400K PhilHealth members in Region III now ready for Konsulta
BATAAN - As of September 20, 2022, Bataan recorded the highest number of PhilHealth members assigned to accredited Konsulta facilities at 139,054. This is followed by Nueva Ecija at 102,654, Pampanga 63,397, Tarlac with 42,956, Bulacan 32,838, Zambales 19,118, and Aurora with 2,907 assigned members.
This sums up to a staggering 402,924 members assigned to Konsulta facilities in Region III and ready to avail of their primary care benefits under the PhilHealth Konsulta (Konsultasyong Sulit at Tama) package.
One of the champions of Universal Health Care (UHC) and PhilHealth Konsulta is Governor Jose Enrique “Joet” S. Garcia of Bataan. Gov. Garcia led the implementation of UHC and Konsulta programs in the province, thereby ensuring 100% accreditation of their Rural Health Units since May of this year.
With the Rural Health Units and government hospitals geared for Konsulta, each of the 12 municipalities/cities in Bataan can now provide Konsulta benefits to the assigned PhilHealth members.
No less than Gov. Garcia and Balanga Mayor Francis Anthony S. Garcia have both utilized the PhilHealth Member Portal to register themselves into their preferred Konsulta facilities. The PhilHealth Member Portal can be accessed at www.philhealth.gov.ph online services.
A PhilHealth member can also be assigned to his/her preferred Konsulta facility through any of the following channels for assisted registration:
1. Social Worker in Accredited Konsulta Facility
2. Local Government Unit (LGU)
3. PhilHealth Local Health Insurance Office (LHIO)
4. Corporate Action Center @ 0917-898-7442
Meanwhile, there are already 243 Accredited Konsulta faciltites in Region III and counting. Pampanga has 58, Bulacan 56, Nueva Ecija 43, Bataan with 28, Tarlac 28, Zambales with 25, and Aurora 5. Hence, all PhilHealth members in Central Luzon can now register to their preferred Konsulta facilities to be able to use the following Konsulta benefits:
Services:
1. Consultation and case management
2. Preventive health services
3. Assistance in accessing services in sub-contracted or partner facilities
4. Referral to specialty and high level care
13 Laboratory/Diagnostic Examinations
CBC with platelet count, urinalysis, f***lysis, sputum microscopy, f***l occult blood, pap smear, lipid profile, FBS, oral glucose tolerance test, ECG, chest X-ray, creatinine, and HBA1c
Drugs and Medicines
Anti-microbial, fluid and electrolytes, anti-asthma, anti-pyretics, anti-diabetic, anti-dyslipidemia, anti-hypertensives, anti-thrombotics, and anti-histamine

“The leadership and continuous support of partner LGUs, health care providers (HCPs), and stakeholders regionwide had been instrumental to the increasing number of accredited Konsulta facilities, uninterrupted provision of primary care services and benefits, registration/ assignment of beneficiaries to Konsulta facilities, use of Konsulta package, and information and education campaign of PhilHealth programs to public”, Edgardo F. Faustino, Acting Vice President of PhilHealth Regional Office III (PRO III) said.
PRO III used its Konsulta ABC strategy which stands for Accreditation, Benefits, and Capitation, and customized cost-recovery matrix developed by Edmond M. Manuel, Head of Local Health Insurance Office (LHIO) Bataan, to achieve its targets. This innovation involves systematic processes to engage the support of partners, stakeholders, and members on the Konsulta program.
All LHIOs and support offices of PRO III have continuously collaborated and engaged with LGUs, health care facilities, employers, media partners and public and private agencies to provide orientations, discussions, assistance to accreditation, registration and assignment to Konsulta facilities, use of system, actual use of Konsulta package by the members, processing of payment to Konsulta facilities, and monitoring of implementation in Central Luzon.
PRO III has committed to closely monitor and ensure payments of Konsulta to partner health care facilities to support the continuous and increasing availment of the benefits by the members. As of September 15, 2022, PhilHealth paid Php 3.1 million to partner Konsulta facilities in Central Luzon for the primary care services availed of by the assigned members.
Faustino further underscored during the meeting with media partners that “we are really grateful to you our partners (and members) for the opportunities you have given to us to provide you PhilHealth updates and developments in our program. We look forward to stronger and better relationship with you our dear partners (and members). The PhilHealth Konsulta is really intended for outpatient, the purpose is to provide access to primary care services for early detection, diagnosis and case management. This is to make the proper diagnosis (of the member), and if higher level care will be necessary, the member will be properly referred to higher level of facility.” # # #
