On September 29, 1898 , during the late Spanish era , a board of health was organized, composed of nurses; sanidades and physicians. Then in 1899, after the defeat of the Philippine forces led by General Emilio Aguinaldo, the Americans established an interim military government with General Arthur Mc Arthur, father of General Douglas Mc Arthur, as the acting military governor. As soon as peace and order was established, a civilian governor was appointed in the person of, William Howard Taft. Governor Taft observed the poor, unhygienic condition, Malnutrition and disease proliferation in the island. Hence, he sought the assistance of the American Red Cross. The Taft government likewise requested for aid and support from the U.S. The American Medical Association advised that in order to facilitate aid and support from the U.S. congress, it had to be through a Medical society. Hence Governor Taft then recruited the brigade surgeon of the 7th U.S. army corps, Major John Rich Mc Dill. and on July 9, 1902, the Manila Medical Society was formed with Dr. Mc Dill as president. The Manila Medical Society then requested U.S. congress for aid and assistance in the health care delivery to the entire islands. However, the U.S. Congress response was that since the Manila Medical Society is only an organization of urban scope, it did not qualify for a U.S. Congress approval. Governor Taft determined to pursue his request for U.S. Congress assistance instructed Dr. Mc Dill to organize a broader national medical association. Hence with, the Manila Medical Society as the nucleus, together with the members of the Collegio Medico Farmaceotica de Filipinas, the Philippine Islands Medical Association was founded on the 15th of September, 1903 with Dr. Joseph M. O’Connor as its first president. Since then the health budget of the Taft government was subsidized by the U.S. congress until the Philippines was granted its independence

The Philippine Islands Medical Association organized Filipino physicians and updated their professional expertise. It influenced the government to form a second medical school, the precursor to UP-PGH (UST being the first) and organized a national health system that controlled communicable diseases, malnutrition and Tuberculosis, Leading to the setting up of the Santolan Sanitarium for the treatment of Tuberculosis. The PIMA also founded the bureau of health and worked for the establishment of St. Paul hospital; Mary Johnston hospital and the Philippine General hospital. It also organized the bureau of research laboratories and developed farms which produced sera; vaccine; and biological chemicals of medical use. PIMA discovered Beriberi in the new born and it developed “tikitiki” from rice bran as treatment. The Philippine Islands Medical Association adapted and amended the American Medical Association Code of Ethics. In 1934, it created the Liga Anti Cancerosa de Filipinas (the Philippine Cancer society) ,and the Women’s auxiliary to the PIMA to assist the association’s activities. The PIMA likewise set up Cancer hospitals with diagnostic and therapeutic facilities. In 1939, the PIMA president was elected in congress and moved legislations for the establishment of the Department of Health. In July 1946, the Philippines became independent from the United States, thereby the PIMA lost its U.S. congress subsidy. The PIMA changed its name to PMA or the Philippine Medical Association. Now named Philippine Medical Association, it created the board of examiners in Medicine and Surgery. In 1954, it joined the World Medical Association and later founded CMAAO. During the incumbence of President Quirino, a Medicine day was declared, which later became endorsed to be the Medicine Week, by President Magsaysay. During the term of President Garcia, these dates were observed in every 4th week of September. The PMA also created the food and drug administration, and likewise requested President Marcos to create the Medicare commission which later became the present day Philhealth. The PMA likewise launched the MARIA project which send physicians to doctorless rural communities in the Philippines. The Philippine Medical Association, also a member of the MASEAN celebrated its 110th anniversary last September 15, 2013. And this coming May 2014 ,it will hold its 107th Annual Convention, with Dr. Leo Olarte as it’s incumbent president, with numerous delegates representing the 118 Component Societies; 8 Specialty Divisions with its Specialties and Subspecialties, 36 Affiliate Medical Societies. The Philippine Medical Association hopes to succeed in ratifying the Proposed Amendments to the PMA Constitution and By-Laws and the PMA-FILINVEST building project during the General Assembly. There are approximately 140 thousand Filipino physicians in the whole world and half of which are Philippine based. All are cheering “Mabuhay PMA“, with its world class excellence and expertise.

OFFICIAL STATEMENT ON THE PROLIFERATION OF UNAUTHORIZED MEDICAL PRACTICE

The Philippine Medical Association (PMA), the duly recognized national association of physicians licensed to practice medicine in the Philippines, expresses grave concern over the increasing reports of individuals engaging in the unauthorized and illegal practice of medicine in various parts of the country.

Under Section 8 of Republic Act No. 2382, otherwise known as the Medical Act of 1959, no person shall engage in the practice of medicine in the Philippines unless he or she:
(1) is at least twenty-one (21) years of age;
(2) has satisfactorily passed the prescribed medical board examination; and
(3) is a holder of a valid Certificate of Registration issued by the Board of Medical Examiners (now the Professional Regulation Commission (PRC).

Section 10 of the same Act clearly defines what constitutes the practice of medicine, including, among others, the physical examination of patients, diagnosis, treatment, operation, or prescription for any ailment, injury, or condition—whether or not done for compensation.

We have received alarming reports of individuals performing medical procedures and offering diagnostic or treatment services without the legal authority to do so. These unlawful acts not only violate existing laws but also endanger the health, safety, and lives of the Filipino people. There are already documented cases of injuries suffered by patients at the hands of these unqualified individuals. The PMA maintains that the prescription and/ or administration of any medication (commercially manufactured or medicinal concoctions) either oral, inhalational or through Intravenous is within the realm of the legal practice of medicine. Hence, these should only be done, or directly supervised by a licensed physician.

The PMA strongly condemns these illegal practices and calls on law enforcement authorities to urgently investigate and prosecute these offenders to the fullest extent of the law.

We also urge the public to exercise caution and vigilance. Please ensure that the individuals providing you with medical care are licensed physicians with valid Certificates of Registration issued by the PRC. You may verify the status of a doctor through the official website of the PRC or by contacting your local PMA chapter.

To further protect the public, the PMA is actively coordinating with government agencies and other stakeholders to raise awareness, promote regulatory enforcement, and ensure that only competent, licensed medical professionals are entrusted with the health and well-being of our citizens.

The unauthorized practice of medicine is not only a criminal offense—it is a direct threat to human life.

Let us all work together to uphold the integrity of the medical profession and safeguard the health of our nation.

PMA POSITION PAPER ON THE USE OF AN ONLINE DRIVER’S LICENSE RENEWAL BY THE LTO

The Philippine Medical Association the recognized Mother organization of more than 105,000 registered medical practitioners in the Philippines would like to take issue on recent developments in the implementation of a Land Transportation Office Online Driver’s License Renewal in the Philippines. Recently the memo from the LTO mentions it is to be implemented with several guidelines put into place. Included here is the use of an online application with questions to be answered online by applicants renewing their driver’s license regarding their health status and individual health details without actual physician verifying the entry made by the applicant. We are cognizant of the clamor for assistive medical technology gadgets/ applications to hasten input of medical data. However, any data to be put in the digital application must be verified by an examining physician. Entries of Vital signs to include Blood pressure, respiratory rate and Heart rate plus actual measurement of visual acuity must be administered and actually done by the examining physician. It is not acceptable to put in entries without physical verification because this could be open to fraudulent entries. Actual physical examination which allows the Physician to survey and see the applicant’s entire body could determine issues like compromised mobility status such as partial paralysis/body weakness (i.e. from stroke or accidents), also actual partial visual impairment or disability could be falsely answered as normal in the online app. The online app would readily accept any entry placed in it and prevents a truthful reporting of the Applicant’s physical status. False physical attributes would be detrimental and unsafe for both the Drivers and the riding public. We therefore submit and strongly request the Land Transportation Office not to rely solely on the entries in the proposed online app but to retain the services of a Physician in the accredited Medical Clinic to validate medical entries in its digital application and help give a truthful medical clearance for an applicant to renew the Driver’s License.

On another item in the accompanying LTO memo, it was mentioned that LTO is encouraging its accredited Medical Clinics to form a group/association of Accredited Medical clinics and Driving schools. The supposed association is to issue their certificate of good standing for accreditation. It is understood that Associations are formed by those with common interest and their purposes include advancing opportunities for professional education/advancement, networking & support, upholding ethical standards, research and advocate for community needs. The Philippine Medical Association oversees and provides accreditation of Physicians in medical clinics to ensure and validate a medical practitioners’ professional standard, in this case, giving medical clearance for public safety concern of the drivers and the riding public. Under the PMA are specialty and affiliate societies with accredited training given to physicians to attain the level of specialization or expertise to grant these medical clearances. Any new association formed with medical purpose must have its purpose and processes approved by the PMA before it could legitimately give a certificate of good medical practice. The PMA accreditation and certification of medical clinics do not entail much expenses more so do not include recurring monthly dues nor annual payments for clinic and individual physicians for accreditation unlike guidelines as mentioned in the LTO memo. The PMA continues to monitor the clinic Physician’s continuing medical education to maintain a high level of competency without the recurring burdensome expenses and PMA certification is renewed regularly every year. We therefore suggest that the LTO coordinates with the Philippine Medical Association to accredit and maintain the high professional standards of the Physicians and the Medical Clinics without need for a new medical association incurring much high cost on accreditation. Truth in fact, the Philippine Health Insurance (PHILHEALTH) accepts only Physicians who are given updated Certificate of good standing by the Philippine Medical Association to be accredited as a PHILHEALTH accredited medical provider/practitioner. This is because, Philippine Medical Association ensures high medical competence and ethical practice of its active members. We believe the PMA accreditation of good medical practice would be enough for the LTO’s purpose of ensuring Drivers and riding public safety.
