ADVANCING DIGITAL TRANSFORMATION IN HEALTHCARE

FMOGH successfully conducted the Philippine National Public Key Infrastructure (PNPKI) Users’ Training on March 25, 2026, reinforcing its commitment to digitalization and secure electronic transactions within the healthcare system.

We were honored by the presence of our resource persons from the DICT Regional Office 10, Mr. Karl Jasson Pios and Ms. Norhaifah Amoran, who shared their expertise on the importance of digital certificates and secure data exchange in strengthening trust, efficiency, and integrity in government services.

This initiative highlights the hospital’s continuous efforts to embrace digital transformation, ensuring that processes are not only efficient but also secure, reliable, and aligned with national e-Government standards.

We extend our sincere appreciation to all participants for their active engagement in this hands-on training, facilitated by IHOM Unit In-Charge Heinrich Calvin Reyes, together with his colleague Jemar Sara, whose dedication made the activity both informative and practical.

NATIONAL WOMEN’S MONTH CELEBRATION AND TURN-OVER OF THE AMBULANCE | FMOGH

FMOGH proudly celebrated National Women’s Month alongside the successful Turn-over of a Ambulance on March 24, 2026, marking a significant milestone in recognizing the vital role of women and in enhancing our capacity to deliver quality healthcare services.

The event was graced by Hon. Cong. Jennifer β€œKaren” A. Lagbas, who delivered an inspiring message honoring the strength, resilience, and invaluable contributions of women, especially mothers and expectant mothers in our communities. Her message underscored the importance of empowering women as key partners in nation-building and healthcare.

Also present was DOH-CHD Northern Mindanao Regional Director Sulpicio Henry M. Legazpi, Jr., who led the formal turn-over and signing of the Ambulance, symbolizing continued support in strengthening our emergency response and improving access to timely medical care.

SUPPLEMENTAL / BID BULLETIN (SBB) NO. 26-07 – PROCUREMENT OF VARIOUS PHARMACEUTICALS

This SSB No. 26-07 dated 25 March 2026 for the β€œPROCUREMENT OF VARIOUS PHARMACEUTICALS” with Project ID No. PB2026-03-008 is issued pursuant to Section 22.5 of the 2016 Revised Implementing Rules and Regulations of Republic Act No. 9184, to clarify, modify or amend items in the Bidding Documents. Accordingly, t his shall form an integral part of the Bidding Documents.

All prospective bidders are hereby advised of the following changes in the bidding documents:

Legal & Technical Basis:
- Section 17.2 of the Revised IRR of RA 9184: Specifications must reflect the necessary requirements to meet the needs of the Procuring Entity.
- Section 18 of RA 9184: The BAC is not referring to a specific brand. The specifications are based on generic characteristics. It is the prospective bidder who offers a brand that must comply with the hospital’s required generic form and packaging.

ON THE REQUIREMENT FOR CERTIFICATE OF ANALYSIS (COA)

The requirement for a COA issued by the FDA or accredited local institutions (UP-PGH, UST, or DLSU) is RETAINED.

- Justification: For the welfare of FMOGH patients, the hospital must ensure that medicines, especially those manufactured abroad, have passed local quality testing standards.
- Purpose: This serves as an additional safeguard to verify that the potency and stability of the drugs are maintained after importation and prior to hospital distribution.

ON THE SUBMISSION OF CLASS β€œA” ELIGIBILITY DOCUMENTS

The BAC clarifies that while the PhilGEPS Platinum Certificate is the primary eligibility document, the submission of photocopies of the following is REQUIRED for verification:

1. 2026 Mayor’s/Business Permit
2. Valid Tax Clearance
3. SEC/DTI/CDA Registration Certificate

Justification: Given that the bid opening falls in the first quarter of the year, the BAC must ensure that the β€œupdated” status in the PhilGEPS registry is consistent with the 2026 renewals. This is a proactive measure to prevent delays in the procurement process and ensure that the bidder is legally compliant at the time of the award.

PROVISION ON LOT NUMBERS

The requirement that the COA must reflect the batch or lot number of the product is maintained to ensure traceability and patient safety. Any significant deviation from the tested lots must be justified during the contract implementation stage, subject to the inspection and testing protocols of the hospital and the FDA.

Bidders are advised to use the following attached form and submit together with all other required documents for the submission of bids on 31 March 2026, 9:00 AM.

Other Requirements:

1. Bidder has no overdue deliveries or unperformed services intended for FMOGH.
2. Bidder did not participate as a consultant in the preparation of the design or technical specification of the GOODS/ SERVICES subject of the bid.

This Supplemental/Bid Bulletin No. 26-07 shall form part of the Bidding Documents. Any provisions in the Bidding Documents inconsistent herewith is hereby amended, modified and superseded accordingly.
