READ | DILG to Prioritize Nutrition in the First 1,000 Days of a Child’s Life

As the Early Childhood Care and Development Council (ECCD Council) transitions into the Department of the Interior and Local Government (DILG) as an attached agency in 2026, the Department is focusing on improving the nutritional needs of children during the crucial first 1,000 days of life.

DILG Secretary Jonvic Remulla underscored the importance of proper nutrition in a child’s early years, saying that it directly affects lifelong development. “The most critical part of a young person’s development is in the first 1,000 days. And in the Philippines, nutrition seems to be the most deficient part. More than exposure to learning materials, it is nutrition where we are lacking,” he said during a budget hearing on Thursday.

Secretary Remulla emphasized that enhanced nutritional support during this period could be key to unlocking the full potential of Filipino children. He said the DILG will work closely with local government units (LGUs) to strengthen feeding programs and ensure greater access to nutrition-focused interventions in Child Development Centers (CDCs). “If we can have better intervention through the mandatory feeding of children, it will go a long way in increasing the mean IQ development of our children,” he added.

He also pointed out the strong link between early childhood nutrition and cognitive performance. “The functional IQ for a working person in a factory in a province in Cavite is about 90, which is functionally literate enough to operate. But the national average is around 86. That is not because of the lack of education but the poor nutritional value of children’s upbringing at a young age,” Remulla said.

To close these gaps, the DILG urges both local and national governments to ensure that every barangay has an operational CDC capable of delivering quality child development and nutrition programs. Currently, over 28,000 barangays have CDCs, but more effort is needed to expand access and raise service quality.

Republic Act No. 12199, or the Early Years Act of 2023, mandates LGUs to deliver ECCD programs centered on proper nutrition, education, and holistic care. Under this law, the ECCD Council becomes an attached agency of the DILG, co-chaired by the DILG Secretary and the Secretary of the Department of Education (DepEd).

President Ferdinand R. Marcos Jr. has also allotted one billion pesos for the establishment of additional CDCs in barangays without such facilities, ensuring that more communities can provide early education and nutritional support to children.

Through stronger ECCD implementation and improved nutrition programs, the DILG reaffirms its commitment to giving every Filipino child the best possible start in life, building a healthier, smarter, and more capable generation for a Bagong Pilipinas.

Baroy Secures 100% Performance Based Grant Allocation for Tranche 2

The Municipality of Baroy has once again proven its commitment to quality service delivery and good governance as it successfully underwent a three-day External Verification for the Performance-Based Grant (PBG) Tranche 2. The verification, conducted by Lochan and Co., took place from October 20 to 22, 2025, at the Municipality of Baroy.

During Tranche 1, the municipality was also chosen for external verification, which granted the municipality a 100% tranche allocation for the first tranche. For Tranche 2, Baroy was selected as the replacement municipality in the province of Lanao del Norte to undergo external verification. The assessment utilized the PBG Assessment Tool, which measures performance across six key indicators. The process involved house-to-house visits focusing on health and nutrition services for children, pregnant women, and postpartum mothers in Barangays San Juan, Village, and Baroy Dacu.

In addition to the PBG Assessment Tool, the Financial Management Assessment Checklist (FMAC) was also employed during the verification. The FMAC covers four critical areas: work and financial plan, utilization, disbursement, and financial documentation (SORD, CSF, and SSAF). The Municipality of Baroy achieved impressive results: PBG Assessment Score: 205 out of 220 points (equivalent to 93%); FMAC Score: 98 out of 100 points (equivalent to 98%). According to the assessment tool, municipalities that score between 91% and 100% are entitled to receive 100% of the Tranche 2 grant release. With its scores, the Municipality of Baroy has successfully qualified for the full grant allocation.

This achievement was made possible through the collective efforts and unwavering dedication of the Municipal Nutrition Technical Working Group, under the leadership of Municipal Mayor Hon. Rosa D. Olafsson, and the Municipal Health and Nutrition Office, headed by Dr. Wiljelyn Bual-Abamonga MHO/MNAO. Special recognition is also given to the barangay-based Health and Nutrition Workers, including Nurses, Midwives, Barangay Health Workers (BHWs), and Barangay Nutrition Scholars (BNS), along with the supportive Barangay Councils.

With this milestone, the Municipality of Baroy reaffirms its readiness for the next phase of program implementation under Tranche 2. The local government remains committed to ensuring efficient and effective service delivery, anchored in transparent and accountable financial management.

The Rural Health Unit of Tubod - Municipal Nutrition Office successfully conducted the Barangay Nutrition Scholars’ Coordination and Updates Meeting last October 13, 2025, at the RHU Tubod 2nd Floor Building. The activity began with a prayer, followed by the presentation of the day’s agenda.

The meeting covered five important topics:
• OPT Plus Report 2025
• PMNP Status and Information System
• Barangay Nutrition Scholar Regional Conference
• Nutrition Promotion on Pinggang Pinoy, Nutritional Guidelines for Filipinos, and 10 Kumainments
• Other Matters

During the discussion, the OPT Plus 2025 updates were presented to the barangays, focusing on their targets, accomplishments, and data quality checks. The PMNP Information System was also highlighted, including updates on the PMNP application, resumption of scorecard interviews, and validation of data entries from the Target Client List (TCL), OPT Plus, and PMNP application. Updates were also shared on the PMNP Internal Verification for Tranche II release.

The BNS Regional Conference agenda included the presentation of the itinerary, transportation details, and discussion of barangay concerns regarding the activity.

Meanwhile, the nutrition promotion session featured discussions on Pinggang Pinoy, the Nutritional Guidelines for Filipinos, and the 10 Kumainments. Participants, composed of community volunteer workers, were given flyers and brochures to help promote these nutrition messages within their communities.

A special message was delivered by Dr. Maria Filipina C. Camins, the Municipal Health Officer (MHO), who emphasized the importance of community volunteer work, teamwork, and unity in achieving health and nutrition goals. She also encouraged the creation of breastfeeding support groups to help promote and sustain breastfeeding practices in the community.

The meeting was facilitated by Ms. Cholie Mae C. Lahoylahoy, Municipal Nutrition Action Officer (MNAO); Ms. Helen Tangcalagan, Nurse (NDP); and Ms. Alzenjoan Icalina, NDDP, who shared responsibilities in presenting updates and lectures throughout the session.

The activity served as an opportunity to strengthen coordination among Barangay Nutrition Scholars and ensure continuous efforts toward improving the nutritional status of Tubod’s communities.

Guillen and DOH CHD-NM Regional Director and Chairperson of RNC X, Dr. Sulpicio Henry M. Legaspi, Jr. The meeting convened nineteen (19) representatives from various agencies and stakeholders, namely CMU-BIDANI, CMU DND, CHED, CPD, DAR, DA RFO, DENR, DEPDev, DOH CHD-NM, DOLE, DPWH, DSWD (EPAHP & SFP), NM Chapter of the NaBNS Federation Incorporated, OCD and PIA.

The term "persons with disabilities" (PWDs) refers to individuals with long-term physical, mental, or sensory impairments that significantly limit one or more major life activities.

According to the World Health Organization (WHO), PWDs often experience poorer health, shorter lifespans, and greater barriers to daily functioning due to health inequities. They are at higher risk of developing conditions such as depression, diabetes, and stroke, and frequently encounter inaccessible health facilities and transportation.

PWDs should be supported to achieve optimal nutrition and health by ensuring a balanced diet, maintaining an active lifestyle and inclusive environment. Preparing individualized meal plans and learning simple recipes can help meet their specific nutritional needs.

After the deliberation of the Regional Garden of Go, Grow, and Glow (G4) Technical Working Group (TWG), National Nutrition Council (NNC) Region X is pleased to announce the winners of the 2025 Regional Search for the Best G4 Local Government Unit–Household (LGU–HH) Category!

G4 was launched by the Regional Nutrition Committee (RNC) X in July 2005 and has been fully supported by the Regional Development Council (RDC) X through Resolution No. 33, series of 2005. The initiative serves as a practical approach to strengthening food security, combating malnutrition and improving the nutritional status of local government units. It is also aligned with the region’s commitment to Sustainable Development Goal 2 - End hunger, achieve food security and improved nutrition, and promote sustainable agriculture.

In celebration of the 80th World Food Day with the theme “Hand in Hand for Better Food and a Better Future,” NNC Region X reaffirms its commitment to advancing food security and transforming agri-food systems through G4. 16 October 2025, Cagayan de Oro City – The National Nutrition Council (NNC) Region X participated in the observance of Breast Cancer Awareness Month, with the theme "Pink October," organized by the Department of Health Center for Health Development - Northern Mindanao (DOH CHD-NM) on 10 October 2025, at the Activity Center, Ayala Centrio Mall, this city.

The event aimed to raise public awareness about breast cancer prevention and early detection. NNC Region X contributed to the activity by offering free nutrition services emphasizing the crucial role of nutrition and healthy diet in preventing non-communicable diseases (NCDs) such as breast cancer.

Breast cancer is one of the most common cancers affecting women worldwide. According to the World Health Organization (WHO), an estimated 2.3 million women were diagnosed with breast cancer in 2022, resulting in 670,000 deaths globally. In the Philippines, the 2022 Philippine Cancer fact sheet reported that breast cancer remains the leading type of cancer, accounting for 33,079 cases (31.2%), and predominantly affects Filipino women.

Certain lifestyle-related factors can increase the risk of developing breast cancer, particularly poor diet and lack of physical activity. Being overweight or obese, drinking alcohol, and smoking are among the modifiable risk factors that contribute to its development.

During the event, Nutrition Officer II Patrick John D. Gonzales, Project Development Officer I Candice Margarette Mongas, and GIP Intern Laurence Jocma represented NNC Region X. They provided nutrition assessment and counseling to participants, emphasizing healthy eating habits, maintaining an ideal body weight, and adopting an active lifestyle as preventive measures against non-communicable diseases. A total of 30 participants were catered at NNC Region X booth.

Participants also received IE materials, such as Pinggang Pinoy, which illustrates a plate divided into 4 food groups (rice, meat, fruits, and vegetables) or simply the Go, Grow, and Glow foods. Along with this, NO II Gonzales and PDO I Mongas promoted the principles of nutrition: moderation, variety, and balance. These materials serve as practical guides for Filipinos to make healthier food choices and live more actively.

NNC Region X continues to advocate for proper nutrition as a cornerstone of health and wellness by encouraging individuals to make informed food choices and engage in regular physical activity to support the goal of reducing the risk of breast cancer and other illnesses.

Last October 6, 2025, the Rural Health Unit (RHU) of Tubod, through the Municipal Nutrition Office, conducted a Breastfeeding Orientation for municipal employees at the 2nd Floor, Tubod Business Community Center Building. The activity aimed to promote proper breastfeeding practices and raise awareness on its vital role in nutrition and child development.

The session was facilitated by Ms. Alzenjoan J. Icalina, NDDP, and Ms. Cholie Mae C. Lahoylahoy, Nurse and MNAO, who thoroughly discussed the following topics: Benefits of Breastfeeding to the Baby, Mother, and Community; Risks of Artificial Feeding; Proper Positioning and Attachment; Common Concerns in Breastfeeding; and Manual Expression of Breastmilk—its collection, handling, storage, and cup feeding.

Participants learned how breastfeeding supports infant immunity, strengthens the mother-child bond, and contributes to the overall health of the community. The speakers also stressed the importance of proper positioning and milk storage, especially for working mothers.

Aside from the main topics, the facilitators shared the 10 Kumainments and Nutritional Guidelines for Filipinos (NGF) for adults to encourage healthy eating habits. Flyers and educational materials were also distributed to reinforce the discussions.

Through this orientation, the RHU Tubod continues to advocate for proper nutrition, promote breastfeeding-friendly workplaces, and empower employees with knowledge that supports the well-being of mothers and children in the municipality.
