Preparing Europe’s public spaces requires more than coordination; it demands specialised expertise, scientific insight, and operational readiness against emerging threats.

Through its contribution to the European Conference on Public Space Security and Protection 2026, the UNICOPS Project highlights the importance of strengthening preparedness of public institutions, including higher education environments, against complex and evolving security risks, including CBRN threats.

Representing UNICOPS at the conference, Prof. Michał Bijak, Head of The Biohazard Prevention Centre / Centrum Zapobiegania Zagrożeniom Biologicznym, at the University of Lodz, will join the expert panel discussion, sharing his extensive experience in biological threat detection, response preparedness, and training of operational agencies across Europe.

With decades of involvement in EU security projects and international biosecurity initiatives, Prof. Bijak brings valuable expertise on strengthening institutional preparedness and enhancing cooperation between scientific, security, and operational communities.

Study visit at 📍Akademia WSB - WSB University, Poland

UNICOPS continues its fieldwork in Poland with another on-site assessment aimed at strengthening CBRNE preparedness across Europe’s higher education sector.

As universities face faster and more complex security challenges, our study visits reveal how campus systems perform under real conditions - from crisis decision-making and inter-agency coordination to safety culture and operational readiness.

Insights from these visits feed directly into the tailored protection framework UNICOPS is developing, including updated risk-mitigation protocols, practical security best practices, and a dedicated emergency-response platform.

Fieldwork is underway across Poland, Slovakia, the Czech Republic, Germany, Finland, Croatia, Estonia, Greece, and Cyprus to ensure the framework reflects diverse environments and real operational needs.

Awareness and preparedness are the first layer of protection on any campus.

At the American College of Thesaloniki, we met with students to discuss the risks open campuses face today and what effective preparedness looks like.

We also shared how UNICOPS is approaching these challenges with a layered framework, combining physical measures, technology, clear procedures, and human awareness into a single, coordinated approach.

📍 Second study visit at University of Zilina in Slovakia. ☣️ ☢️

The visit to the Žilinská univerzita v Žiline was carried out by Seris Konsalnet and ISEM Institute, together with Akademia WSB - WSB University and Uniwersytet Łódzki. The assessment focused on compliance with national and international safety standards, as well as the effectiveness of existing crisis-management procedures. The structured visit involved document review, on-site evaluations, and assessment of training and emergency readiness.

These findings play a key role in the development of a tailored protection framework we are currently designing, which will include enhanced risk-mitigation protocols, security best practices, and a dedicated emergency-response platform.

How prepared are universities to face CBRNE threats?

At UNICOPS, we’re assessing how well EU universities are prepared to prevent and respond to CBRNE (Chemical, Biological, Radiological, Nuclear, and Explosive) threats.

Our team is visiting universities across Poland, Slovakia, the Czech Republic, Germany, Finland, Croatia, Estonia, Greece, and Cyprus to review their safety systems, crisis management frameworks, and emergency procedures.

Our first visit took place at the Uniwersytet Łódzki, together with Seris Konsalnet and Dynamic Safety Corporation sp. z o.o., where we conducted reviews, meetings, and on-site evaluations.

Each visit helps us identify critical gaps and areas for improvement, and develop practical recommendations to strengthen resilience and safety on campus.

Welcome to UNICOPS, where we're building safer universities across Europe.

Universities are open and collaborative by nature, but this openness can also make them vulnerable to emerging security threats. UNICOPS is an initiative that aims to make academic environments safer and more resilient against chemical, biological, radiological/nuclear, and explosive (CBRNE) risks, while preserving their academic freedom and spirit of cooperation.

Supported by the Internal Security Fund (ISF), which contributes to ensuring a high level of security across the European Union, UNICOPS brings together 21 partners from 11 EU countries. Together, we will design and implement comprehensive, integrated systems to better understand, prevent, and respond to CBRNE threats within university settings.

Through surveys, research, and on-site visits, we will engage directly with faculty, students, security staff, and administrators to assess vulnerabilities and gather insights. The results will inform a tailored protection framework encompassing risk mitigation protocols, security best practices, and an emergency response platform.

Our journey officially began with the first partnership meeting hosted by the Uniwersytet Łódzki. Partners shared their plans for research, study visits, and training activities, as well as innovative tools such as virtual reality applications and the THOR serious game. We were also honoured by the participation of Mr. Wiktor Wojtas from the European Commission’s DG Migration and Home Affairs, who provided valuable insights into the EU’s current approach to CBRN security.

With the diverse expertise of all our partners, UNICOPS promises great things ahead.
