🔍🌍 How will emerging technologies shape the future of the drugs field?

Today and tomorrow, we are bringing together experts from security, public health, research and technology to explore how technological change could affect drug production and supply, consumption patterns, responses and our ability to detect change early.

🤝🧠 This workshop is the first thematic expert meeting of our presidency of the Justice and Home Affairs Agencies’ Network. It supports a approach by connecting insights across sectors and agencies.

The discussions taking place will feed into our final foresight study and into public case studies to be shared later this year.

🧩 Europe’s security challenges increasingly cut across policy areas. Issues such as drugs, organised crime, public health, technology, migration and community resilience are closely linked — and addressing them separately limits their impact.

That’s the idea behind : a joined‑up approach to building preparedness and resilient communities across Europe.

🤝 This week in Lisbon, we brought together contact points from the EU Justice and Home Affairs Agencies’ Network (JHAAN), alongside EU partners, to start turning this approach into concrete action under the EUDA’s JHAAN presidency this year.

By connecting expertise across agencies and sectors, we aim to anticipate risks earlier, respond more effectively and strengthen resilience where it matters most.

🔔 EU takes action to control three harmful new synthetic cathinones

This month, new EU legal measures entered into force to bring three harmful new psychoactive substances (NPS) under control across Europe. The substances — 2-MMC, 4-BMC and NEP — are now classified as controlled ‘drugs’ under EU law.

These measures follow EUDA risk assessments in 2025 and reports through the EU Early Warning System of rising availability and poisonings in Member States.

Why this matters:
⚠️ Synthetic cathinones continue to gain ground on Europe’s stimulant market
📈 Record imports, seizures and production sites dismantled across Member States
🔬 Increasing harms linked to their use

EU Member States now have six months to introduce national legislation controlling the substances.

📢 Just published: Reitox Alliance operating framework

Effective drug monitoring in Europe depends on strong cooperation with Member States. In a new publication out today, we outline key features of the Reitox Alliance, a new partnership framework between the EUDA and our national focal points.

Adopted by our Management Board in December 2025, the Reitox Alliance:
🔹 Replaces the previous framework in place since 2003
🔹 Aligns the network’s activities with our expanded mandate
🔹 Establishes Reitox as an integral part of the EUDA management structure

Building on decades of collaboration, the Reitox Alliance marks an important step in reinforcing Europe’s preparedness for drug related challenges and supporting a truly European response grounded in national expertise.

We are pleased to welcome a delegation from Moldova this week to explore opportunities for future bilateral technical cooperation.

👥 The delegation includes high-level representatives from the Ministry of Health, the Ministry of the Interior and the national medicines agency — reflecting Moldova’s strong cross sectoral approach to drug monitoring and responses.

Moldova has been our partner since 2012. Our cooperation fully aligns with the EUDA International Cooperation Framework and our commitment to support the EU enlargement process by working closely with the EU Delegation in Moldova. Together, we aim to strengthen evidence-based drug policies and build sustainable capacities in partner countries.

✨ This month, Cyprus assumed the EU Presidency with the motto ‘An Autonomous Union. Open to the World’.

Over the six months, Cyprus will chair the Horizontal Working Party on Drugs, advancing a balanced, evidence-based and humane EU approach to drug policy.

Priorities include the new EU Drugs Strategy, drugs in criminal justice and prison settings, harm reduction and a strong EU voice at the UN Commission on Narcotic Drugs.

🤝 We look forward to supporting the Presidency with data, analysis and expertise throughout its mandate.
