HCC RELOCATES CLOTH VENDORS TO KUKUM MARKET FOR SAFER, LEGAL TRADING

The Honiara City Council (HCC) Executive House has officially approved the allocation of the Kukum Market as the new trading space for all cloth vendors selling clothes in the Firehouse area.

This decision was made during its meeting on 13 November 2025 and aims to ensure that small business operators have a proper, legal, and well-organized space to run their income-earning activities.

The approval follows the closure of the Firehouse area in Point Cruz, where numerous clothing vendors had previously operated.

The Council earlier ordered the closure and demolition of the Firehouse site after confirming that it was operating without a valid market permit, making its activities illegal under HCC regulations.

After assessing the situation and considering the need to support affected vendors, the Council identified Kukum Market space as the most suitable and lawful location. The site offers better facilities, improved cleanliness, and easier access for both traders and customers.

The HCC governance will work closely with the Market Authority to assist with the relocation process, including stall allocation and guidance on market rules.

Vendors are encouraged to cooperate, maintain cleanliness, and follow regulations to create a safe and healthy market environment.

HCC remains committed to improving market management and supporting economic opportunities for Honiara residents.

HCC CRACKS DOWN ON BUS FARE OVERCHARGING

The Honiara City Council (HCC) Law Enforcement Division is urging the public to remain vigilant after a bus driver and his conductor were arrested and fined for illegally overcharging passengers.

The pair appeared before the Honiara Magistrate Court on 13 November 2025 and were each fined $2,000, totaling $4,000.

According to the report, the complainant boarded the bus at the Central Market bus stop. The bus was displaying its approved route from Central Market to King George VI.

Despite the passenger getting off at the National Referral Hospital, a shorter distance, the conductor still demanded a $5 fare. This clearly breached the HCC regulation of the Business License Ordinance 2011, which regulates all fares and routes for public buses operating within the city.

Law Enforcement officers investigated the matter, verified the complaint, and confirmed that the operators knowingly overcharged the passenger. The court’s decision should serve as a firm warning to all bus operators to strictly follow fare regulations and approved routes.

Director of Law Enforcement, Mr. Robert Madeo, highlighted that the Council will not tolerate dishonest practices that take advantage of the travelling public.

He called on Honiara residents to continue reporting any similar incidents.

β€œWe need the public’s support to stop these practices once and for all. If you experience or witness overcharging, report it immediately to our office,” Mr. Madeo said.

The HCC Law Enforcement Division will continue monitoring bus operations across Honiara to ensure fairness, compliance, and public safety.

HCC LAW ENFORCEMENT OFFICERS COMPLETE PUBLIC ORDER TRAINING

The Honiara City Council Law Enforcement Division successfully completed a three-day public order training over the weekend for its first cohort of 20 officers to improve their skills and discipline.

The training was held at the Multi-Purpose Hall in Honiara from November 6th to Saturday, 8th, 2025, and was conducted by the Chinese Police Liaison Team (CPLT).

The main focus of the training was to improve the officers’ skills in maintaining public order and discipline. It also introduced them to Chinese martial arts techniques, which aim to build confidence, discipline, and physical fitness. These new skills will help officers carry out their duties more effectively when managing law and order situations in Honiara City.

During the official closing ceremony on Saturday, 8th November, CPLT Deputy Commissioner Mr. Yang Jian expressed his appreciation on behalf of the CPLT, the People’s Republic of China, and the Chinese Embassy in the Solomon Islands.

He said it was an honor for the CPLT to be invited by HCC to help strengthen the capacity of local law enforcement officers.

Mr. Jian said the CPLT was proud to share its knowledge and training experience with HCC officers and looked forward to future cooperation if requested.

He emphasized that Chinese martial arts training helps develop discipline, confidence, and fitness, qualities important for effective law enforcement.

Councillor and Chairman of the Law Enforcement Division, Cr. Rolland Konai thanked the CPLT, the Chinese Embassy, and the Solomon Islands Government, represented by the Royal Solomon Islands Police Force (RSIPF), for their continued support.

He also congratulated the 20 officers for completing the training and encouraged them to apply the skills and discipline they learned in their daily duties to serve the people of Honiara.

HCC Law Enforcement Director, Mr. Robert Madeo, commended the officers for their dedication, teamwork, and positive attitude throughout the training.

β€œA big thank you to the Chinese Embassy and CPLT for providing such important training for our officers,” Mr. Madeo said.

He explained that three groups of HCC officers will undergo the same training, and this first cohort marks the beginning of the program.

Mr. Madeo said the initiative is part of HCC’s ongoing commitment to improve the professionalism, discipline, and effectiveness of its law enforcement team.

The completion of this training marks a significant step in strengthening HCC’s capacity to maintain peace, order, and safety for all residents of Honiara City.

HCC MAYOR WELCOMES PACIFIC TA INTERIM PROGRAMME LEADER

The Lord Mayor of Honiara City Council (HCC), Cr. Eddie KasuteΓ© Siapu, yesterday, 6th of November 2025, has warmly welcomed the Pacific Technical Advisory (TA) Interim Programme Leader, Mr. Murray Staite, from New Zealand, during a courtesy visit to his office.

Mr. Staite recently took over the role from Madam Frances Sullivan as the new leader of the Pacific TA team.

His visit to the Lord Mayor marks an important step in continuing and strengthening the partnership between the Pacific TA Programme and the Honiara City Council.

The purpose of Mr. Staite’s courtesy visit was to discuss how the Pacific TA Programme can continue to support HCC in improving its governance, management, and service delivery to the residents of Honiara.

Both leaders shared views on building institutional capacity, promoting transparency, and developing sustainable systems that will help the Council achieve its long-term goals.

Lord Mayor Siapu expressed his appreciation to Mr. Staite and the Government of New Zealand for their continuous support for the Honiara City Council through the Pacific TA Programme.

He said the technical assistance provided has played a vital role in strengthening HCC’s operations and helping the Council deliver better services to the people.

HCC LAW ENFORCEMENT BEGINS PUBLIC ORDER TRAINING

The first 20 officers from the Honiara City Council’s Law Enforcement Division have begun a three-day Public Order Management (POM) training today, 6th November 2025, at the Multi-Purpose Hall.

The training is facilitated by the Chinese Police team to strengthen officers’ skills in maintaining peace and public safety.

Councillor and Chairman of the Law Enforcement Division, Cr. Rolland Konai expressed his deep appreciation to the Chinese Police Team for dedicating their time and expertise to support the Honiara City Council’s Law Enforcement Division.

He said the partnership marks a major step forward in improving the capacity, professionalism, and discipline of HCC’s Law Enforcement officers.

Cr. Konai emphasized that such collaboration not only enhances the operational skills of officers in managing public order effectively but also builds mutual understanding and cooperation between the two institutions.

He added that this joint effort reflects the shared commitment to maintaining peace, safety, and good governance within Honiara City.

Cr. Konai highlighted that through continued training and partnerships, HCC aims to ensure a safer, more peaceful, and better-governed Honiara for the benefit of all residents.

PPC Mr. Jimson Robo has highlighted the importance of strengthening the Honiara City Council’s Law Enforcement Division, emphasizing key focus areas including professionalism, responsibility, and partnership.

He explained that these values are essential for building an effective, disciplined, and community-focused team capable of maintaining peace and public safety across Honiara City.

Mr. Robo stressed that by fostering accountability, teamwork, and strong cooperation with community members and other stakeholders, the Law Enforcement Division can better carry out its duties.

He encouraged officers to embrace these principles in their daily work to ensure a safer, well-managed, and orderly city for all residents.

Deputy City Clerk, Mr. Jefferson Patovaki, said that Public Order Management is one of the most important responsibilities of the Council.

He explained that effective public order management allows the city to function smoothly, ensuring that markets are well-regulated, traffic is orderly, and the public can live and work in a safe and peaceful environment.

β€œPublic Order Management reflects our collective commitment to peace, safety, and discipline in our communities,” Mr. Patovaki said. β€œThe Council’s policy is to strengthen its Law Enforcement Division by equipping officers with the right tools, skills, and support to carry out their duties effectively. A strong and capable law enforcement team is vital for ensuring public order and protecting the welfare of our citizens.”

Mr. Patovaki also shared that as part of HCC’s ongoing efforts, exposure training through attachments and deployments will be organized in the near future.

These initiatives will allow officers to gain practical experience and knowledge to better manage public order situations.

β€œWith this training, our officers are better equipped with the relevant knowledge on Public Order Management. Use it wisely and responsibly for the safety and well-being of all,” he said.

He further highlighted that the Council’s governance and management are committed to providing the necessary Personal Protective Equipment (PPE) to support the safety, confidence, and capacity of law enforcement officers while on duty. Mr. Patovaki also expressed appreciation to donor partners who continue to show willingness to assist in strengthening this important area of the Council’s work.

Law Enforcement Director, Mr. Robert Madeo, also extended his sincere thanks to the Chinese Police Team for facilitating the training program.

He said this is the first time for the Honiara City Council Law Enforcement Team to undergo such specialized training.

β€œWe started with the first cohort of 20 officers. There will be three groups in total from our Law Enforcement Division, which means two more groups are yet to undergo the same training,” Mr. Madeo explained. β€œThis training is a great opportunity for our officers to improve their professionalism and skills in managing public order situations effectively.”

Meanwhile, Cr. Konai emphasized that maintaining public order is not just about enforcing rules; it is about safeguarding the dignity of the city, protecting people, and promoting peace and development for a better Honiara.

SASA WATER & ENARGY WATER BACK IN BUSINESS AFTER MEETING HEALTH STANDARDS

The Honiara City Council (HCC) Environmental Health Unit has officially cleared SASA Water and ENARGY Water to resume operations after a recent temporary closure to address health and safety concerns.

According to Mr. Derick Willie, the Director of Environmental Health, both companies were thoroughly assessed to ensure they comply with good manufacturing practices and public health standards before reopening.

He explained that ENARGY Water’s issue was twofold, relating to good manufacturing processes and a foul odour complaint. Upon inspection, the team also found that the company’s bottled water products lacked date markings, a key requirement for consumer safety.

Mr. Willie stated that the Environmental Health team worked closely with the company to implement corrective measures. These included improvements to hygiene and drainage systems to prevent wastewater from flowing back into the borehole, an important step in maintaining the safety of the water source.

β€œAfter the corrective actions were completed, our team collected samples from ENARGY Water’s bottled products and sent them for laboratory testing, underwent first reading and second reading,” Mr. Willie said. β€œThe results showed significant improvement, and the products now meet the national drinking water quality standards.”

Based on these improvements, the Environmental Health Unit has issued ENARGY Water a clearance certificate to continue operations. Mr. Willie emphasized that ENARGY Water complied fully with the council’s requirements, which allowed for their business to be operated.

For SASA Water, the main issue identified was related to maintaining good manufacturing practices rather than the product itself, said Mr. Willie.

He said that the company’s water products met quality standards, but the facility needed to strengthen its hygiene practices, staff training, building structure, and drainage systems to ensure long-term safety.

β€œThe product from SASA Water is safe,” he explained, β€œbut the preconditions for producing quality water, such as proper hygiene, trained personnel, and good processing equipment, must always be maintained. If these are neglected, it could affect the safety and quality of the product in the future.”

Mr. Willie also issued a reminder to the public to always check the date markings on ENARGY bottled water before purchasing.

He warned that products without date marks should not be bought, as these may not meet proper labelling or manufacturing standards.

The Environmental Health Director reaffirmed HCC’s commitment to ensuring that all water bottling companies operating in Honiara adhere to health regulations to safeguard public health.

β€œOur aim is not to shut down businesses,” he said, β€œbut to make sure they follow proper procedures that protect the health and well-being of the people.”

HCC LAW ENFORCEMENT DIVISION WARNS TAXI OWNERS TO STOP USING PRIVATE NUMBER PLATES

The Honiara City Council (HCC) Law Enforcement Division is calling on all taxi owners operating within the city to immediately stop using private number plates for their taxi services.

The division has raised concerns that some operators are breaching the Honiara City Council Business License Ordinance by running taxi businesses without proper registration and licensing.

Director of Law Enforcement, Mr. Robert Madeo, emphasized that this practice is illegal and will not be tolerated.

He warned that any taxi owner or driver found violating the law will face legal action in court. β€œIgnorance of the rules is not an excuse,” Mr. Madeo stated, stressing that the law will be enforced strictly to maintain order and fairness in the transport sector.

Mr. Madeo further revealed that the Law Enforcement Division will soon conduct a surprise operation to identify and crack down on illegal taxi services throughout Honiara city.

He urged all taxi owners to ensure they are fully compliant with HCC regulations to avoid penalties or vehicle impoundment.

He also issued a stern warning to those who think personal connections will protect them from the law. β€œEven if you are a relative or wantoks, we will not help you if your driver or vehicle gets arrested by the HCC Law Enforcement team,” he said.

Private number plates are coloured in yellow, whilst the public vehicle’s number plates are coloured in white, said Mr. Madeo.

The Honiara City Council Law Enforcement Division remains committed to ensuring all taxi operations in the city are legal, safe, and properly licensed. Taxi owners are urged to act responsibly and comply with the law to avoid unnecessary trouble with authorities.
