Empowering the Frontline | PN HIV/AIDS Training of Healthcare Workers for Counseling to Testing

The PN Human Immunodeficiency Virus (HIV)/ Acquired Immunodeficiency Syndrome (AIDS) Training of Healthcare Workers for Counseling to Testing served as a cornerstone program, empowering our medical service personnel with advanced counseling techniques and technical competencies to deliver client‑centered, evidence-based HIV testing services. The training was held last 03-07 November 2025 at the CPO Clubhouse, Fort Bonifacio, Taguig City.

In collaboration with the US Department of Defense PEPFAR, Taguig City Local Health Unit and several PN Military Treatment Facilities (MTFs), this training further benefited from global best practices and technical support tailored to military and health-care settings. Through this partnership, we’re leveraging military-to-military expertise to strengthen testing, prevention, and linkage to care which ultimately broadens our network of trained health professionals who provide stigma-free, high-quality HIV services.

The training was honored by the presence of COL DINO ANTHONY P FLORES MC(MNSA), The Chief Surgeon Navy whose remarks underscored the Philippine Navy's commitment to health, readiness, and compassion. LABAN NA MAY PUSO | Medlympics 2.0: Laro ng Lahi

As part of the pre-anniversary activities for the 90th Philippine Navy Medical Service Founding Anniversary, the PNMS held Medlympics 2.0: Laro ng Lahi at the BNS Grandstand, MBRB, Fort Bonifacio, Taguig City on 03 October 2025.

The program began with a warm welcome from COL PETER TOM T ALANGUI VC(GSC), followed by the ceremonial torch lighting led by COL JEPUNNEH YSHMAELLE N LINTAG MAC(GSC). COL FELIX M ABAY II VC(GSC) then delivered the oath of sportsmanship to officially commence the competition.

Wearing the proud colors of the Yellow, Blue, and Maroon Teams, participants showcased energy, determination, and teamwork throughout the activity. The Modified Sack Race brought cheer and laughter, the Tug of War tested collective strength, the TCCC Challenge highlighted life-saving knowledge and skills across eight stations, and the crowd-favorite Sumo Challenge brought excitement to all.

In his closing message, The Chief Surgeon Navy, COL DINO ANTHONY P FLORES MC(MNSA), emphasized that Medlympics 2.0 is not only a celebration of fun and camaraderie, but also a tradition that promotes wellness, unity, and the enduring values of the PNMS. He further highlighted that such activities lay the foundation for traditions that will inspire future generations of PN medical service personnel.

This activity stands as a testament to the 90 years of service, legacy, and teamwork of the Philippine Navy Medical Service—anchored in care and committed to the welfare of sailors, marines, civilian human resources, and their families. ⚓💙

Strengthening Health in the Visayas | TCSN Visits Naval Forces Central

The Office of the Chief Surgeon Navy, led by COL DINO ANTHONY P FLORES MC(MNSA), conducted a Staff Visit at Naval Forces Central (NFC), Lapu-Lapu City, Cebu last 02 September 2025 to assess medical readiness and strengthen healthcare collaboration in the Visayas region.

COL FLORES MC, together with his team — 1LT CHEZLENE L BENDO MAC and Ms. Rebecca Mildred A. Gaanan CivHR — was warmly welcomed by COMMO JOSELITO E DE GUZMAN PN, Commander, Naval Forces Central. The courtesy call was highlighted by the signing of the Guest Book and a photo opportunity to commemorate the occasion.

The delegation then proceeded to the Hall of Flags for an Executive Session attended by the NFC Command Team, selected NFC Staff, the Commander of Naval Installation and Facilities – Central, and the Commanding Officers of NBRR Medical and Dental Dispensaries. This was followed by a briefing on the PN Medical Reimbursement Policy, which saw active participation from NFC and NIFC personnel, ensuring greater awareness of health benefits and support programs for Navy personnel and their families.

This engagement underscored the Philippine Navy Medical Service’s steadfast commitment to responsive, sustainable, and mission-ready healthcare support for the Sailors, Marines, and civilian personnel. ⚓💙

The Office of the Chief Surgeon Navy, led by COL DINO ANTHONY P FLORES MC(MNSA), conducted a Staff Visit at the Western Naval Command from 17 to 19 July 2025 to assess medical readiness, strengthen collaboration, and reinforce health service support in the area.

COL FLORES MC and his team — LTC JULAND P SANGOY MC, 2LT PATRICIA GAYL V REYES MAC, and CPO Maria T Naval PN — were warmly received by COMMO CHARLES MERRIC A VILLANUEVA PN, Deputy Commander WESCOM, along with CAPT JOSEPH C GALVEZ PN(GSC), COL JOEL F BONAVENTE PN(M)(GSC), CAPT ROGELIO B UNAY JR PN(GSC), CAPT NORMAN L ELUMBA PN(GSC) and COL RACHELLE C JUDILLA MC(GSC).

In celebration of the 127th Philippine Navy Founding Anniversary with the theme “PN@127: Addressing Challenges, Promoting Regional Stability, and Strengthening Maritime Security”, the Office of the Chief Surgeon Navy conducted the PN Mental Health, Psychosocial, and Spiritual Wellness Summit and Fair CY 2025 last 19 June 2025 at CPO Clubhouse, NSJF, Fort Bonifacio Taguig City.

The event highlighted the Navy’s commitment to fostering resilience, promoting holistic wellness, and breaking the stigma surrounding mental health. With enlightening discussions on su***de awareness, social media and gambling, digital threats, and spiritual wellness, the summit empowered participants with knowledge and tools to safeguard psychological well-being.

In response to recent updates from the Department of Health (DOH), the 𝐎𝐟𝐟𝐢𝐜𝐞 𝐨𝐟 𝐓𝐡𝐞 𝐂𝐡𝐢𝐞𝐟 𝐒𝐮𝐫𝐠𝐞𝐨𝐧 𝐍𝐚𝐯𝐲, issues this health advisory regarding 𝗠𝗣𝗢𝗫 — a viral disease with confirmed and suspected cases now reported within national territory.

𝗠𝗣𝗢𝗫 is a viral infectious disease transmitted through close physical contact, respiratory droplets, and contaminated materials. Most cases are mild to moderate, but vulnerable individuals (children, immunocompromised, or those with underlying health issues) may develop complications.

📍 𝗛𝗼𝘄 𝗠𝗣𝗢𝗫 𝗦𝗽𝗿𝗲𝗮𝗱𝘀
• Direct skin-to-skin contact with rashes, lesions, or body fluids
• Respiratory droplets during prolonged face-to-face exposure
• Touching contaminated objects such as clothing, linens, or surfaces
• High risk settings include shared housing, crowded environments, and close contact gatherings.

🧼 𝗣𝗥𝗢𝗧𝗘𝗖𝗧𝗜𝗢𝗡 𝗠𝗘𝗔𝗦𝗨𝗥𝗘𝗦
All personnel are directed to:
✔️ Maintain strict personal hygiene – wash hands regularly
✔️ Avoid close contact with symptomatic individuals
✔️ Disinfect shared equipment and quarters
✔️ Refrain from sharing personal items

💉 𝗩𝗔𝗖𝗖𝗜𝗡𝗘 𝗦𝗧𝗔𝗧𝗨𝗦
⚠️ 𝗡𝗼 𝗗𝗢𝗛 𝗮𝗽𝗽𝗿𝗼𝘃𝗲𝗱 𝗠𝗣𝗢𝗫 𝘃𝗮𝗰𝗰𝗶𝗻𝗲𝘀 are currently available in the 𝗣𝗵𝗶𝗹𝗶𝗽𝗽𝗶𝗻𝗲𝘀.

Personnel experiencing any of the following signs and symptoms must immediately proceed to the nearest 𝗣𝗵𝗶𝗹𝗶𝗽𝗽𝗶𝗻𝗲 𝗡𝗮𝘃𝘆 𝗠𝗲𝗱𝗶𝗰𝗮𝗹 𝗧𝗿𝗲𝗮𝘁𝗺𝗲𝗻𝘁 𝗙𝗮𝗰𝗶𝗹𝗶𝘁𝘆 and undergo isolation protocols:
- Fever
- Rash

IN ACTION | International Maritime Exercise (IMX) 2025 at Manama, Bahrain last 09-21 February 2025

The PN Medical Service headed by the COL DINO ANTHONY P FLORES MC(MNSA), The Chief Surgeon, Navy as the Head of Delegation together with LTC DOMINGO MC, MAJ FERNANDEZ MAC, MAJ BALUNES MC, CPT BALDOVINO NC, HM2 Beira PN, HM3 Paraňal PN and other five (5) PN delegates participated in IMX 2025. Likewise, the TCSN was also the representative of the Flag Officer-In-Command, PN VADM JOSE MA AMBROSIO Q EZPELETA PN during the closing ceremony of the recently concluded largest IMX 2025.

The PN medical service is actively involved in Global Health Engagement specifically on Multinational Combat Casualty Care Exercise with the theme: Unified Response: Advancing Multinational Combat Casualty Care for Global Resilience from 15-21 Feb 2025 at Manama, Bahrain. This event was designed to bring together all medical services from different navies in the region to foster Interoperability, Strengthen Regional Partnership and Trust, and Enhance Medical Readiness. Overall, collaboration with partner nations supports Collective Security and Operational Effectiveness.

The highlight of the Medical Events is the conduct of Simulation Medical Exercise (SIMEX) wherein the Philippines teamed up with Australia, Bahrain, Jordan, Kazakhstan, Pakistan, the United States, and Uzbekistan. They simulated the realistic battlefield medical conditions to develop participants' decision-making, rapid medical interventions, and teamwork in high-pressure combat environment to prepare and enable them for jointness health response more effectively to challenges in a rapidly evolving maritime environment.

Ultimately, as the exercise wrapped up, the PN Medical Service remained steadfast and resolute as we full speed ahead to navigate beyond the horizon of underpinning the PN Health Service in support to naval operations.
