, allow the world to look away.
PAFPI commits to stand firm, speak out, and serve—until no one is left behind, and until the HIV epidemic in the Philippines comes to an end.
