1. 失智者、行動不便、生活自理需人照護之健康老人。
2. 長期慢性病、需人扶持及醫療照護者。
3. 出院後仍需護理扶持照護的患者。
4. 長期臥床的病人。
5. 癌症末期患者、洗腎者之專業照護。
6. 無法定傳染病、精神疾病、開放性肺結核之長期慢性疾病等。
7. 鼻胃管、尿管、人工造廔、外傷口需護理照護者。
8. 身心障礙、腦中風癱瘓、老年人托顧照護、植物人長期臥床者。
