Human Rights and Human Trafficking Orientation and Foster Care & Adoption Seminar
The Municipal Social Welfare and Development Office (MSWDO), in partnership with the Local Committee Against Trafficking and Violence Against Women and their Children (LCAT-VAWC), successfully conducted the Human Rights Orientation and Foster Care & Adoption Seminar on December 09, 2025 at the Teen Center, San Clemente, Tarlac. The activity gathered barangay officials, LCAT-VAWC members, Secretaries, Brgy. VAW Desk Officers, and community partners to strengthen local awareness on human rights and promote family-based alternative care for vulnerable children.
The seminar began with the discussion about Foster Care and Legal Adoption, where Ms. Princess Dantes, RSW from PSWDO explained the processes, requirements, and responsibilities of foster and adoptive parents. Participants gained a clearer understanding of how these programs provide safe and nurturing homes for children who are abandoned, neglected, or in need of temporary or permanent family care.
A detailed discussion on overview of fundamental human rights, highlighting national and international laws that protect individuals—especially women, children, and marginalized groups—from discrimination, abuse, and violence was discussed by PLT Joel Simbre. The session emphasized the community’s role in upholding dignity, equality, and protection, and in ensuring that human rights are recognized and respected at the barangay level.
The open forum encouraged meaningful dialogue, allowing participants to clarify concerns and express interest in supporting child protection programs. The activity concluded with a call for sustained collaboration among the LGU, barangays, and partner agencies.
Overall, the seminar effectively strengthened the community’s knowledge of human rights and broadened awareness on foster care and adoption. The activity reaffirmed the municipality’s commitment to promoting dignity, protection, and a safe environment for all individuals—especially children and women.
