張正忠院長於2006年憑「免縫線微創白內障合併視網膜病變二合一手術」，成為兩岸三地首位奪得全美眼科醫學會ASCRS手術奧斯卡金像獎與歐洲眼科醫學會ESCRS手術首獎的華人眼科醫師。2008年，張正忠院長於三總眼科主任暨教授卸職，創立奧斯卡眼科手術中心，帶領專業醫療團隊，運用最新科技的儀器設備，建立眼科影像全面電腦化的醫病互動式診療與衛教專業空間，提供病友最高品質的眼科診療與手術服務。
奧斯卡眼科成為國內少數可以門診手術形式進行精密老花眼白內障晶體屈光手術、青光眼內視鏡減壓手術、飛秒近視準分子雷射及局部麻醉無縫線視網膜手術的高科技中心。
2020年張院長率隊再次榮獲中華民國眼科醫學會手術教學影片比賽總冠軍。奧斯卡眼科設立的宗旨：“奧斯卡眼科 眼科的奧斯卡”，成為患者心目中首選的全方位眼科健檢及手術中心。

2006年以首創的免縫線微創白內障合併視網膜病變二合一手術，榮獲全美眼科醫學會ASCRS手術奧斯卡金像獎，與歐洲眼科醫學會ESCRS手術首獎，為兩岸三地第一位獲該殊榮的華人眼科醫師。張醫師接受美國嚴謹的眼科病理學博士教育與國內外紮實的眼科臨床訓練。針對各類白內障、視網膜、玻璃體黃斑疾病、青光眼、近視飛秒雷射手術與一般眼疾診療，均以眼科病理學為診療基礎結合先進的檢查與治療裝備儀器，輔以精湛的手術技巧完成許多困難的眼科顯微手術與治療，為眾多病友開創光明視界。

Throughout his career, Dr. Chang has perfected the practice of advanced phaco-refractive and V-R technique, tackling diverse types of complications including cataract, and retinal disorders. With his mastery of using advanced pathologic concept and modern equipment as a complement to his superb surgical skills, he has managed to consistently perform complex procedures bringing hope for a brighter future to thousands of his patients.
