- Why MAIFIP Must Go Straight to PhilHealth - and Why “Guarantee Letters” Are a Political Scam

Let’s stop pretending. The moment healthcare needs a politician’s “guarantee letter,” it stops being ayuda and becomes utang-na-loob. At doon nagsisimula ang kabulukan.
Medical Assistance to Indigent and Financially Incapacitated Patients (MAIFIP) is supposed to help the indigent and financially incapacitated.
Pero bakit parang campaign office ang ospital? Bakit kailangan mo munang pumila sa opisina ng kongresista bago ka pumila sa ER?
Bakit may pirma ng pulitiko bago ka mabuhay?
That guarantee letter is not help.
It is patronage politics wearing a stethoscope.
Sa sistema ngayon, the poor are forced to beg - not to doctors, not to social workers, but to politicians.
Parang sinasabi ng gobyerno:
👉 “Hindi sapat na ikaw ay may sakit. Kailangan may padrino ka.”
That is not public service.
That is feudalism with a letterhead.
This is why MAIFIP funds should be given directly to PhilHealth.
PhilHealth is designed to work on rules, coverage, medical necessity, and equity - hindi kung kaninong mukha ang nasa tarpaulin, hindi kung sinong mayor o congressman ang kilala mo.
PhilHealth doesn’t ask you to say “Thank you, Congressman.”
It asks for your member number, diagnosis, and hospital claim.
As it should.
Because once a lawmaker controls access to medical care, healthcare becomes political leverage or currency.
Isang pirma kapalit ng boto.
Isang guarantee letter kapalit ng katahimikan.
Isang hospital bill kapalit ng loyalty.
Let’s call the guarantee letter what it really is:
• A gatekeeping tool
• A photo-op voucher
• A receipt of political debt
Kung totoo ang malasakit, bakit kailangan ng mukha ng pulitiko?
Kung totoo ang tulong, bakit kailangan ng pirma ng mambabatas?
Kung karapatan ang healthcare, bakit parang limos ang proseso?
Strengthen PhilHealth.
Expand benefits.
Fix reimbursements.
Tanggalin ang middleman na pulitiko.
Because healthcare should never depend on who you voted for.
Because Illness should not be leveraged for utang na loob.
Because no Filipino should kneel for medicine already paid for by their taxes.
Ibigay ang MAIFIP sa PhilHealth.
Ibasura ang guarantee letter.
Tapusin ang political patronage sa pagpapagamot.
Dignity is not a favor.
Healthcare is not a campaign promise.
And survival should never require a politician’s signature.
