เกิดจากความร่วมมือระหว่างคณะกรรมการเศรษฐกิจและสังคมแห่งเอเชียและแปซิฟิก (ESCAP) และศูนย์พัฒนาและฝึกอบรมคนพิการแห่งเอเชียและแปซิฟิก (APCD) เพื่อเพิ่มศักยภาพของคนพิการในภูมิภาคเอเชียแปซิฟิก และสร้างความร่วมมือระหว่างภาคส่วนโดยเน้นการมีส่วนร่วมของภาคเอกชนในการทำธุรกิจที่คนพิการมีส่วนร่วมซึ่งมีการส่งเสริมสินค้าและผลิตภัณฑ์ที่เป็นมิตรต่อคนพิการ การจ้างงาน และการเพิ่มโอกาสในการทำงานรวมทั้งการพัฒนาศักยภาพในการเป็นผู้ประกอบการของคนพิการ โครงการ 60+ พลัสและคาเฟ่ เป็นการนำยุทธศาสตร์อินชอนเพื่อ “ทำสิทธิ์ให้เป็นจริง” สำหรับคนพิการในภูมิภาคเอเชียและแปซิฟิกมาลงมือปฏิบัติให้เป็นรูปธรรม โดยจัดฝึกอบรมปฏิบัติงานให้กับคนพิการ ในโครงการต้นแบบในภาคธุรกิจอาหารตั้งแต่ปี 2557
โดยใช้ชื่อว่า 60+พลัส เบเกอรี่แอนด์คาเฟ่ (60+นั้นเป็นชื่อสัญญาลักษณ์เนื่องในโอกาสวันคล้ายวันพระราชสมภพ สมเด็จพระเทพรัตนราชสุดาฯ สยามบรมราชกุมารี ทรงเจริญพระชนมพรรษาครบ 60 พรรษา ส่วน+นั้นคือทรงพระเจริญ)โดยบริษัท ไทย ยามาซากิ (Thai Yamazaki) และได้รับการสนับสนุนเงินทุนจากกองทุนส่งเสริมและพัฒนาคุณภาพชีวิตคนพิการ กระทรวงการพัฒนาสังคมและความมั่นคงของมนุษย์ ศูนย์พัฒนาและฝึกอบรมคนพิการแห่งเอเชียและแปซิฟิก และสถานเอกอัคราชฑูตญี่ปุ่นประจำประเทศไทย
ความพิเศษของร้านคือการรวมตัวของผู้พิการหลากหลายทุกประเภท เช่น ผู้พิการทางร่างกาย ทางการมองเห็น ทางการได้ยิน ทางจิต ออทิสติก สติปํญญา และการเรียนรู้ เป็นต้น มาฝึกอบรมทำขนมปังด้านการผลิต และฝึกด้านการขาย เพื่อพัฒนาทักษะคนพิการให้มีงานทำอย่างยั่งยืน โดยมีเป้าหมายที่จะลดความยากจนและลดภาระการพึ่งพาจากสังคม

Asia-Pacific Development Center on Disability Projects and Activities:
A Brief Overview
The Asia-Pacific Development Center on Disability (APCD), a regional center on disability and development based in Bangkok, Thailand, continues to perform its mandate in working towards a barrier-free, inclusive and rights-based society for all via various local and regional projects and activities.
In 2018, APCD reached new heights in its focus on disability-related issues based on community-based inclusive development and disability-inclusive business. Currently making waves in Thailand and in the Asia-Pacific region are the 60+ Plus Bakery & Cafe Project and the 60+ Plus Chocolatier by MarkRin. The former is a human resource training center for Thai persons with diverse disabilities where they are trained in all process in the operations of the 60+ Plus Bakery in collaboration with Thai-Yamazaki Co. Ltd. The latter is an ongoing training for persons with disabilities in the production of premium chocolate in collaboration with MarkRin Chocolate. Both are aimed at the creation of jobs in the food business sector for persons with diverse disabilities, and promoting disability-inclusive business in the region.
Thus, APCD is closely cooperating with UN ESCAP through regular participation in the latter’s meetings and activities at the UN Headquarters, as well as supplying premium chocolate products to the UN Shop, thereby increasing awareness about APCD projects in the international community of policy- and decision-makers.
At present, negotiations are being conducted between APCD and Hyatt Regency Bangkok Sukhumvit for a future collaboration in inclusive hotel services training, as well as negotiating to promote disability-inclusive business through a showcase of 60+ Plus bakery and chocolate products with the said hotel chain.
Other major projects that are in full-swing are the ASEAN Hometown Improvement Project (a project held in collaboration with ASEAN Secretariat and Japan-ASEAN Integration Fund), which seeks to promote the livelihood of persons with disabilities in 8 ASEAN Member States. The ASEAN Autism Mapping, formally launched in August 2018 in Indonesia, is a pioneering project that seeks to update information about autism in all 10 ASEAN Member States, resulting in the recognition of the rights of persons with autism and paving the way for national policy changes and the availability of services for persons with autism.
The APCD also continues to conduct its yearly Third Country Training Programme 2018, with special focus on persons with autism developing their skills in sports, recreation, and leisure activities, such as swimming, cycling, and the new autism-friendly sports called Kin-Ball. The training prepared the participants for the upcoming ASEAN Autism Games to be held in Indonesia in October 2018. It is also aimed at encouraging potential athletes with autism to join national and international competitions leading towards the 2020 Tokyo Olympics and Paralympic Games.
APCD acknowledges the importance of focusing on emerging disabilities, such as intellectual disabilities and autism, and has recently conducted a regional training for the capacity-building of leaders who are hard of hearing and the deafened in Asia-Pacific.
Discussions are ongoing in preparation for two significant events: 4th ASEAN Autism Network Congress in Indonesia in October 2018, and the Community-Based Rehabilitation/CBID Congress in Mongolia in 2019. APCD is taking an active role in organizing said regional events in terms of offering its technical and networking expertise.
On the local front, APCD actively and fully supports projects by the Department of Empowerment of Persons with Disabilities and the Ministry of Social Development and Human Security of Thailand, as evident in its participation at events like Thai Social Expo 2018 and the 'Friendly Taxi for All' Project, among others.
APCD also continues to conduct trainings on disability-related issues for various educational institutions in Thailand and the region. To date, APCD has trained more than 7,000 individuals from the Asia-Pacific region and beyond. It continues to pursue collaboration with organizations like JICA, TICA, Korea International Cooperation Agency, Japan Foundation, WAFCAT, AU-Thai, to name a few.

โครงการฝึกอบรมพัฒนาทักษะคนพิการภาคธุรกิจอาหาร 60+พลัสโปรเจค
“ธุรกิจที่มีส่วนร่วมของคนพิการ” (Disability Inclusive Business)
โครงการฝึกอบรมพัฒนาทักษะคนพิการภาคธุรกิจอาหาร 60+พลัสโปรเจค เกิดจากความร่วมมือระหว่างคณะกรรมธิการเศรษฐกิจและสังคมแห่งเอเชียและแปซิฟิกภายใต้องค์การสหประชาชาติ (UNESCAP) และมูลนิธิศูนย์พัฒนาและฝึกอบรมคนพิการแห่งเอเชียและแปซิฟิกในพระราชูปถัมภ์ สมเด็จพระกนิษฐาธิราชเจ้า กรมสมเด็จพระเทพรัตนราชสุดา สยามบรมราชกุมารี (APCD) เพื่อส่งเสริมการพัฒนาศักยภาพคนพิการในภูมิภาคเอเชียแปซิฟิก โดยการสร้างความร่วมมือในทุกภาคส่วนเน้นการมีส่วนร่วมของภาคเอกชนในการทำธุรกิจที่คนพิการมีส่วนร่วม ซึ่งมีการส่งเสริมสินค้าและผลิตภัณฑ์ที่ดำเนินการโดยคนพิการ สร้างงาน สร้างรายได้ให้คนพิการ รวมทั้งให้โอกาสคนพิการพัฒนาศักยภาพเพื่อเป็นผู้ประกอบการเอง (Inclusive Entrepreneurship) ด้วย โครงการ 60+พลัส เบเกอรี่และคาเฟ่ เป็นการนำแนวทางยุทธศาสตร์อินชอนภายใต้อนุสัญญาแห่งองค์การสหประชาชาติว่าด้วยสิทธิคนพิการเพื่อ“ทำสิทธิให้เป็นจริง” (Make the Rights Real) สำหรับคนพิการในภูมิภาคเอเชียและแปซิฟิกรวมทั้งในประเทศไทย มาสู่ภาคปฏิบัติเพื่อให้เป็นรูปธรรม ทั้งนี้ เพื่อเป็นการสนองนโยบายของรัฐบาลไทยด้วย
โครงการฝึกอบรมพัฒนาทักษะคนพิการภาคธุรกิจอาหาร 60+พลัสโปรเจค เริ่มมาตั้งแต่ปี 2557 โดยได้รับการสนับสนุนงบประมาณการฝึกอบรมจากกองทุนส่งเสริมและพัฒนาคุณภาพชีวิตคนพิการ ภายใต้การกำกับของกรมส่งเสริมและพัฒนาคุณภาพชีวิตคนพิการ กระทรวงพัฒนาการสังคมและความมั่นคงของมนุษย์ สำหรับในปี 2562โครงการจะมี 3 กิจกรรม ได้แก่ 1. การฝึกพัฒนาทักษะคนพิการภาคธุรกิจโรงแรม ซึ่งได้เปิดเป็นปีแรก โดยจะฝึกอบรมระหว่างวันที่ 18มีนาคม - 20 สิงหาคม 2562คนพิการทุกประเภทที่ร่วมโครงการมีอายุระหว่าง 18-55 ปี รวม 31 คน ระยะเวลาการฝึกอบรม 103วัน ที่ศูนย์ฝึกอบรมโรงแรมต้นแบบเอพีซีดี (APCD) บริเวณบ้านราชวิถี ก่อนส่งไปทำงานตามโรงแรมต่างๆ ที่ขาดแคลนบุคลากรคนพิการ 2. การฝึกทำขนมปังยามาซากิ เป็นปีที่ 5รับจำนวน 30 คน 3. การฝึกทำช็อกโกแลตและบาริสต้าเครื่องดื่มช็อกโกแลต เป็นปีที่ 2 รับจำนวน 20 คน ทั้งนี้ กิจกรรมที่ 2 และ 3 จะเปิดการฝึกอบรมระหว่างวันที่ 18กรกฎาคม - 18 ตุลาคม 2562รวมระยะเวลา 80 วัน หลังจากนั้น จะส่งไปทำงานตามภาคธุรกิจอาหารเครื่องดื่มที่สนใจรับผู้พิการเข้าทำงาน
โครงการฝึกอบรมพัฒนาทักษะคนพิการภาคธุรกิจอาหาร 60+พลัสโปรเจค เปิดรับสมัครผู้พิการทุกประเภท อายุระหว่าง 18-55 ปี ซึ่งสามารถยื่นใบสมัครได้ที่ร้าน APCD 60+Plus ได้ตลอดทั้งปี โดยไม่มีค่าใช้จ่าย แต่ต้องแสดงบัตรประจำตัวคนพิการที่ออกให้โดยกรมส่งเสริมและพัฒนาคุณภาพชีวิตคนพิการ กระทรวงพัฒนาการสังคมและความมั่นคงของมนุษย์ มูลนิธิ APCD จะทำการคัดกรองเพื่อเข้าสู่กระบวนการฝึกจริงในช่วงเดือนเมษายน - กันยายนของทุกปี โดยมูลนิธิฯ จะจัดอาหารกลางวันให้และมอบค่าเดินทางให้ในระหว่างไปฝึกอบรม และหางานให้หลังการฝึกอบรมด้วย โดยจะทำการฝึกอบรมที่อาคาร APCD Training Center และร้าน 60+Plus Bakery & Chocolate Cafe บริเวณบ้านราชวิถี ถนนราชวิถี ตรงข้ามอาคารสมเด็จพระเทพรัตนฯ โรงพยาบาลรามาธิบดี
ศูนย์ฝึกอบรมคนพิการทุกประเภทโดยมูลนิธิ APCD มีเป้าหมายในการอนุวัติการตามอนุสัญญาแห่งองค์การสหประชาชาติว่าด้วยสิทธิคนพิการ และสนองนโยบายรัฐบาลไทยที่จะ "ไม่ทิ้งใครไว้ข้างหลัง" (Leave No One Behind) โดยอาศัยแนวทางธุรกิจที่มีส่วนร่วมของคนพิการ (Disability Inclusive Business) เพื่อสร้างงาน สร้างรายได้ให้คนพิการสามารถพึ่งพาตนเองได้อย่างยั่งยืน และที่สำคัญเป็นการนำคนพิการเข้าอยู่ร่วมเป็นส่วนหนึ่งของสังคมอย่างมีศักดิ์ศรี เปลี่ยนภาระให้เป็นพลังของสังคม ซึ่งสังคมจะต้องร่วมมือกันให้โอกาสคนพิการด้วย

โครงการฝึกอบรมพัฒนาทักษะคนพิการภาคธุรกิจโรงแรม เกิดขึ้นจากแนวคิดที่จะปรับปรุงอาคารศูนย์ฝึกอบรมเดิม ให้เป็นโครงการนำร่องโรงแรมต้นแบบเพื่อเป็นศูนย์ฝึกอบรมคนพิการแห่งแรกในประเทศไทย โดยมูลนิธิศูนย์พัฒนาและฝึกอบรมคนพิการแห่งเอเชียและแปซิฟิก APCD ผนวกเข้ากับโครงการร้าน 60 พลัสเบเกอรี่และช็อกโกแลตคาเฟ่ ซึ่งเปิดดำเนินการฝึกอบรมเป็นปีที่5 โดยได้รับการสนับสนุนงบค่าใช้จ่ายเบื้องต้นจากกองทุนส่งเสริมและพัฒนาคุณภาพชีวิตคนพิการ กระทรวงพัฒนาสังคมและความมั่นคงของมนุษย์
สำหรับโครงการฝึกอบรมพัฒนาทักษะคนพิการภาคธุรกิจโรงแรม ได้เปิดรับสมัครผู้พิการทุกประเภท อายุระหว่าง 18-55 จำนวน 31 คน เข้าฝึกอบรมและปฏิบัติงานจริงภาคธุรกิจโรงแรมระหว่างวันที่ 18 มีนาคม 2562 ถึง 20 สิงหาคม 2562 ระยะเวลารวม 103 วัน ที่ศูนย์ฝึกอบรมโรงแรมต้นแบบเอพีซีดี(APCD) บริเวณบ้านราชวิถี ก่อนส่งไปทำงานตามโรงแรมต่างๆ ที่ขาดแคลนบุคลากรคนพิการ อย่างเช่น แม่บ้าน พนักงานต้อนรับและพนักงานบริการทั่วไป

Skill development training in hotel industry for persons with disabilities of Asia-Pacific Center on Disability (APCD) was initiated from the idea to renovate the existing training center of APCD to become fully-functioning hotel operated by persons with disabilities and use this premises as the first hotel training center in Thailand. APCD has integrated the experience of 60+ Plus Projects administration--bakery shop and chocolate café--with this hotel training pilot scheme. The training project has initially received financial support from the Empowerment of Persons with Disabilities Fund of the Ministry of Social Development and Human Security.
APCD’s skill development training in hotel industry for persons with disabilities 2019 recruits 31 persons with all types of disabilities aged 18-55 years old to be trained and work in real practice for hotel industry. The training is scheduled from 18th March to 20thAugust 2019 (103 days) at APCD Training Center. After the completion of the training, prospective trainees are expected to work at hotels in need of staff with disabilities across the country. The project aims at empowering persons with disabilities to have a decent job with good income so that they can be self-reliant.
