In the lead-up to 2026, held under the theme ‘Where water flows; equality grows’, we re-share the Policy Note:

📖 𝗠𝗮𝗶𝗻𝘀𝘁𝗿𝗲𝗮𝗺𝗶𝗻𝗴 𝗴𝗲𝗻𝗱𝗲𝗿 𝗲𝗾𝘂𝗮𝗹𝗶𝘁𝘆 𝗶𝗻 𝘄𝗮𝘁𝗲𝗿 𝗿𝗲𝘀𝗼𝘂𝗿𝗰𝗲𝘀 𝗺𝗮𝗻𝗮𝗴𝗲𝗺𝗲𝗻𝘁: 𝗚𝗹𝗼𝗯𝗮𝗹 𝘀𝘁𝗮𝘁𝘂𝘀 𝗮𝗻𝗱 𝟳 𝗽𝗮𝘁𝗵𝘄𝗮𝘆𝘀 𝘁𝗼 𝗽𝗿𝗼𝗴𝗿𝗲𝘀𝘀, produced by UNEP DHI, GWP, and UN Women in 2025.

It identifies seven key pathways that enable countries and institutions to advance gender equality in water resources management:

💧 Advocacy, commitment, and political will
💧 Legislative and governance mechanisms
💧 Human capital and financial resources
💧 Effective participation and parity
💧 Monitoring systems to track and assess progress
💧 Awareness raising, capacity development, and education
💧 Multi-stakeholder, intersectoral coordination mechanisms and bodies

With less than a week to go until (22 March), this year's theme, ‘Where water flows; equality grows’, focuses on safe water and sanitation as human rights and critical enablers of gender equality.

𝗩𝗼𝗶𝗰𝗲: Women manage water every day, yet they’re often excluded from decisions. Equality starts with being heard.

𝗧𝗶𝗺𝗲: TIME to learn. TIME to grow. TIME to thrive.

𝗦𝗮𝗳𝗲𝘁𝘆: For too many people, women in particular, collecting means walking alone for miles, navigating danger.

𝗢𝗽𝗽𝗼𝗿𝘁𝘂𝗻𝗶𝘁𝘆: When women and girls have water close to home, they gain freedom and the chance to shape their future.

𝗛𝗲𝗮𝗹𝘁𝗵: Safe water prevents disease, saves lives, and helps families thrive.

Despite progress, women and girls continue to bear a disproportionate burden of water and sanitation responsibilities, and remain underrepresented in water governance and leadership.

That’s why one of five Strategic Interventions of GWP’s 2026-2030 Strategy 👉 https://bit.ly/4bcQl3Z is to “advance , , and social inclusion” for a more equitable future.

During a training workshop in Kolašin, Anjali Lohani, GWP’s Head of Climate, shared insights on the rapidly evolving global landscape for and investments and what it means for countries like Montenegro.

She highlighted growing international momentum to mobilise financing for , noting that the G20 Leaders Summit in 2025 endorsed a global commitment to scale up investments in the water sector, following the Water Investment Summit held in Cape Town in August. This signals a strong shift toward larger, coordinated financing efforts to address and climate risks worldwide.

Looking ahead, she also pointed to upcoming global opportunities for countries to showcase their investment pipelines:

🗨️ “There is huge global commitment from the world’s largest economies to finance Investments, and this will guide our work in supporting countries to develop strong project pipelines.”

Lohani also presented the new GWP Strategy 2026–2030, which aims to support 30 countries in accessing climate finance and influence USD 15 billion in water investments. Montenegro’s work on developing a Climate-Resilient Water Investment Plan and a Concept Note is part of this broader effort to unlock financing for climate adaptation.

By connecting national planning with global investment initiatives, Montenegro is positioning itself to access new opportunities for climate-resilient water infrastructure and sustainable development.

🌿 How can Natural/Small Water Retention Measures strengthen climate resilience in European agriculture?

Over the past five years, the OPTAIN project has worked across 14 case studies in Boreal, Continental and Pannonian regions to identify, prioritise and optimise Natural/Small Water Retention Measures (NSWRMs) for small agricultural catchments.

What did we do?

🔹 Screened 235 potential measures
🔹 Selected more then 60 NSWRMs for detailed modelling and optimisation
🔹 Applied a harmonised, participatory process with Multi-Actor Reference Groups
🔹 Used modelling tools (incl. SWAT+) and multi-objective optimisation to assess environmental and socio-economic performance

📊 Which measures have been most frequently selected?

Buffer strips and hedges, green cover, no-till agriculture, wetland restoration, retention ponds and other hydro-morphological interventions, measures that simultaneously:
✔ Reduce flood peaks
✔ Improve drought resilience
✔ Enhance groundwater recharge
✔ Reduce nutrient and sediment losses
✔ Support biodiversity and ecosystem integrity

🌍 NSWRMs show strong potential to address interconnected climate challenges by slowing, storing and filtering water and keeping nutrients within agricultural landscapes.

💧 𝗪𝗮𝘁𝗲𝗿 𝗰𝗼𝗻𝗻𝗲𝗰𝘁𝘀 𝗲𝘃𝗲𝗿𝘆𝘁𝗵𝗶𝗻𝗴 - 𝗮𝗻𝗱 𝘀𝗼 𝗺𝘂𝘀𝘁 𝗼𝘂𝗿 𝘀𝗼𝗹𝘂𝘁𝗶𝗼𝗻𝘀

On 6 March 2026 at the Global Leaders Dialogue during the International Conference on ESG Transversality for the Sustainable Water–Energy–Health–Environment Nexus in New Delhi, India, Mr. Alex Simalabwi, CEO of the Global Water Partnership Organisation and Executive Secretary of GWP, shared two reflections on the future of global water leadership.

1. If connects everything, then water cooperation and investments must connect everyone.

2. If the twentieth century was defined by competition for natural resources, the twenty-first century must be defined by investments in water and cooperation for sustainable water security.

💧 𝗙𝗿𝗼𝗺 𝘄𝗮𝘁𝗲𝗿 𝗰𝗼𝗻𝗳𝗹𝗶𝗰𝘁 𝘁𝗼 𝘄𝗮𝘁𝗲𝗿 𝗰𝗼𝗼𝗽𝗲𝗿𝗮𝘁𝗶𝗼𝗻

At the WATER Science and Governance: Navigating Safe Operating Spaces through Research, Policy, and Practice conference in Venice, Italy, Mr. Alex Simalabwi, CEO of the Global Water Partnership Organisation and Executive Secretary of GWP, joined global experts to discuss the future of transboundary water governance.

With 310 transboundary river basins spanning 153 countries and supporting nearly 40% of the world’s population, cooperation over shared water resources is essential. Encouragingly, global evidence shows that cooperation is far more common than conflict, with more than 300 water treaties and basin agreements worldwide.

At the session on Water Governance Beyond Borders, Mr. Simalabwi highlighted how the Global Water Partnership is helping countries turn cooperation into action - linking science, policy, and investment through shared diagnostics, basin cooperation frameworks, and water investment programmes.

As climate change intensifies water risks, strengthening cooperation across borders will be critical to achieving security, stability, and sustainable development.
