TOMAK Timor-Leste TOMAK is an agriculture livelihoods program funded by the Australian government.

TOMAK works with government, NGO, and private sector partners to improve agriculture and nutrition for farming families in Baucau, Bobonaro, and Viqueque. TOMAK (To'os ba Moris Di'ak, or Farming for Prosperity) is an agricultural livelihoods program supported by the Australian Government in Timor-Leste. TOMAK is working closely with government, NGO and private sector partners to sustainably increase market engagement and household nutrition for farming families across the country.

From Savings to Collective Strength
A TOMAK Portrait of Progress

Feto Forte, Nasaun Forte! Before , Margarida, Aquilina and Tomásia and their families would often struggle to earn enough income to cover their family needs. With support from TOMAK, they learned how to diversify their crops and grow more nutritious foods year-round for their own consumption and to sell. Whole Food System Access Learn Produce Joining a savings and loans group (SLG) helped them learn how to plan, save and share for greater financial stability and build better business practices.

Now these women are embracing new opportunities through greater access to savings and financial support from their SLG, they are also ensuring their children can access education, which is a top priority for them. Through collective strength they are building stronger more resilient livelihoods proving that women can lead and thrive in agriculture!

From barriers to new beginnings
A TOMAK Portrait of Progress

When Maun Angelo began experimenting with hydroponics after engaging with , he was excited to find a way to grow vegetables without the heavy labour that soil farming demands. The system quickly proved its value. Using only water, his mustard greens mature in just two and a half weeks, and other varieties follow on a steady cycle. What once felt tiring is now simple: when the water level drops, he just tops it up and the system keeps working. The reliability of his harvests has created its own local market. Neighbours come directly to his home on harvest days, buying fresh, healthy vegetables before he even considers taking them to the market.

Maun Angelo plants two or three times a year, keeping enough for his family and selling the rest to cover essentials like medicine and supplies. Hydroponics has given him a lighter workload, a dependable income stream right at his doorstep — proof that small innovations can reshape what’s possible for local farmers.

From Learning to Leading
A Portrait of Progress

Over a decade, grew so much more than food. Working together with our partners, we grew stronger national systems to support farmers to produce, eat and sell more diverse and nutritious foods. We supported climate-smart techniques and practices so that farmers - including women, youth and people with disabilities - could build resilient and stable livelihoods, farmers like Marcelina.

Mana Marcelina has become a driving force for change in Uani Uma. As leader of the Ukawai savings and loans group, she has brought women and men together to improve local production, build a collection centre and turn crops like red rice and potato into marketable foods. With TOMAK’s training and support, the group’s products are stronger, losses have been reduced and women’s participation has flourished. Marcelina is excited for the future and strongly believes in the power of collective effort: “Our message to all the people of Timor-Leste, especially women living in rural areas, is this: we, as women, are capable. We can work, create and carry out agricultural activities… to progress and improve our families’ lives.”

With support from the Australian Government’s DFAT-funded agriculture program, TOMAK, we have established a Hydroponic Learning Initiative at the AHDRO office in Maliana. This new training center offers individuals with disabilities the opportunity to learn modern, accessible agricultural techniques that enhance their livelihoods, independence, and economic empowerment.
After several weeks of learning and planting with the system, participants are now reaping the rewards—enjoying their first harvest of fresh vegetables from their hard work.

💬 Antonio Barreto, participant with a physical disability, shared:
“Hydroponics is a completely new activity for us. Before, we planted in soil, but now we’ve learned how to cultivate crops without soil, which reduces physical strain and uses only a small amount of water. This method is efficient and accessible for us.”

We look forward to expanding this initiative and continuing to build a more inclusive and empowered future for all. 🌱♿💚
