As 2025 comes to an end, we look back on a landmark first year under our new, expanded mandate. It has been a year of intense activity: strengthening our monitoring capacity, rolling out new analytical tools and reinforcing how we anticipate emerging drug threats, alert early, respond effectively and learn from evidence.

🌐 A message that reflects a decade of dedication and leadership, now available in 25 languages!

As we mark the end of Alexis Goosdeel's 10 years as Executive Director at the helm of our agency, we are pleased to share his final statement in 25 languages. Throughout his mandate, he consistently promoted international cooperation, evidence-based action and a strong public health approach, helping to strengthen the EU's preparedness and response to drug-related challenges.

Fluent in six languages (French, English, Spanish, Greek, Portuguese and Dutch), he has long championed the importance of making information accessible to people in the languages they use every day. Publishing this message in 25 languages reflects the values he supported and our commitment to a people-centred and multilingual approach.

🌍 How do drug related emergencies impact hospitals in neighbouring regions?

Our new technical report sheds light on acute drug toxicity cases recorded in 12 emergency departments across the Western Balkans and the EU’s Southern Neighbourhood area.

Some highlights from the 2024 data:
🔹 987 cases reported
🔹 Predominantly young men affected
🔹 Co***ne, cannabis, amphetamine & he**in commonly detected
🔹 NPS still emerging in the region
🔹 Most patients discharged, but 56 deaths recorded

🎥 EUDA in action: Building partnerships for preparedness

Take a look inside our recent meeting in Athens, where we co-hosted the EU4Monitoring Drugs II Project Advisory Committee with our Greek national focal point ΕΠΙΨΥ / UMHRI.

For the first time, civil society partners joined the discussion, reinforcing our shared commitment to inclusive, evidence-based drug policies across the European Neighbourhood Policy (ENP) region.

Together, we explored how stronger partnerships can improve preparedness and strengthen drug monitoring systems in Eastern Europe and the Southern Mediterranean.

💡 How often do drug-related emergencies happen in Europe? Our latest analysis from the European Drug Emergencies Network (Euro-DEN Plus) sheds light on thousands of hospital presentations each year.

In 2024, nearly 50 hospitals reported data. Focusing on the 29 hospitals across 19 EU countries and Norway, the new analysis shows:

⚡ Most common substances: co***ne (26%), cannabis (24%) and amphetamine (14%)
👨 Patient profile: men accounted for 75% of cases, mean age 33. Among the younger cases (aged 10-19), girls accounted for a higher proportion (38% compared to 25% overall)
🔄 Polydrug use: 43% involved multiple substances, 22% involved a single drug plus alcohol and 35% involved a single drug (the most common substances reported as a single drug were cannabis, co***ne, GHB/GBL and he**in)
🚑 Emergency response: over two-thirds arrived by ambulance, most discharged directly from the emergency department

👋 A heartfelt thank you to our Executive Director, Alexis Goosdeel!

At the end of this year, Alexis Goosdeel’s 10-year mandate as Executive Director of the EU Drugs Agency comes to a close. Today, we share his final statement and video message, reflecting on a decade marked by major shifts in Europe’s drug phenomenon — and on the importance of evidence, cooperation and humanity in our shared mission.

Over the past decade, Alexis has guided our transformation from the EMCDDA to the EUDA with a strengthened mandate, championing scientific excellence, preparedness, public-health-centred approaches and strong partnerships across Europe and beyond.

📅 This week marks our final Management Board meeting of 2025, and the last one attended by our Executive Director Alexis Goosdeel, as his mandate comes to an end. It is an important moment as we reflect on our first full year with an expanded mandate and prepare for what is ahead.

Across two days, Board members will:
🔵 Review progress on EUDA services and our ongoing business transformation
🟢 Take key decisions on the 2026 budget and multiannual planning
🟣 Adopt the new EUDA Reitox Alliance
🟠 Discuss EU and international cooperation priorities for the coming years
🟡 Exchange views with incoming Executive Director, Dr Lorraine Nolan

This meeting will help shape our work for 2026 and ensure we remain ready to anticipate, alert, respond and learn.
