way back 2009 creator / founder : agent asero

and was absorbed by MCPF pwd Director Louie Golla since 2013

“PERSONS WITH DISABILITY PARKING BA AY PARA LANG SA 4 WHEELS”

Ito ang tanong na madalas nagiging sanhi ng argumento sa parking area. Maraming nagsasabi: “Motor lang yan, hindi pwede sa Persons With Disability slot.” Pero kapag tiningnan natin ang layunin ng batas, malinaw na hindi gulong ang basehan—kundi ang pangangailangan ng Persons With Disability.

Sa ilalim ng Republic Act No. 7277 at ng Republic Act No. 9442, kinikilala ang accessibility rights ng Persons with Disabilities. Ibig sabihin, ang mga establisyimento ay kailangang magbigay ng mga pasilidad—tulad ng Persons With Disability parking—na magpapadali sa pagpasok at paglabas ng Persons With Disability, lalo na ng mga hirap maglakad o gumalaw.

Kaya kung ang isang Persons With Disability ay gumagamit ng kotse, tricycle, modified motorcycle, o mobility scooter, hindi nawawala ang kanyang karapatan sa accessible parking kung ito ay kailangan niya dahil sa mobility limitation. Ang diwa ng batas ay malinaw: ang Persons With Disability parking ay ginawa para sa accessibility, hindi para sa uri ng sasakyan.

Pero may mahalagang paalala: hindi lahat ng may PWD ID ay dapat gumamit ng Persons With Disability parking. Ang slot na ito ay para sa mga Persons With Disability na talagang may mobility impairment—halimbawa ay gumagamit ng wheelchair, may saklay o prosthetic, o hirap maglakad ng malayo. Kapag kaya naman nating maglakad nang maayos, ang pinakamakatarungang gawin ay ibigay ang espasyong iyon sa mas nangangailangan.

Sa madaling salita:
Persons With Disability Parking = Accessibility, hindi Convenience.

Hindi ito tungkol sa dami ng gulong—kundi sa pagrespeto sa karapatan ng kapwa Persons With Disability.

Kung naniniwala kang dapat malinaw at patas ang paggamit ng Persons With Disability parking, i-SHARE mo ito para mas maraming Pilipino ang matuto.

Hindi maliit na bagay ang paglabag sa karapatan ng Persons With Disabilities.
Hindi ito “diskarte.”
Hindi ito “policy ng store.”
Hindi ito “bahala na.”

👉 Kapag hindi binigay ang tamang discount
👉 Kapag hindi in-honor ang PWD ID
👉 Kapag may discrimination

May katapat itong parusa.
