بمناسبة اليوم العالمي للمرأة – 8 آذار
يؤكد مركز د. حيدر عبد الشافي للثقافة والتنمية تمسكه الكامل بحقوق المرأة، باعتبارها جزءًا لا يتجزأ من حقوق الإنسان، وأساسًا لتحقيق الحرية والديمقراطية والعدالة الاجتماعية.
تأتي هذه المناسبة في وقت تعاني فيه المرأة الفلسطينية من اضطهاد مركب. ويتمثل الشكل الأول من هذا الاضطهاد في ممارسات الاحتلال الإسرائيلي وعدوانه المستمر، في إطار حرب الإبادة الجماعية التي شنها على قطاع غزة، حيث عانت المرأة الفلسطينية من التجويع وسوء التغذية لها ولأطفالها، ومن الاعتقال والتعذيب والاغتصاب، إضافة إلى فقدان الخصوصية في مراكز النزوح والإيواء. كما تضاعفت الأعباء الملقاة على عاتقها من خلال رعاية الأسرة، وتقديم الدعم النفسي والاجتماعي، وإدارة شؤون الأسرة، والسعي لتوفير الحد الأدنى من المساعدات الغذائية، وتأمين الأدوية والعلاج لأطفالها وباقي أفراد الأسرة.
وفي الضفة الغربية، تعاني المرأة الفلسطينية من عنف المستوطنين وجيش الاحتلال، عبر استهداف المنشآت الزراعية، وصعوبة التنقل بسبب الحواجز العسكرية، بما في ذلك الوصول إلى أماكن العمل والتعليم والخدمات الصحية.
أما الشكل الثاني من الاضطهاد فينبع من الثقافة الذكورية القائمة على إرث اجتماعي يضعف مفاهيم المساواة وعدم التمييز وتكافؤ الفرص.
وانطلاقًا من مسؤوليتنا المجتمعية، يؤكد مركز د. حيدر عبد الشافي للثقافة والتنمية على ما يلي:
1. دعم حقوق المرأة في مواجهة جميع أشكال التمييز والاضطهاد.
2. التمسك بالتشريعات الدولية المناصرة لحقوق المرأة، وعلى رأسها قرار مجلس الأمن 1325، إلى جانب القانون الدولي الإنساني والقانون الدولي لحقوق الإنسان.
3. الالتزام بالتشريعات الفلسطينية الداعمة لحقوق النساء، وفي مقدمتها وثيقة إعلان الاستقلال والقانون الأساسي الفلسطيني.
4. مناهضة جميع أشكال العنف المبني على النوع الاجتماعي.
5. تعزيز التمييز الإيجابي للمرأة في المؤسسات التمثيلية الفلسطينية كافة، والعمل على ترسيخ ذلك في الإعلان المؤقت لدستور دولة فلسطين.
6. المطالبة بتفعيل مبدأ المساءلة والمحاسبة، خاصة تجاه انتهاكات الاحتلال بحق المرأة الفلسطينية.
إننا نجدد تأكيدنا على الاستمرار في العمل من أجل تعزيز حقوق النساء، باعتبارها جزءًا أصيلًا من منظومة حقوق الإنسان.

On the Occasion of International Women’s Day – March 8
The Dr. Haider Abdel Shafi Center for Culture and Development reaffirms its full commitment to women’s rights as an integral part of human rights and a cornerstone for achieving freedom, democracy, and social justice.
This occasion comes at a time when Palestinian women are facing multiple and compounded forms of oppression. The first form stems from the practices of the Israeli occupation and its ongoing aggression, particularly within the framework of the genocidal war waged against the Gaza Strip. Palestinian women have suffered from starvation and malnutrition affecting both themselves and their children, as well as arrest, torture, and s*xual violence. They have also endured the loss of privacy in displacement and shelter centers. Moreover, the burdens placed on them have multiplied, as they continue to care for their families, provide psychosocial support, manage household affairs, secure minimal food assistance, and ensure access to medicine and treatment for their children and other family members.
In the West Bank, Palestinian women also face violence from settlers and the Israeli army, including the targeting of agricultural facilities and severe restrictions on movement due to checkpoints, which hinder access to workplaces, education, and healthcare services.
The second form of oppression arises from patriarchal social norms rooted in inherited social structures that weaken the principles of equality, non-discrimination, and equal opportunities.
In light of our social responsibility, the Dr. Haider Abdel Shafi Center for Culture and Development emphasizes the following:
1. Supporting women’s rights in confronting all forms of discrimination and oppression.
2. Upholding international legislation that supports women’s rights, particularly UN Security Council Resolution 1325, alongside international humanitarian law and international human rights law.
3. Commitment to Palestinian legislation that supports women’s rights, foremost among them the Palestinian Declaration of Independence and the Palestinian Basic Law.
4. Working to combat all forms of gender-based violence.
5. Promoting positive discrimination for women within all Palestinian representative institutions and advocating for its inclusion in the provisional declaration of the Constitution of the State of Palestine.
6. Calling for the activation of accountability mechanisms, particularly regarding violations committed by the occupation against Palestinian women.
We reaffirm our continued commitment to working for women’s rights as an essential part of the broader human rights framework.
